Please is it compulsory to notarize my transcript and Original Waec result before taking it to the MOE and MOFA

Please, I want to ask if someone can help me do it. I don't stay at Abuja so a friend wants to help.
Also, can someone state the price for the processing at ministry of education and ministry of foreign affairs.

Please do I need my international passport for any authentication at ministry of education or ministry of foreign affairs.
I want to authenticate my WAEC certificate and Secondary school transcript but my passport isn't available yet. Is it possible for me to do the authentication.
