Fresh facts have emerged on why the renewed alliance talks between the Action Congress of Nigeria (ACN) and the Congress of Progressive Change (CPC) collapsed. Addressing journalists in Abuja yesterday, the presidential candidate of the Action Congress of Nigeria (ACN), Mallam Nuhu Ribadu laid the failure of the deal squarely on the Congress of Progressive Change (CPC) standard bearer, General Muhammadu Buhari. According to the ACN presidential candidate, General Buhari’s refusal to yield ground and personal ego botched the deal which would have seen the two parties presenting a common candidate for tomorrow’s presidential election by the two opposition parties. Indeed, the erstwhile boss of the Economic and Financial Crimes Commission (EFCC) was more revealing than the national chairman of the ACN, Chief Bisi Akande who had told journalists on Wednesday that the CPC leaders were prevaricating on the alliance deal. Ribadu disclosed that the ACN saw itself as the senior partner in the agreement having performed exceedingly well at last Saturday’s National Assembly polls and had expected the CPC to be more considerate in its demands. “This isn’t blame game moment; we tried honestly. We attempted to come out with a strong opposition to the PDP. On our own part, that is the ACN, we made every necessary sacrifice, including the offer of stepping down of our presidential candidate in consideration of this alliance, because we saw that Nigerians wanted it and we also believe that it is the right thing to do. “But the other party didn’t fulfill its own part and it wasn’t a bigger sacrifice as our own, but sadly they didn’t just meet up with what was agreed. Originally, we agreed that we are the senior partner in this alliance attempt, because we have bigger electoral number, we have more votes across the country, we have more in terms of number of National Assembly elected. But we still considered it necessary and we did everything, including offer of sacrifice of allowing the candidate of the CPC to lead and we will get the vice-president, eventually but they refused. They agreed and then they turned it down again. Sadly, that was the fundamental problem that really led to the collapse. Of course, you know there were several attempts in the past to bring the parties together, but it failed.’’ Mallam Ribadu, however, expressed confidence that the ACN would win tomorrow’s election, even at the first ballot. “PDP isn’t a popular party today; in a free and fair election, PDP would not win. No doubt about it. If you are going to have free and fair election, transparent election, believable election, you are going to get a new government come Saturday. No doubt. Any of the opposition party could defeat PDP and we pray that it is going to happen. God will give us the chance to be able to open a new chapter for our country.’’ However, General Buhari, in a statement signed by his spokesman, Mr. Yinka Odumakin, denied he was responsible for the inability of his party and the ACN to reach an arrangement. While stressing that the decisive moment Nigeria enters this weekend requires sobriety on the part of leaders who care about the fate of the suffering people of Nigeria, General Buhari explained that he embraced the renewed talks between the two parties in the best interest of millions of Nigerians yearning for change with great enthusiasm. “The talks, however, ran into difficulties when the ACN insisted the only condition for agreement was that they must produce the vice president. By the electoral laws, this was virtually impossible before this election. We suggested that they should let us jointly go into the elections and jointly form the government after our victory. But our friends were not ready to take us on our honour and went to the media.” While regretting the inability to get the parties to agree to harness their electoral fortunes before Saturday, General Buhari said the task at hand was to get rid of the PDP at the polls through voters mass turnout and eternal vigilance from accreditation to the final announcement of results. He called on millions of his supporters across Nigeria to troop out en-masse tomorrow and vote him in as the President “This is our finest hour to get the PDP out and we must not miss it. The rigging machine must be smashed on Saturday,” he declared. While agreeing with Buhari on the need to ease out PDP from the saddle, Ribadu dismissed the endorsement of Dr Goodluck Jonathan by the Labour Party and about 45 other political parties on Wednesday. “We aren’t jittery really, because we have also got endorsement of 12 parties. It isn’t just Jonathan that got endorsement and what matters is the endorsement of Nigerians; those who are going to vote on Saturday are the ones whose endorsement we are looking for and we are pleading with all Nigerians to vote wisely. Let us change our country; we need the change. PDP isn’t change, but a continuation of the rot and we believe that Nigerians are aware of that,’’ Ribadu said. Reacting yesterday to the development, Prof. Tam David-West lauded Buhari for calling off ACN’s bluff. “I continue to be very proud of General Buhari. He is a man of honour and principle. Pastor Tunde Bakare should not step down for ACN. ACN is not God. Only God makes leaders. Gen. Buhari and Pastor Bakare are sent by God to save Nigeria and by the grace of God we will win.” Meanwhile, the National Chairman of the ACN, Chief Bisi Akande has said that there is still a possibility of an alliance between his party and any other top-ranking political party against the PDP. Speaking with aviation correspondents in Lagos, Akande said the alliance will be explored only when there is no clear winner in tomorrow’s poll. On his assessment of the National Assembly elections, Chief Akande said: “The Independent National Electoral Commission (INEC) wants to be very transparent and credible, but the elections so far have not been free and fair. The intention is clearly different from the action. ‘The intention of the INEC was to have it right, but what you see is total manipulation particularly by the security agencies and the lower level of INEC staff because the PDP induced people with plenty of money. They managed to use money to manipulate the INEC officials at the lower level of the commission and they used them to intimidate and to falsify the results of the election.” He said the drama unfolding in Anambra Central Senatorial district involving ACN’s Chris Ngige and the All Progressive Grand Alliance (APGA)’s Dora Akunyili was an attestation that INEC is somewhat confusing Nigerians. “The law and the regulation say the returning officer has the final say in the declaration of results. The returning officer has declared Dr. Ngige the winner, the Resident Electoral Commissioner (REC) has no business in the matter, except, that the Nigerian corruption push people to the right and the left. The returning officer has made his pronouncement and that is what the law says. The only person who can reverse that is the court of law,” he stated. |

100m Nigerians are without electricity, says BPE THE Bureau of Public Enterprises (BPE) has identified 100 million Nigerians as having no access to electricity while 50 million people receive low or irregular supply. To provide regular power supply to Nigerians, BPE said that over $35 billion (N5.5 trillion) of investments would be required in the next 10 years. Speaking at a workshop on electric power sector for business editors yesterday in Lagos, BPE’s Director General, Bolanle Onagoruwa, lamented that 30 per cent of electricity bills were not collected from Power Holding Company of Nigeria (PHCN)’s customers. According to her, the ambition of the Federal Government is to meet the Vision 20: 2020 target of 40, 000 mega watts which require investment in power generating capacity alone of at least $3.5 billion a year for the next 10 years. “In addition, large investments will also have to be made in power transmission and distribution. Since the Federal Government cannot accommodate the cost alone, there is the need to incentivise the private sector to partner the Federal Government in this endeavour,” she added. Onagoruwa said in designing the model for the selection of the preferred bidder for Nigeria’s distribution companies, BPE had taken into consideration the fact that the existing Aggregate Technical, Commercial and Collection (ATC&C) losses sustained by the various distribution companies were estimated at between 40 and 50 per cent of the power wheeled to them. This level of losses, she said, was unsustainable and if not halted, would continue to make the Nigerian Electricity Supply Industry (NESI) absolutely unviable for full and unsubsidized private sector participation. She disclosed that the World Bank had given the BPE a ‘No Objection’ to re-engage British Power International as its advisers for the engagement of the management contractors. The BPE boss said that the bureau would soon commence a process for the engagement of the management contractor. “There is already a shortlist of three bidders from the original exercise and we are likely to invite others,” he said. She added that the main reason for setting up the bulk trader was to ensure an orderly transition for the establishment of a competitive market in the electric power sector. The bulk trader, Onagoruwa hinted, would take over responsibility for the Independent Power Project (IPP) contracts from PHCN as a step in the implementation of the Electric Power Sector Reform Act, which provides that PHCN’s assets and liabilities will be transferred to successor companies. Onagoruwa stated that the World Bank had provided the Partial Risk Guarantee (PRG), which is expected to provide credit support for the bulk trader as it enters into PPAs with successor generation companies and IPPs. She added that the World Bank’s PRGs were also being put in place for existing and proposed gas supply agreements through the Nigerian Electricity and Gas Improvement Programme (NEGIP). “For the electricity sector PRGs, applications have already been forwarded to the World Bank in respect of some IPPs, and are being processed. However, the bulk trader first has to be operational and then licensed by NERC before any new Power Purchase Agreements (PPAs) can be signed and PRGs provided by the World Bank,” she said. Onagoruwa assured of the Federal Government’s commitment to ensuring that the labour unions are carried along in the process of privatisation of the power sector and that adequate provision was made for the entitlements of workers. “Due consideration has been given to the demands of the unions, and we are optimistic that negotiations will commence in the not too distant future,” she added. |

The breakdown in the talks followed the refusal of CPC Vice-Presidential candidate, Pastor Tunde Bakare, to sign a post-dated letter of resignation that would have enabled the ACN place its nominee for the post after the election. Despite their initial hesitations, ACN chieftains under pressure from their national leader, Asiwaju Bola Tinubu, had reconciled themselves to advance the CPC presidential candidate, Gen. Muhammadu Buhari, as the joint presidential candidate of the two parties at the late night talks that commenced on Tuesday. A pledge by CPC representatives at the meeting to resume the talks at 10.00 a.m. yesterday was not fulfilled leaving many ACN chieftains livid. ACN govs under pressure ACN Governors who had been under tremendous pressure from President Goodluck Jonathan, the presidential candidate of the Peoples Democratic Party, PDP, were even more enraged that they were being scorned by Buhari while President Jonathan was on his part seriously courting them through telephone calls and emissaries including traditional rulers. CPC National Chairman, Prince Tony Momoh, while regretting the breakdown of the talks told Vanguard that Bakare was entitled to exercise his right to freedom of association. The talks as exclusively reported by Vanguard had been brokered by two former heads of state from the North and a former Vice-President, all of them with strong attachment to the ruling PDP. Vanguard gathered that former Military President, Gen. Ibrahim Babangida, former Vice-President Atiku Abubakar and erstwhile National Security Adviser, Gen. Aliyu Gusau had, Monday, made contact with Tinubu as to the possibility of forging an alliance with ACN against the PDP. It was learnt that Tinubu had immediately relayed the request to the national caucus of the ACN that also met in Abuja, Monday. Majority of the caucus members were said to be against it on the basis of what they claimed were past disappointments from Buhari. The persistent pleas from Tinubu and Chief Tom Ikimi to give Buhari another opportunity, however, paved the way. Ribadu’s mature response Among those present at the Monday ACN caucus meeting was the party’s presidential candidate, Mallam Nuhu Ribadu. Party insiders informed Vanguard that Ribadu responded to the matter of stepping down very maturely. One source said: “He was very mature in the way he took it. He said that everyone was aware that he was less than eight months in politics and that Buhari has been involved for some time and that he was willing to learn more. But then, he went on to lay down his plans and compared them with Buhari’s and by the time he finished everybody clapped for him.” Following Monday’s national caucus meeting, it was resolved that the ACN would dispatch a team of negotiators including governors to meet with the emissaries from Buhari. The ACN caucus was firm that Buhari must be present in person at the meeting which was scheduled to hold at 2 p.m. on Tuesday. It was expected that after the meeting with Buhari the ACN negotiation team would report back to the ACN national caucus at 4 p.m. same day which would give its final approval on the issue. While Buhari met with his emissaries at about that time in Abuja, he was according to one source, not inclined to a face-to-face meeting with the negotiating team from the ACN. His decision not to engage the ACN chieftains in a face to face meeting enraged many party officials who were already raising doubts on the worth of the talks with Buhari. At about the same time, Tuesday, ACN gubernatorial candidates from across the country who were in Abuja for a scheduled parley with the party officials also met where the issue of adopting Buhari as a joint candidate of the two parties was discussed. A party source privy to the deliberation told Vanguard: “All but one of the northern gubernatorial candidates are opposed to the alliance.” Meanwhile seeing the determination of the ACN to confront him on the issue, Buhari it was learnt requested for the meeting to be deferred till 9 p.m. on Tuesday. ACN national caucus members yielded to him. But by that time enthusiasm on Buhari had started to wane. Governor Adams Oshiomhole of Edo State who was part of the team expected to meet with Buhari indeed left Abuja that afternoon. By 9 p.m. on Tuesday evening as they waited for Buhari some party hardliners began to canvass strong conditions for adopting Buhari. They were particularly moved by intelligence reports that the CPC may not be able to even finance the payment of its agents during the weekend presidential poll. Buhari shifts meeting Buhari meanwhile had again shifted the meeting to 10.00 p.m. where he was expected to come along with five other officials of the party. The ACN team was also to be represented by a team of six officials. By 10.30 p.m. the ACN officials including Asiwaju Tinubu, Alhaji Yusuf Alli, Senator Lawan Shuaibu, former Governor Segun Osoba, former Governor Niyi Adebayo, Dr. Muiz Banire and Dr. Garba Abari departed for the meeting. The mediators, Gen. Babangida, Atiku, Gusau and erstwhile Inspector General of Police, MD Yusuf were on hand to receive them. Buhari, however, was not available. He came some time before midnight. He came along with Pastor Bakare, Prince Tony Momoh, the national chairman of the CPC and Alhaji Sule Hamman, the erstwhile director general of The Buhari Organisation, TBO. The ACN team was quick to present its conditions for an offer and that was a post dated letter of resignation from Pastor Bakare as Vice-President and the adoption of reforms in the polity. While they muttered over the matter of reforms, eyes allegedly shifted on Bakare for his agreement on the issue of resignation. Bakare, it was learnt stonewalled on the issue. Giving reasons for the collapse of the talks, one of the state governors from the South West zone, told Vanguard categorically: “The conditions for an alliance are very simple and straight forward under any circumstance. It is about weighing the possibilities in anyprospect and building on it. That is the real essence of an alliance in the first place.” No alliance with CPC—Akande In his statement, Akande said: “The Action Congress of Nigeria, ACN, wishes to inform all its teeming supporters as well as all Nigerians that there is no alliance between the party and the Congress for Progressive Change, CPC, ahead of Saturday’s presidential election. “While it is true that representatives of both parties have engaged in talks aimed at forging an alliance that could dislodge the Peoples Democratic Party, PDP, the clueless party that has frittered away the huge opportunities that could have transformed our great country in the past 12 years, we regret to announce that such talks have not led to any alliance. “We as party that believes in democratic values have, therefore, decided that in the overall interest of the parties involved, our democracy as well as our country, it is better for each of the parties to go into the presidential election on its own platform. If at the end of the election on Saturday there is no clear winner we will make a decision on which way to go, in the overriding interest of all Nigerians.” Bakare has right to express own opinion—Momoh While reacting to the breakdown of talks with the ACN and why Pastor Tunde Bakare refused to sign a post dated resignation letter, Prince Momoh, National Chairman of the CPC said: “He (Bakare) has a right to express his own opinion. “He has a right to freedom of expression and freedom to associate. Both the CPC and ACN were interested in the alliance. As far as I am concerned, it was an individual that expressed his own opinion on the issue and he has the right to express it.” On the possibility of the CPC forging an alliance with any other political party before the presidential polls, the former Minister of Information said “anything can still happen.” Alliance against Jonathan will fail — Clark Elder statesman of the Ijaw nation, Chief Edwin Clark, yesterday, waved aside the purported plans by leading opposition parties in the country to form a common front against the PDP in Saturday’s presidential election, stressing that any unwholesome alliance against the political aspiration of President Goodluck Jonathan not based on the overall interest of the electorate would flop. Clark who stated this in a statement in Abuja, equally urged politicians to eschew regional and religious sentiments capable of inciting disaffection among Nigerians, just as he canvassed for more support towards ensuring that the ‘one man one vote’ doctrine of the present administration was not truncated at the alter of mediocrity. |

Contrary to expectations, the ruling Peoples Democratic Party (PDP) underscored its supremacy in the Northern states over General Muhammadu Buhari’s Congress for Progressive Change CPC and the All Nigeria Peoples Party (ANPP). The ruling party proved bookmakers wrong by clinching many Federal Constituency and Senatorial district seats in states, which the CPC and ANPP were believed would have smooth runs. In Kano for instance, PDP snatched two senatorial seats, leaving the ANPP with the remaining seat PDP also recorded victory in 11 Federal constituencies ANPP won eight and CPC two. The ruling party also made a clean sweep of six of the results declared so far in Sokoto State as at press time out of 11. PDP looks set to retain its majority in the National; Assembly with the results declared so far. Besides giving the main opposition parties in the North West the run for their money, the ruling party hade a convincing victory in North Central, winning all the three senatorial seats in Kwara, Kogi and two in Benue with the east result still being awaited. In the South South PDP won all senatorial and Federal constituency seats declared so far in Rivers and won two senatorial districts in Akwa Ibom, while one seat is outstanding. The South East governors fulfilled their vow to deliver the zone to the PDP, which won majority National Assembly seats in the geo-political area. However, the duo of Action Congress of Nigeria (ACN) and Labour Party (LP) reversed victories recorded by the PDP in the last general elections in the zone. |
