You are confused, Conpass is for public service strictly and there is level 08 for all graduates and 09 for lawyers and doctors.
NSCDC is paramilitary and as such has the military and paramilitary salary structure which is not consolidated. The least earning for military and paramilitary is 120k.

mitwitdot: You are so right...I hope the op reads this because u have answered his question. For those that dont know, the only and I repeat the only MDAs, parastatals that earn well under federal civil service are those that generate huge revenue etc SEC, CBN, NNPC and subsidiaries, NIMASA, NHIS etc. all these agencies generate money and have an internal wage structure(benefits) which increases thier take home astronomically compared to civil service. NIMC dosent generate any revenue, their salary structudecision follow strictly the structure with little benefits which might make no difference. Lastly a level 8 staff under CONPASS takes home about 655000 annually, do the Maths and make ur decision.

When I joined Conpass, I was level 09 step 2...because I am a professional, My monthly after tax take home is 58,450... Even though my appointment letter wrote 66+k as my monthly pay.
So for level 08 , after tax and pension monthly take home will be less than that.
It is important to also state here that aside my salary, I am yet to receive any allowance after many years. NOI has made it more difficult to get any allowance as the salary is consolidated and as such has all allowance inside it.

CONPASS is Consolidated public service salary structure. CONTISS is for lecturers .
Military and para military salary structure are twice and sometimes trice higher than public servants.
I earn this salary and as such speaks from experience.
And I also graduated with a 2:1 result in a professional course.
