Symposium Overview
The historic day of November 9th 2014, which marked the twenty-fifth anniversary of the fall of the Berlin Wall and the summer of 2015 which will mark the 70th anniversary of the end of the last world war and the establishment of the UN, represent the major transitions that have taken place globally in the development of global human rights towards a more peaceful, prosperous, equal and protected society.

As we celebrate these historic occasions together throughout the world, and in particular, at a time when new forms of violence are currently on the rise, we must remember and learn from the global cooperation and diverse initiatives of that time, which have allowed us the privilege to no longer live in a region of peoples divided, cultures suppressed and voices oppressed.

The Commonwealth covers almost a quarter of the world’s entire land area (29,958,050 km2), spans all the continents, consists of nearly a third of the world population (estimated population of 2.328 billion, and produces a nominal gross domestic product (GDP) representing 17% of the gross world product (in 2014: $10.45 trillion, when measured in purchasing power parity (PPP). The Commonwealth, therefore, serves as an influential regional player in global political, economic and cultural affairs and it has a rich and diverse experience of best practices in cultural diplomacy. In addition, the Commonwealth constitutes a global community where all members have an equal voice regardless of size and population. Such a community, with its shared values and history, is the ideal forum for fostering mutual understanding and cooperation through cultural exchange and open dialogue.

The Institute for Cultural Diplomacy has therefore created the International Symposium on Cultural Diplomacy in the Commonwealth 2015 in order to build on this past experience and to formulate new initiatives, which will strengthen international relations and encourage cooperation between diverse communities based upon values of peace, democracy, human rights and the rule of law within the Commonwealth of Nations.

Symposium Agenda
The International Symposium on Cultural Diplomacy in the Commonwealth 2015 will analyze the relations between the UN and the Commonwealth and how the UN has historically supported positive developments in the Commonwealth over the past decades as well as how the UN can further support the development of the Commonwealth, which serves as a major organ within the UN. In addition, best practices and successful experiences from the Commonwealth will be analyzed in order to implement them globally.

The Symposium will include keynote addresses, lectures, and interactive panel discussions and debates in order to create a platform for new initiatives to be created and proposed.

This Symposium will take the occasion of the 70th anniversary of the establishment of the UN to bring an international and interdisciplinary group of practitioners of cultural diplomacy together with high level global governance representatives in order to analyze and to develop new initiatives to promote cultural understanding, global human rights & world peace within the UN.

Overview

The South-Eastern European region is privileged to have one of the most ethnically and culturally diverse populations in the world, and therefore has a unique opportunity to create and implement cultural diplomacy based strategies that strengthen cross-cultural cooperation. Serving as a melting pot of cultures, the South-Eastern European region can leverage its cultural diversity as a resource to improve international relations and thus create real lasting benefits to its political, economic and cultural sectors.

The Academy for Cultural Diplomacy has therefore created in 2014, a 5 year project that will explore, analyze and promote cultural diplomacy in South-Eastern Europe and to develop practices and applications to be used in order to strengthen relationships between both countries and regions. The summit is the second event in the 5 year project.

Summit Agenda

The summit will gather a broad range of stakeholders to discuss the historical examples, the best practices and the future applications of cultural diplomacy in in the South-Eastern European region. The goal of the summit is to prepare an agenda for after the conclusion of each of the event, which will include programs and initiatives that will support cross continental cooperation in the region. Upon its conclusion, the summit will publish a report based on the speeches and suggestions from all speakers and delegates, which will be delivered to the international community.

Speakers & Delegates

Speakers and delegates during the conference will include leading politicians, chief diplomats, leading governmental officials, senior academics, renowned authors, journalists, and celebrated artists. Participation in the Summit

Participation in the conference is open to applicants coming from the governmental and diplomatic fields, academia & scholars, representatives from civil society and the private sector, journalists, artists, young professionals and students.

Sustainable Network

During the program participants will have a number of opportunities to network with one another, with the speakers, and with ICD Advisory Board Members and partners. Conference participants will become part of the ICD Alumni, a growing international network of people of diverse interests and backgrounds from around the world who share a commitment to intercultural exchange. Members of the ICD Alumni Group will benefit from the following opportunities: Alumni online forum, Advisory Board Networking, ICD support for individual Leadership Initiatives, free access to all ICD research, videos and photos as well as other event documentation. The Berlin Economic Forum is the world’s leading global conference combining the fields of International Economics and Relations, Nation Branding and Cultural Diplomacy with an interdisciplinary and multinational program. The inauguration of the event took place in November 2014 in Berlin and is a part of a series of a 10 year program of projects and initiatives, which aim to further promote sustainable economies worldwide.

The onset of the 2008 global financial crisis together with the growing economic influence of the process of globalization has prompted the emergence of creative economies, and sustainable tourism, while further developing a new agenda for socially responsible foreign investments in both industrialized and developing countries. Promising to generate sustainable economic growth through the creation of jobs and the innovation of trade, creative industries, sustainable tourism and socially responsible foreign investments can simultaneously occupy a central role in promoting and maintaining economic equalities, cultural diversity, social inclusion and environmental sustainability. The effects are thus two-fold, delivering both sustainable economic and socio-cultural benefits.

Conference Agenda

The Forum will take place over 4 days in Berlin parallel to the Berlin International Tourism Trade Fair (ITB). The Forum aims to analyze global trends in creative economies whilst exploring the potential for sustainable tourism and foreign investment to be used as drivers of sustainable economic growth. The congress will also emphasize the role of cultural diplomacy in the fields of corporate social responsibility, economic bridges, global governance and nation branding with an international outlook. The vision of the conference is to bring an interdisciplinary mixture of representatives from the public sector, private sector and civil society as well as practitioners of Cultural Diplomacy in order to prepare an agenda for after the conclusion of the conference, which will initiate programs and projects that will support sustainable economic growth at the national and international levels.

Conference Overview

For already decades, Film and Cinema have served as a powerful, effective vehicles to inspire and enable people to come together towards peaceful relations. Over the course of many years now, people have discovered the unique potential of the media of film, the arts and in particular music to transcend cultures, serving as common languages to bring together different groups and communities. These unique qualities have the unparalleled strength to continuously effect people and over time sculpt human society closer to the ultimate goal of global peace.

The technological developments of the last decades have changed the political and cultural center of the human race from the city centers into the video and photo sharing platforms as well as other social networks; this dramatic change enables both producers and the public audience greater access to each other through film than ever before possible across the history of humanity.

By telling stories that reflect the social, cultural and political landscapes of their origin, film serves as a powerful means to promote peaceful relations between peoples on the one hand and at the same time challenge stereotypes and the status quo and foster intercultural understanding on a scale never before imagined. Ultimately, film, the arts and music serve as powerful vehicles to break stereotypes, fight discrimination and provide hope to situations of conflict that have not yet concluded in peace.

The year 2015, which will mark the 70th anniversary of the establishment of the United Nations and the creation of the UN International Court of Justice, represents the major transitions that have taken place in the development of global human rights towards a more equal and protected civil society. These powerful transitions have presented citizens with great opportunity to develop a just society based on the sincere and absolute protection of human rights.

The contemporary international law system, which encompasses a diverse collection of international accords, UN charters, agreements, treaties, protocols, tribunals, memorandums, and the legal precedents of the International Court of Justice (IJC), serves today as the primary pillar for the protection and the development of human rights globally.

In today’s globalized world, where billions of citizens are demanding the development and protection of basic human rights, the development of an effective functioning international law system is therefore of paramount importance. However, the realization of this demand, requires both universality and a greater magnitude of legislation together with the further development of legal procedures, in order to assure the implementation and further development of human rights globally.

Two years away from the deadline set by the United Nations Millennium Declaration, the ICD´s Conference on the Future of the Millennium Development Goals in the African Union aims to review the progress already made across Africa in regards to meeting the 8 Millennium Development Goals and to discuss the potential the continent has for further development, so that the targets set by world leaders at the Millennium Summit in 2000 to reduce extreme poverty might be reached, sustained and expanded in the foreseeable future.

With the deadline for these targets approaching rapidly and significant progress remaining to be made, it is essential to create a new agenda for Africa, focused on reinvigorating the existing initiatives in place to tackle the eight MDGs and propel Africa into a better economic, political and social climate. As a means to this end, the ICD will gather stakeholders from all sectors of society to jointly design the developmental future of the continent.

Two years away from the deadline set by the United Nations Millennium Declaration, the ICD´s Conference on the Future of the Millennium Development Goals in the African Union aims to review the progress already made across Africa in regards to meeting the 8 Millennium Development Goals and to discuss the potential the continent has for further development, so that the targets set by world leaders at the Millennium Summit in 2000 to reduce extreme poverty might be reached, sustained and expanded in the foreseeable future.

With the deadline for these targets approaching rapidly and significant progress remaining to be made, it is essential to create a new agenda for Africa, focused on reinvigorating the existing initiatives in place to tackle the eight MDGs and propel Africa into a better economic, political and social climate. As a means to this end, the ICD will gather stakeholders from all sectors of society to jointly design the developmental future of the continent.

“Cultural Diplomacy throughout the Commonwealth on Nations: International Cooperation across Six Continents”

While citizens of the UK benefit from a relatively good economic and human rights situation, there is still some room for improvement in many of its former colonies within the Commonwealth of Nations. In an attempt to improve the sociopolitical and economic situations in a number of member states and increase social harmony and interstate equality, Queen Elizabeth II, the head of the intergovernmental body, signed into effect the Charter of the Commonwealth in March 2013, setting out the values of the constituent states and establishing an organization-wide responsibility for the implementation of sixteen core beliefs including democracy, international peace, and universal human rights.

The International Symposium on Cultural Diplomacy in the UK will bring together speakers from a diverse range of fields to debate the issues surrounding Great Britain and the Commonwealth. The Symposium will focus on effective implementation strategies for the New Charter of the Commonwealth, placing particular emphasis on the role that Cultural Diplomacy can play among the organization’s members in achieving greater cooperation and collaboration, thus promoting prosperity and stability for all. Through the employment of Cultural Diplomacy, Commonwealth states have the potential to come together and establish greater multilateral understanding and collaboration, helping to promote economic prosperity, improve human rights records and achieve a new stability for the organization as a whole.

Since its foundation the EU has undergone multiple transformations in the socio-cultural, political, and economic spheres. Today, the European Union consists of 27 member states, all of which work closely together to develop policies to facilitate common interests such as the free movement of people, goods, services, and capital across borders.

Italy’s vast artistic and cultural heritage has allowed the country to use Cultural Diplomacy highly effectively as a foreign policy tool since its unification in the Eighteenth Century. As one of the founding member states of the European Union, Italy has typically been a key mediator in political and economic negotiations regarding integration within Europe. It has been called upon once again to take on this role during the current state of severe economic and political crises throughout the region.

The Symposium on Cultural Diplomacy in Italy will place emphasis on the ways in which the country has directly and indirectly used Cultural Diplomacy as a tool to improve its standing and relations with other countries, particularly with regard to its use of Cultural Diplomacy measures in past international negotiations, as well as the potential for its utilization in the future as a possible means of improving the financial state of the country.

Particular emphasis will be placed on the ability of successful Cultural Diplomacy tactics to ameliorate relations between Northern and Southern Europe in order to overcome the current economic and political crisis, as well as on how Cultural Diplomacy could be used internally to alleviate the long-standing Italian North-South Divide.

Symposium Locations
Based in Rome, the Conference will be hosted at a number of important political, historic, and cultural locations across the city, and will consist of excursions to the country's top institutions and landmarks. Featured locations during the Conference will include: the Italian Parliament, the Italian Foreign Ministry, The Dante Alighieri Society, the European Commission in Rome, the Coliseum, Sistine Chapel, and Vatican City, in addition to various foreign embassies and governmental institutions.

Europe Meets China: A Forum for Young Leaders (EMC) is a network of students and young professionals who have an interest in exploring and strengthening the relations between Europe and China. Participants join the forum by taking part in a EMC Weeklong Seminar, following which they are encouraged to conduct their own research and organize their own activity in the field. ICD Weeklong Seminars are targeted at students and young professionals with an interest in the European-Chinese relationship.

About EMC Weeklong Seminars
Europe Meets China: A Forum for Young Leaders (EMC) is open to all individuals with an interest in exploring and strengthening the European-Chinese relationship. To join the forum you must take part in one of the EMC Weeklong Seminars, which will be held every 4-6 months. Once they have joined the EMC Forum, members are supported by the ICD in organizing leadership initiatives, conducting academic research, and are invited to join the ICD networks enabling them to share information and communicate with like-minded individuals across the world. Participation in the week-long seminar, gives each participant the chance to learn about cultural diplomacy, to get to know the ICD and receive the necessary introduction to participate successfully in the EMC Forum.

Cultural Diplomacy in Africa: A Forum for Young Leaders (CDA) is a network of young individuals from across the world, who share an interest in the African continent. The program is based on the recognition that cultural diplomacy represents an important tool in helping Africa to address the challenges it currently faces. The network conducts ongoing activity aimed at supporting development and strengthening relations between different countries and cultural groups within Africa, and between Africa and external partners.


About CDA Weeklong Seminars
Individuals can join the CDA Forum by taking part in one of the CDA Weeklong Seminars, which are held every 4-6months. Each CDA Weeklong Seminar will be focused on a specific theme related to the African continent and the goals of the Forum. These Weeklong Seminars include lectures, seminars, and workshops lead by experts from the fields of politics, academia, and civil society, as well as cultural and social activities. In addition to raising awareness amongst the participants of the field of cultural diplomacy and salient issues concerning the African continent, the week also provides an opportunity to network and experience the vibrant city of Berlin.

Once they have joined the CDA Forum, members are supported by the ICD in organizing leadership initiatives, conducting academic research, and are invited to join the ICD Online Forum - enabling them to share information and communicate with like-minded individuals across the world.

The international community acknowledges the increasing and persistent cases of mass atrocities and crimes against humanity occurring on a vast scale.

Understanding the complexity in bringing these crimes to an end, the Reykjavík Congress on Human Rights aims to argue and debate the notion of the responsibility to protect from a human rights perspective, taking into account the divergent dimensions in restraining or promoting international intervention.

Through the discussions and exchange of this conference, we aim to consider the current most vehement cases of human rights violations, and further comprehend the varied issues and approaches to these mass atrocities and crimes against humanity from a theoretical perspective, analyzing the complex layers and structures, and taking into account the ethical dilemma surrounding the responsibility to protect and international intervention.

The 2013 Congress will create and publish a discussion document that will be presented to the international community on how to overcome the dilemma of restraining and promoting all forms of International Interventions based on coordinated global coalition efforts between governments, NGOs, and International Institutions.

The Congress will focus in particular on the following Issues:

Humanitarian Crisis - This section of the conference will serve as an introduction to current and most pressing cases of crimes against humanity, considering the role of race and ethnicity throughout. The examples covered will include a focus on escalated mass atrocities during wartime such as in contemporary Mali, the ongoing and systematic violence in Darfur, an analysis of gender based violence as a form of genocide and finally the international focal point for crimes against humanity such as in Syria.

The UN Genocide Convention & R2P - Following the in-depth discourse on current cases of human rights crisis areas, this section of the conference will focus on the ethical dilemma of foreign interventions. The conference aims to achieve an outline of innovative solutions for how to overcome the dilemma of foreign intervention based on coordinated global coalition efforts between governments, NGOs and International Institutions.
