Parts of Ondo, Akwa Ibom and South Cross River form the drainage of the River Niger into the Atlantic.
Edo in all ramifications is NOT a Niger Delta State.
It is classified under the NDDC solely because of the oil wells.
Ondo is also under NDDC states. Forming the drainage of the Niger River doesn't change states like Akwa Ibom and Cross River which are geographically in the East to become part of the historical and geographical Niger Delta - as they're not located at the Delta of the Niger river. However, I agree with you that states like Abia, Cross river and Ondo, et al form part of the political Niger Delta. NNDC was established in 2000 by Obasanjo for the advancement of development in the oil producing states.
