Ministers and the EFCC chairman are all appointees of the President. Their responsibility is to drive through d agenda of the administration. Although the responsibility of the Minister may not be as sensitive as that of heads of intelligence organizations in the real sense of the word, they are not openly probed during their tenure in office.

Recall that recently an investigation report on Ibe Kachikwu leaked. Though d EFCC was investigating him, it was not done publicly. He can also not be invited without d express permission of the president. What the EFCC can do is to intimate the president of his corrupt practices and the president can relieve him of his ministerial position before sanctioning his prosecution.

On the other hand, the intelligence community is too sensitive in that its operations affect directly the national security of the country. That is why they report directly to the president who is the chief security officer of the country.

Where there is suspicion or petition that an agency is engaging in graft, such issue could be covertly investigated and the matter presented before the President. That is due process. The president, given the weight of the allegations can either authorize a probe, suspend the head or look into the books of the agency.

Now they are constituted authorities that can probe. The NSA, the JIB and a special panel whose membership could be drawn from past DGs of such agency.

Remember that the NIA saga followed the same channel. Former DGs of NIA were covertly invited to probe and proffer solution to the matter. I can assure you that their money has been released. This won't be done publicly.

What they do is too sensitive. The EFCC can't handle it. Some of the operations are code-named. How will the understand it. They don't have the need to know.

This morning I read with keen interest the new dimension the interagency rivalry between the DSS and the EFCC is assuming. Tribune Newspaper claimed that the Acting Chairman of the Commission, Ibrahim Magu has invited some officials of the DSS to appear before the Commission to answer questions bordering on the expenditure of its budgetary allocation.

While this move again underscores the failure of President Buhari to call his appointees to order and prevail on them to work together to deliver on his campaign promise, I will concern myself with the facts of the case.

First and foremost, the EFCC has no right to invite any official of the DSS, serving or retired.

The National Security Agencies (NSA) Act that disbanded the NSO and facilitated the emergence of the DSS, NIA and DIA says in Section 5

1) There shall be appointed for each of the agencies, a principal officer, who shall be known by such designation as the President may determine.
(2) The principal officers of the agencies shall in the discharge of their functions under this Act-
(a) In the case of the State Security Service and the National Intelligence Agency, Be Responsible Directly to The PRESIDENT; and
(b) In the case of the Defence Intelligence Agency, be directly responsible to the Chief of Defence Staff.

The ACT also makes provision for the appointment of a Co-coordinator of National Security (NSA) who shall
(a) Advise the President on matters concerning the intelligence activities of the agencies;
(b) Make recommendations in relation to the activities of the agencies to the President, as contingencies may warrant;
(c) Correlate and evaluate intelligence reports relating to the national security and providing the appropriate dissemination of such intelligence
within Government,using existing facilities as the President may direct;
(d) determining the number and level of staff to be employed by each agency established pursuant to section I of this Act and organising the transfer and posting of staff, especially the transfer and posting of existing staff of the Nigerian Security Organisation established pursuant to the Nigerian Security Organisation Act1976, repealed by section 7 (1) of this Act; and
(e) Doing such other things in connection with the foregoing provisions of this section as the President may, from time to time, determine.

MY POSITION.

Since the NSA Act stipulates clearly that the DSS and NIA reports directly to the President, at best, the EFCC should have dragged the agency before the President or the NSA [/b]who coordinates intelligence activities in the country with the aim of having its allegations investigated by the Joint Intelligence Board (JIB) or any other panel. Note that the three agencies constituted after the dissolution of the NSO are under the umbrella of the JIB. It is pertinent to note that the JIB is empowered to resolve inter-agency infractions.
The question to ask here is, did the EFCC bring these allegations before the board?

Secondly, all Intelligence operatives from my readings swear to an Oath of Secrecy and Oath of Allegiance. [b]These oaths forbid them from disclosing sensitive information and materials to the public or people who don't have THE NEED TO KNOW.
And the oaths are binding till death. How then can these officers openly disclose sensitive information relating to how funds were used, more so that the things the funds were used for are issues relating to National Security?

Thirdly, some intelligence operations are covert in nature. Possible disclosure of sensitive information could compromise ongoing assignments and even put the lives of majority of their personnel at risk.

Fourthly, we must note that routine EFCC investigative proceedings have become media sensation under the current EFCC leadership, as sensitive information disclosed to the Commission are being published indiscriminately on the media thereby jeopardizing national security.
Nigeria has enough challenges to contend with; let's not invite another security challenge.

The President must appoint people of impeccable character to head sensitive organizations.

If the EFCC chairman has a petition against any official of the DSS he should forward it to the President. If Buhari hates corruption, he will certainly act. But our laws must be protected.

PDP COME, PDP GO. APC COME, APC GO GO. BUT NIGERIA AND OUR LAWS GO REMAIN.

Some Batch B Stream 1 National Youth Service Corps Members who completed their one year compulsory youth service programme in the Federal Capital Territory on Thursdays (yesterday) are now stranded in the nation's capital following reported delay by the management of the scheme to pay them their allowance to enable them travel back to their various states of origin or resident.


On Friday, a female corps member who served in the Ministry of Federal Capital Territory Administration said she had to go back to her Place of Primary Assignment to beg for transportation to enable her travel home. According to her "you know NYSC has not paid us the last allawee, so I don't even have money to transport myself home. I have come to see if I can get money from some of my former 'Ogas'.

Even FCTA refused to pay us for some months. It is frustrating. Go to our various lodges as well as the NYSC Camp in Kubwa, Corpers are still there. Some of them, their rent expired last month yet there is no money to go back home. We hope they pay us soon" Meanwhile, the Management of NYSC has released a statement on its Facebook page blaming the delay in the payment of the allowance on technical problems with the payment platform. The statement added that a team of experts are working round the clock to address the issue.


The statement read "the Management of the National Youth Service Corps regrets the delay being experienced in the payment of personal allowance to Corps members.



"Management wishes to inform Corps members and the rest of the public that funds have since been released by the Federal Government, but the delay is as a result of technical problems with the payment platform. We wish to further inform that the service providers are working round the clock to restore connectivity so as to allow seamless crediting of Corps members’ accounts. We are confident that this will be achieved in a couple of days"



"Management appreciates the patience shown by Corps members in the face of this unforeseen challenge, and appeals for more understanding as we are working assiduously with the relevant agencies to address the problem. Payment of Corps members’ allowance is a top priority for the Federal Government and the NYSC Scheme, and wish to restate our commitment to the welfare of the youth on national service at all times".


Recall that similar fate was suffered previously by outgoing corps members, with some of them staging protest against the management of the scheme.

Former Ghanaian President, John Mahama on Thursday said Africa’s development lies in their hands and called on well meaning Africans to rise to the occasion and develop the continent. He made the assertion while presenting an emotional keynote address themed “Challenges of Governance and Development in Africa” as part of events to commemorate the graduation ceremony of participants at the Executive Intelligence Management Course organized by the Department of State Services (DSS).

The three-day event which started at the Institute of Security Studies (ISS), the Organization’s study centre located in Abuja also had the Foreign Affairs Minister, Geoffrey Onyeama, Dele Momodu and Ghana’s High Commissioner to Nigeria in attendance.

In his welcome address, the Director General of the DSS, Alhaji Lawal Daura said the four key problems of Africa identified by Chief Obafemi Awolowo in 1976 in his lecture titled “The Problems of Africa: the need for ideological reappraisal” subsist. He listed the problems to include “the problem of underdevelopment, the problem of individual freedom, the problem of constitution making, and the problem of African Unity. For Africans generally, many of these problems still subsist albeit in different degrees and dimensions given the passage of time”.

“For Nigeria, it is noteworthy that constitution making and agitation for same has become a perennial preoccupation. In the light of the foregoing, your Excellency can appreciate the essence of our invitation to make a presentation on the Challenges of Governance and Development in Africa. Though the problems identified by Awolowo have muffed overtime to assume newer forms and complexity, it is my assumption that the developmental challenges that your Excellency grappled with during your very eventful tenure as President of Ghana were not very dissimilar”

“And so we look forward to an insightful and illuminating presentation by a true son of Africa who gave his best in furtherance of the developmental trajectory of Ghana and Africa as President and is still giving in his present capacity as an African statesman”.
In his presentation, Mahama said so many challenges are frustrating the desired growth and development in Africa. He listed the challenges as the problem of leadership, security, energy and infrastructure. He however called on Africans to rise up to the occasion and confront these problems.

According to him “Africa’s destiny lies in the hands of Africans. We cannot expect that anybody will come from anywhere and develop our continent and our nations for us. We must take our destinies into our own hands. And it is possible to do. In some sectors we have put in the right policies and the effects are there to show. If the policies are right, you will reap the result.”

He further stated that what African countries did in Telecom industries must also be replicated in the energy sector to address the issue of power.

“If we allow strong private investment by putting in the appropriate policy, to enable power supply to spread across the continent... Because without power you cannot develop,” he said.

“There is no way we can develop and catch up with the rest of the world if you don’t have power. Because you need power to establish those businesses to put in the processing capacity. And you can’t compete if you get to generate power from more expensive sources.”

The Executive Intelligence Management Course is a nine months programme organized by Institute for Security Studies. The course aims to develop and impart knowledge to senior officers of various services preparatory for higher responsibilities in strategic roles both locally and internationally.

Believe it or not. This is strictly a media trial. I am asking if Mr President was told these seven issues which nobody fighting Maina would want him to know. For the sake of posterity, I will ask and let the seven issues be public.
I know the pension matter very well. I and Danlami Nmodu of www.newsdiaryonline.com met working on the pension scandal. He worked in Tell Magazine while I was in TheNews Magazine.



We broke the first story’s details. At a point, I got calls to back off the report. I refused. I had my three-week-old Camry car crushed by a strange truck that massively rammed into the vehicle. Checks revealed where it came from.
I was attacked 10 days later with a gun. All they took was my 15-inch Apple laptop with a note: “go and continue writing all that nonsense you dey write on us.”

Now. Having established my depth. There are fundamental truths no one will tell President Buhari. Having forced Mr President to dance to a massive media barrage which painted Abdulrasheed Maina as blacker than Lucifer, who will tell President Buhari these truths like I know them? I owe the public and I therefore ask:

Did anyone tell Mr President that on the 2nd of November 2013, the Senate Joint Committee Chairman, Sen. Alloysius Etuk accused the Chairman of the Task Team, Abdulrasheed .A. Maina, of embezzling, stealing, misappropriating and mismanagement of N195 billion Pension funds, between 2005 and 2010, belonging to the following offices: Nitel, Nipost, NEPA, Railways, NPA, NNPC and several other pension offices in Nigeria? Yet Maina’s committee never existed until 2010. The Senate lied on live television.

These institutions: Nitel Pensions, Nipost Pensions, NEPA Pensions, Railways Pension, NPA Pensions, NNPC Pensions NEVER had anything to do with Maina’s committee. Did they inform Mr President that the Senate Committee headed by Etuk was alleged to have collected N3 billion, in dollars from the people Maina caught for pension thievery? A petition written against the Joint Committee Chairman Senator Etuk by some aides of one of the suspected Pension thieves, Shaibu Sani Teidi, is before the EFCC and ICPC, detailing the grand conspiracy against the Pension Reform Task Team and its Chairman.

Why has the petition not received any attention and instead ONLY the Chairman is being hounded by the operatives of EFCC? The EFCC CANNOT investigate or prosecute Maina because they were also members of the Inter-ministerial Task Team working on the Pension Reform. Did they tell President Buhari that Goodluck Jonathan’s administration, without follwing due process and obedience to the Civil Service Rules, dismissed Maina for being absent for three days while his life was in danger, following gun-shot attacks on him in front of the Head of Civil Service Office, where his office was located in February, 2013?

He was shot at with five bullets on the car he was in, a day after the Senate railroaded the Executive against him. Did they inform Mr President that based on perceived injustice and lack of fair hearing by the Senate Joint Committee on Establishment and Public Service, co-chaired by Sen. Alloysius Etuk and Sen. Kabiru Gaya under the leadership of Senator David B. A. Mark, the PRTT and its Chairman (Maina) took the 7th Senate of the Federal Republic of Nigeria to court? They filed a case at the Abuja Federal High Court in a suit Ref: FH/ABJ/C5/65/2013 where they obtained a favorable judgment on 23rd March, 2013.

The judge in his ruling held that the Senate (7th National Assembly) failed to meet the constitutional provisions of Section 88 (1) of the 1999 Constitution (as amended). The judge ordered Maina to be restored back to the civil service; Till date, the Senate has failed to appeal the judgment of the Court or reverse its decision upon which it passed a resolution for the Chairman of the PRTT (Maina) to be sacked from the federal Civil Service. It has failed to comply with the provisions

As news continue to make the rounds that Governor Ayo Fayose has approved the disbursement of N4 billion to fund his plans to elongate his tenure beyond the terminal date in 2018, Vigil360 has reliably gathered that the governor is currently meeting with his lawyers and other top legal luminaries in Lagos as at the time of filing this report.
Sources reveal that the governor who is bent on causing a constitutional crisis in the country is meeting with his team of lawyers to perfect plans on how to explore legal loopholes to further his devious ambition of tenure elongation.

The governor and his legal team are assembling documents as well as weighing the possibility of exploiting the judiciary to ignite a constitutional crisis by demanding for an elongation of his first tenure as governor which was truncated by his impeachment in 2006.

While in Lagos, the governor has been meeting with stakeholders in Ekiti politics, including members of the PDP, APC, as well as business men and women.

The governor who has already set up two teams of lawyers and mobilization groups in Lagos and Ekiti, has commenced massive disbursement of part of the N4 billion from the treasury of the Ekiti state government.

In the face of economic recession in the country and inability of the government to pay workers salaries, this attempt by the governor portends major threat to the wellbeing of the state.

Already, various groups and individuals have condemned the move by Fayose. Human rights lawyer, Mr. Femi Falana described the bid as abnormal, assuring that no court will grant Fayose’s criminal move to elongate his tenure.

According to him, “Tenure extension by a governor under any disguise is anomalous. No court can prolong the tenure of a sitting governor buying the two terms prescribed by the Constitution”. He further said that “in view of the settled position of the law on the matter, Governor Ayo Fayose cannot be granted his plea by any court of law in Nigeria.”

Similarly, renowned lawyer, and human rights activist Jiti Ogunye (SAN) noted that “..the constitution did not make provision for an extension when a governor’s tenure was truncated to allow such person to contest and make up for the lost time”.
Ogunye said, “Assuming he wins the election in 2018, will he then govern mathematically or arithmetically up to the month or the year when his first term was truncated?

He added that “ if you were elected into office twice and has taken the oath of office twice, the emphasis is on being elected twice and being sworn into office twice, so you will not be able to contest another term”.

“The constitution does not provide for a truncated tenure to enable a person, whose tenure was truncated, to come back and have another bite at the cherry.”

The Director General, National Youth Service Corps, Brig. Gen. S.Z. Kazaure has warned corps members to desist from getting involved in politics during their service year.

Kazaure’s warning was conveyed in a goodwill message to corps members of Batch A (Stream I) who commenced their orientation course today at NYSC camps across the country.

The DG cautioned that the corps members must “never show partisanship in national politics whenever you are enlisted on national assignment as Electoral Officers” and that “involvement in national politics is only permissible for you after your demobilization from Service.”

He also enjoined the newly mobilised corps members to live peacefully with their various host communities when they are eventually posted for other phases of the service and also strive to make a positive impact on the communities.

The three-week orirnation exercise for thye current batch of corps members will end on June 12, 2017.

Three Nigerians have made a five-man shortlist for the 2017 Caine Prize for African Writing. Lesley Nneka Arimah, Chikodili Emelumadu and Arinze Ifeakandu are in the running for the prestigious literary prize alongside Sudan’s Bushra al-Fadil and South Africa’s Magogodi Makhene.


The five-writer shortlist for the 2017 Caine Prize for African Writing was announced by Nii Ayikwei Parkes, Chair of judges and award winning author, poet and editor.



In a release published on the award’s website, Nii Parkes said the shortlist ‘reveals the depth and strength of short story writing from Africa and its diaspora.’



Arimah earned her nomination with a 2015 story, “Who will Greet You At Home,” while Emelumadu and Ifeakandu are in for the prize with their stories “Bush Baby” and “God’s Children Are Little Broken Things.”



The winner of the £10,000 prize will be announced at an award ceremony and dinner at Senate House Library, London, in partnership with The School of Oriental and African Studies (SOAS) University of London, on Monday 3 July. Each shortlisted writer will also receive £500.

I was there today and the staff are apparently disgruntled. They went on strke in Feb and lawyers suffered.
recently, they started 24hrs operation and its really helping out.
If their concerns are genuine, Govt should promptly looked at it
