A retired Deputy Inspector-General of Police, Adebayo Adeoye, has called for the immediate restoration of the Department of State Services personnel to the Presidential Villa to provide close protection for President Muhammadu Buhari.

The former DIG noted that the use of soldiers as presidential guards could expose Buhari to danger and jeopardise his life.

Buhari had on Friday recounted his experience at the Eid praying ground where he was almost mobbed by youths who were anxious to see him. Buhari had said that a man with a knife could have attacked him during the tense moment before he managed to escape from the crowd.

Adeoye, in a telephone interview with our correspondent on Sunday, stated that the incident at the Eid praying ground showed that the soldiers guarding the President did not have the requisite experience and skills.

He observed that Buhari had to board his official car through the rear passenger side where the aide-de-camp normally sits to escape the mob.

The retired police chief said that the soldiers guarding the President had exposed him to danger by their poor crowd control skills, adding that the DSS operatives would have protected Buhari better.

He said, “DSS operatives should be called back to the Villa quickly. They should not endanger the life of the President. Anyone advising the President to use soldiers for his protection didn’t mean well, the President’s life was in danger at the Eid praying ground; he was almost mobbed by the crowd and I hope such a thing would not repeat itself.

“The DSS operatives should be allowed to protect the President; soldiers are not trained on crowd control or close protection.”

But a former FCT Commissioner of Police, Lawrence Alobi, said that soldiers in mufti could be used as part of the outer layer of presidential security, while the DSS should rather be used for intelligence-gathering.

When I read the names published by Times Magazine on the list of 100 most influential persons on earth, with Oby EZEKWESILI featuring along with Abubakar Shekau, I was full of expectations that Madam Oby would, in a moral fashion dissociate herself from the Magazine particularly because of her campaign against boko haram and her commendable quest for the release of the abducted Chibok school girls.

Although, the Magazine claims that the list considers the activities of the nominees irrespective of their consequences, one expects them to sustain existing practice where Terrorist elements, instead of making the list of most influential persons are given the RED X COVER PAGE as in the case of Osama Bin Laden, Adolf Hitler and AL-Zarqawi. Recall that Bin Laden and Al-Zarqawi were all given the RED X for their terrorist acts. The later was specifically described by the US as the scourge of IRAQ in 2006 before he was featured by the Magazine as the RED X. He was eventually killed by US airstrike.

rather than give Shekau the RED X for his heinous activities, the Magazine appears to be celebrating an individual that pose grave danger to our national security. The Magazine has forgotten how many thousand souls have been killed, maimed, abducted and displaced bu these criminals.

As a moral being, the list is a litmus test for the sincerity of Bring Back Our Girls Campaign. The campaign has built a new image for OBY. I expect her to do something and send a strong signal to those celebrating terrorism. But if she savours the list, we shall continue to watch, pray and decide.

Civil Servants from across Osun State rallied in Osogbo tuesday in protest against the State Government for their unpaid Salaries for over Five Months.


Civil Servants Protest Unpaid Salaries

The workers who gathered at the Fakunle Comprehensive high School blocked the main Olaiya Junction of Osogbo and marched through the Osogbo/Gbongan Road, chanting anti-government songs. The workers alleged that Junior Workers were owed for 4 Months while those of Senior Cadre about 5 months.


A Civil Servant Protesting

The workers,led by the Chairman of the Trade Union Congress in the state, Mr. Olatunji Akinyemi, alleged said that apart from the failure of the Governor Rauf Aregbesola-led administration to pay them the outstanding salaries, the same government had refused to remit pension contributions, deducted from their previous salaries, to various retirement savings accounts.

They claimed that the governor was busy spending the state’s resources on campaigns of the All Progressives Congress and left workers to suffer untold hardship.

The Osun APC’s attempt to blame the failure of their states salary on Jonathan met a brick wall as President Jonathan addressed a mammoth gathering in Osun State and categorically stated that the FG does not owe any state any allocation whatsoever. The Whistle gathered several opinions on the matter:

Mr. Tolulope Lawal said: “Federal government is not owing any state, most state borrowed and they must pay back before the end of his or her term. Aregbesola is owing 230 billion naira. it will take osun 28years to pay back! is the type of change we want?”


Protesters Matching Against Unpaid Salaries

Highlighting the governments’ ineptitude and questioning it’s change narrative, another commenter noted that the Governor has no prudence and his knowledge of fiscal matters questionable, He said:
“The government is a terrible manager of funds. You know from time that the states allocation is not much yet he chose to spend billions of naira purchasing opon IMO , painting railway paths and other silly projects he know he can make money from while neglecting the state workers. The students too are not having the right education abi of what use is going to school without tests and exams. May God deliver this country from this selfish change.”

“He has been mismanaging osun state resources for the past 5 years even when they were collecting money regularly. Go and look at the wasteful senseless projects he spent billions of naira on in osun state. He has been borrowing money like mad for the past 4 years,apc state are the most indebted in nigeria. If lagos account is opened and made public people will (–censored–) tinubu. I have been saying this that states can develop themselves and make their states economically financially stable.the point is all these state govs are just plain lazy and rely on allocations every 5 weeks . The resources are there. This aregbe wasted tens of millions on a statue ,can u imagine that!!!!!”



Several other commenters seemed to generally agree that Fiscal Indiscipline hallmarks the APC style of government as the state of Osun’s finances and indebtedness to Civil Servants is replicated across many APC states including while others think the monies are being kept in a fixed deposit to generate interest for the Governor and the Party for campaign purposes, others argued that the State is broke as all indebtedness to the Party’s Financier and National Leader BOLA TINUBU money are being paid back through proxy contracts.

Similarly in Edo, Workers of the Judiciary Staff Union of Nigeria expressed their grievance over the non-payment of salaries owed them by the Edo State Government. The workers were yet to receive their 2014 July salary as well as the January and February 2015 salaries, according to the State Chairman of the union, Uyi Ogieriakhi.

We have also gathered that doctors in Lagos, another APC state are set to begin indefinite strike on Monday.

The Assistant Inspector-General of Police in charge of Zone 2, Lagos, Mr. Joseph Mbu, has said that there is no big deal in the number of people policemen under his command can kill in self-defence.

He said since policemen were also human beings, they should be ready to take revenge on any violent group(s) that might attack them or other innocent citizens.

Mbu spoke with some journalists in Olorunsogo, Ogun State, during the inauguration of the Olorunsogo II Power Station by President Goodluck Jonathan.

The journalists had approached the AIG, who led policemen to provide security for the President at the event, to clarify the controversial statement credited to him that 20 civilians would be hacked down for every policeman killed.

“If one of my men is killed, I shall kill 20 of them, but don’t shoot first. If they shoot you, shoot back in self-defence. Anybody who fires you, fire him back in self-defence,” Mbu had been quoted in the media to have told his men at the Ogun State Police Command Headquarters, Eleweran, Abeokuta, during a recent visit.

Mbu on Friday said the media account was mischievous and contrary to what he said in Abeokuta.

He also said that he contemplated arresting the journalists who wrote the reports to show proof that he indeed said what was reported.

Curiously, however, Mbu restated the media account he had tried to debunk.

He said, “I still stand by what I said. And what I said is very clear: that if any violent group attacks my policemen, my policemen should attack them violently.

“If any violent group attacks a law-abiding citizen in a bid to cause injury or cause harm, the police should repel and save that law-abiding citizen because we have the powers to do so.

“If hoodlums or touts decide to be lawless; carrying knives, carrying illegal firearms and shooting at my policemen, if they shoot at my policemen and they are a hundred or 200, my policemen will not be looking at them. They will reply back in self-defence.

“The number I kill is immaterial because a policeman is also a human being.”

When asked if his strategy of fire-for-fire is the best way to handle the situation, Mbu answered, “Which other way do you think you can handle it? You will shoot at the police. Is it not when the person is alive that he is coming to give evidence? How will somebody who is violently attacking others be stopped; how are you going to stop him? Are you going to use your hands? You must repel him using a stronger force.”

The person who hires has d supervisory role. He assesses his employees and those he finds hardworking, innovative, efficient, productive and contribute to d realization of organizational goals are commended and most times rewarded. This reward comes in different forms including monetary, promotion and tenure extension.
Gej who hired Ita has found him worthy in character and delivery. As far as I knw, nigerians still believe d sss is d most reputable security organization. And Ita may have done well, hence his tenure extension

The Nigerian Medical Association, NMA, an association of all medical doctors in Nigeria on July 1 embarked on a nationwide strike.
With the NMA strike, doctors working in government-owned hospitals have boycotted work, leaving majority of sick Nigerians stranded.
In an open letter to the Secretary to the Government of the Federation, Pius Anyim, on June 11, the association listed a 24 ‘minimum point’ demand which it expected government to meet before its members would return to work.
The letter was titled “Facing the Challenges in the Health Sector”.
However on Thursday, President Goodluck Jonathan ordered the sack of all resident doctors in Nigeria.
Mr. Jonathan directed the suspension of all Residency Training Programme and the hiring of part-time medical officers to replace the doctors.
The inadequate funding of the Residency Training Programme is one of the reasons the NMA is aggrieved.
Below is a list of the challenges faced by the NMA:
1.  A demand that seven Deputy Chairman Medical Advisory Committee, DCMAC (four for Teaching Hospitals and three for Federal Medical Centers be appointed to assist the Chairman Medical Advisory Committee, CMAC. The association noted that the CMAC is presently saddled with statutory responsibilities that are too heavy for an individual to handle. The DCMACs is expected to have the same qualifications as the CMACs.
The NMA also argued that directors in other government establishments are supported by deputies and sees no reason while that of the CMACs should be different.
2. The association opposed the appointment of directors in hospitals. The position, it said, distorts the chain of command and induces anarchy while exposing patients to conflicting treatment and management directives with mostly negative consequences.
3. A demand that grade level 12 (CONMESS 2) in the health sector be skipped for medical and dental practitioners.
4. The association also demand that the title ‘Consultant’ should not be assigned to non-doctor personnel. Arguing that consultant describes the relationship between a specialist medical doctor and his patients, the association said that giving the title to a non-doctor personnel will only lead to anarchy and chaos in the system.
5. The immediate implementation of a January 3, 2014 circular and immediate payment of the arrears for 22 years during which members were short-changed. It also demand an adjustment of doctor’s salary to maintain the relativity as agreed.
6. The acceleration of the passage of the National Health Bill and extension of the Universal Health Coverage to cover 100 per cent of Nigerians rather than 30 per cent as currently prescribed by the National Health Insurance Scheme, NHIS.
7. Appointment of a Surgeon General of the Federation with immediate effect.
8. A correction of entry point of a health officer to CONMESS 1 Step 4 as originally contained in MSS/ MSSS while the Registrar/ Medical officer is moved to CONMESS 3 Step 3.
9. Call duty allowance for Honorary Consultants should be increased by 90 per cent.
10. An adjustment in the specialist allowance as contained in the 2009 collective bargaining agreement. Also all doctors on CONMESS 3 and above must be paid specialist allowance or its equivalent, not less than 50 per cent higher than what is paid to other health workers.
11. Hazard allowance for medical doctors must be at least N100, 000 per month. The hazard allowance for medical doctors is said to be at N5, 000 per month presently.
12. Immediate release of the circular on rural posting, teaching and other allowances which must include house officers.
13. An immediate withdrawal of a circular by the Central Bank of Nigeria, CBN authorizing Medical Laboratory Science Council of Nigeria, MLSCN to approve licenses for importation of In-Vitro Diagnostics, IVDs.
14. Immediate release of the circular for the retirement age for medical doctors as agreed with the Federal Government.
15. The FG through the health ministry should formalize and implement the report of the interagency committee on residency training. The FG is expected to release the uniform template on the appointment of resident doctors in line with earlier agreements. Also a concrete funding framework for residency training must be established while the overseas clinical attachment must be fully restored and properly funded in the interest of the nation.
16. That in the interest of harmony in the Federal Medical Centre, Owerri, the government should pay the salaries of our members in the center as agreed on October 21, 2013.
17. Immediate concrete steps must be put in place for the reintegration of our members back into the IPPIS platform.
18. All attempts to coerce house officers not to join NARD must stop.
19. The orchestrated intimidation, harassment and physical assault of our members in the departments of pathology (Laboratory medicine) by laboratory scientists and tolerated by the Federal Ministry of Health must stop.
20. The endless circle of incomplete salary payment of our members in many hospitals in the name of shortfalls in personnel cost must stop.
21. Universal applicability of all establishment circulars on the renumeration and conditions of service for doctors at all levels of government must be granted.
22. Government should as a matter of urgency set up a health trust fund that will enhance the upgrading of hospitals in Nigeria.
23. The position of the Chief Medical Director/ Medical Director must continue to be occupied by a medical doctor as contained in the Act establishing the tertiary hospitals. This position remains sacrosanct and untouchable.
24. The NMA henceforth shall not accept the continued violation of any of any of the terms of the 2009 Collective Bargaining Agreement. This is exemplified by the payment of the Medical Physicist and Optometrist with OD (who are on CONHESS) call duty allowance using CONMESS circular. Similarly, the phrase, “Ministries, Departments and Agencies”, MDAs in the said agreement should replace “Federal Ministry of Health and other Federal Health Institutions” as contained in the 2009 CONMESS circular.

The strike is borne out of selfish and wicked intent. How many of our soldiers dying in borno have threatened to withdraw service cos of hazard allowance? They have suddenly become demi gods, jus becos of d malaria they treat. They've made people lose faith in public healthcare centres. People currently prefer private hospitals.
