Former President Olusegun Obasanjo has written to ex-President Goodluck Jonathan urging him to use the new Foundation he is establishing to engage in soul-searching and in reviewing his past actions. In the letter, dated October 12, 2015, Mr. Obasanjo also advised Mr. Jonathan to consider the Foundation as a platform through which he can heal his conscience and demonstrate penitence over his past actions. The Department of Petroleum Resources (DPR), Eket office, says it has dispensed free petrol to motorists and motorcyclists in 15 filling stations in Akwa Ibom, which disobeyed Federal Government’s directives and failed to sell fuel. Asuquo Antai, Operations Controller, Akwa Ibom and Cross River, told the News Agency of Nigeria (NAN) in Eket, Akwa Ibom on Wednesday, that erring stations were forced to distribute their products for hoarding and selling above government approved pump price of N87 per litre. The Minister of State, Petroleum Resources, Ibeh Kachikwu, had earlier instructed DPR to freely distribute petrol of any filling station involved in hoarding to customers. President Muhammadu Buhari has said that some former government officials have started voluntarily returning to the Federal Government’s coffers, part of the public funds they acquired illegally. Mr. Buhari confirmed gave this indication during a question-and-answer session he had with members of the Nigerian community at the Nigerian House on Tuesday in Tehran, Iran. He, however, stated that the present administration has intensified efforts at recovering all public funds now in the pockets of former government officials and their cronies. The immediate past permanent secretary in the Ministry of Culture, Tourism and National Orientation, Nkechi Ejele, is currently being interrogated by the Economic and Financial Crimes Commission, EFCC, for her role in the alleged misapplication of funds meant for the Subsidy Re-investment and Empowerment Programme (SURE-P) appropriated to the Ministry in 2013 and 2014. Sources at the Commission, disclosed that Mrs. Ejele arrived the headquarters of the agency at about 10am, on Thursday. At least 105 soldiers of the 157 Battalion, including their commanding officer, are feared missing after they came under intense attack from Boko Haram insurgents at Gudunbali, Borno State, on Wednesday, military sources have told PREMIUM TIMES. According to one of our sources, the terrorists also captured a T-72 tank as well as several artillery weapons from the unit. “Gudunbali was attacked this morning and some weapons were captured from the battalion. Two officers and 105 soldiers are still missing,” our source said. “They captured a T-72 tank from the unit and some artillery weapons were also captured. The commanding Officer (CO) of the battalion is yet to be seen but no one has been confirmed dead yet,” the source added. Another source however said the T-72 tank was recovered after a prolonged fight with Boko Haram insurgents. The opposition Peoples Democratic Party, PDP, has accused the governing All Progressives Congress of trying to assassinate the Deputy President of the Senate, Ike Ekweremadu. Mr. Ekweremadu’s media aide, Uche Anichukwu, had on Tuesday alleged that suspected assassins trailed his boss on his way to the office at about 10:00am between Apo Flyover and Dantata Construction Company’s yard, close to the Old Central Bank of Nigeria, CBN, junction. Two explosion, believed to be from improvised expolosive devices, have gone off in Kano, a PREMIUM TIMES correspondent in the city is reporting. “Explosions have gone off at Kano GSM market around farm centre,” reporter Mohammed Ahmad said. “I’m rushing to the scene.” Details of the incident are still sketchy, our correspondent says. The spokesperson of the Kano Command of the police could not be reached for comments. A witness however said the first explosion occurred at the market entrance while the second device exploded near a pavilion in the centre of the market. A bomb explosion that occurred Tuesday evening at a tipper garage market in Yola, Adamawa State, killed 32 people and injured 80 more, the National Emergency Management Agency said. Sa’ad Bello, NEMA coordinator in Adamawa confirmed this to PREMIUM TIMES in a telephone interview on Wednesday. The blast happened at the gate of the market close to tipper garage in the evening as traders left the market. A PREMIUM TIMES correspondent who visited the Yola Specialist Hospital saw victims of the blast being attended to. A few others were taken to the Federal Medical Center, he said. A police bomb squad was at the scene of the attack Wednesday morning. Another witness, Hamid Dogo, said the suicide bomber detonated the bomb in front of a woman who sold cooked food. “The woman and her son Chidinma died on the spot. Nigeria has recorded more deaths from insurgency and violent crimes in the last four years than before, despite spending an unprecedented N1.488 trillion on armaments between 2011 and 2014, a PREMIUM TIMES analysis has shown. While N369 billion was spent in 2011, N365 billion, N381 billion and N374 billion were spent in 2012, 2013 and 2014, respectively for the purchase of the security equipment — mostly arms and ammunition — across the major law enforcement departments of the country. Offices reviewed are the Office of the National Security Adviser, Ministries of Defence, Interior, and the Police. Together, they received a total budgetary allocation of N3.69 trillion within the period. The N1.488 trillion spent on arms formed about 40 per cent of the entire N3.69 trillion security budget. A former Nigerian minister and senator from Akwa Ibom State, John Udoedehe, has narrated how the state’s immediate past governor, Godswill Akpabio, regularly doled out huge amounts of money as “transport” to politicians, each time they had a political meeting. Mr. Udoedehe, a former Minister of State for FCT, said caucus members of the Peoples Democratic Party, PDP, were given at least N3 million each as “transport”, every night they met to discuss the party’s affairs. The Presidency has disclosed details of the “five-minute meeting” President Muhammadu Buhari held with the leadership of Independent National Electoral Commission, and the Inspector General of Police on the November 21 governorship election in Kogi State. The Department of State Security Services, SSS, has placed former National Security Adviser, Sambo Dasuki, under house arrest. Mr. Dasuki was first arrested by the SSS in July after a prolonged siege on his Abuja home. He was charged to court with illegal possession of arms and money laundering. Justice Adeniyi Ademola of the Federal High Court last Tuesday granted Mr. Dasuki’s request for his passport to be released, to enable him receive treatment abroad. The legal team of the Senate President, Bukola Saraki, on Thursday withdrew their representation in the corruption trial of Mr. Saraki at the Code of Conduct Tribunal. The lawyers left the tribunal on Thursday after the special court refused to suspend the trial to allow the Supreme Court rule on the matter. Mr. Saraki is facing a 13-count charge bordering on alleged corruption and false declaration of assets. He was arraigned on September 18, but pleaded not guilty to the charges and was granted bail. On Wednesday, Mr. Saraki appealed to the Supreme Court to stop the trial after the Court of Appeal in Abuja refused his request last week. At the resumed hearing Thursday, Mr. Saraki’s lawyers argued that the case be stood down for the Supreme Court to take a decision. French police on Wednesday arrested Real Madrid and French forward, Karim Benzema, in connection with an alleged blackmail of his French team mate, Mathieu Valbuena, over a sex tape featuring him, sources close to the probe have disclosed to the French media agency. The 27-year-old arrived the French police station in Versailles close to the capital city Paris early Wednesday, where he was placed in detention by the local police. A former London Bureau chief of Newswatch, Kayode Soyinka, who was present when Dele Giwa, the co-founder of the magazine was bombed to death in 1986, has reacted to recent claims by a retired police investigator that Mr. Soyinka fled after the attack and was never questioned. In an interview with the News Agency of Nigeria, published Monday, Chris Omeben, a retired Deputy Inspector General of Police, who was in charge of investigating the murder, said Mr. Soyinka was shielded from being quizzed. Mr. Giwa was killed through a letter bomb while having breakfast with Mr. Soyinka in Lagos. A former military Head of State, Yakubu Gowon, on Tuesday faulted President Muhammadu Buhari and the Nigerian military over the December deadline for ending the Boko Haram insurgency. President Buhari had tasked the military to end insurgency in three months, ending December 2015. The military has said it would meet the schedule. Mr. Gowon said the military would do its best to meet the December deadline, expressing “absolute confidence” in the ability of the Nigerian armed forces to defeat Boko Haram. He however warned that no person can confidently talk about the particular time a military operation would end. Many worshippers are feared dead in Yola, the Adamawa State capital, after a bomb attack on a Jumaat mosque in Jimeta area of the city. The explosion occurred as worshippers were observing the weekly Jumaat service, and many worshippers are feared dead and injured. A popular shopping mall at the central business district area of Abuja, Nigeria’s capital city, was razed on Friday afternoon, PREMIUM TIMES learnt. Witnesses said the entire shopping area was razed as customers and staff were seen fleeing the scene. The Ekiti State Governor, Ayodele Fayose, said on Thursday that the appointment of Prof. Mahmoud Yakubu as Chairman of the Independent National Electoral Commission attested to President Muhammadu Buhari’s sectional posture in the running of the country. The governor, who has remained one of the most vociferous critics of the Buhari administration, said in a statement in Ado-Ekiti that the appointment had vindicated his earlier position that the President sees himself “as leader of the Hausa/Fulani, and not that of the entire people of Nigeria”. About 300 students of the Federal Government Girls’ College in Efon Alaaye, Ekiti State, have been infected with an outbreak of a disease suspected to be cholera. Although some of the students affected were treated and discharged, a good number were still undergoing treatment in the hospital. There were reports that parents had started rushing to retrieve their wards from the school as news of the epidemic became widespread on Thursday. PREMIUM TIMES learnt that signs were noticed on October 10, when some students showed symptoms of the infection. Although the school principal, Grace Ogunyomi, reported the matter to the state government, no immediate action beyond the routine medical attention was provided. The Senate spokesperson, Dino Melaye, has said that the confirmation hearing of Rotimi Amaechi will come up today. He said the report of the Ethics and Privileges Committee on Mr. Amaechi will be laid today. Mr. Melaye, who disclosed that the Senate would screen at least three nominees today, said, “certainly” the former Governor would be screened today. The Council of States has confirmed Mahmud Yakubu as the new Chairman of the Independent National Electoral Commission, INEC. The Council made the confirmation at its emergency meeting at the Presidential Villa, Abuja on Wednesday. It was the first meeting of the Council presided over by President Muhammadu Buhari. Apart from the confirmation of the new INEC chairman, the Council also approved the appointment of five new national commissioners for the electoral body. They are: Amina Zakari, northwest; Anthonia Okoosi-Simbine, north central and Baba Shettima Arfo, northeast. A part-time lecturer at the University of Lagos who was accused of raping an 18-year-old girl was absent in court, Wednesday, as hearing continued into the alleged sexual assault. Afeez Baruwa, 42, a lecturer in the Department of Accounting, allegedly raped the teenager in July, as she sought help to get admitted into the university. After his arraignment in August, Mr. Baruwa was remanded at the Kirikiri prison pending his meeting of a N250, 000 bail with two sureties in like sum. The Nigerian National Petroleum Cooperation (NNPC) has begun the process of recovering over $7 billion in over-deducted tax benefits from JV Partners on major capital projects, the Nigerian presidency has said Quoting a report submitted to President Muhammadu Buhari by the new Group Managing Director of NNPC, Ibe Kachikwu, the Senior Special Assistant to the President on Media and Publicity, Garba Shehu, said the state oil company had ‘commenced Performance Measurement & Benchmarking as well as Value for Money Review of NNPC and the JV Companies covering the period 2008 – 2013′. Mr. Shehu further quoted the report as saying ‘a reputable International Accounting Firm has been engaged by the NNPC to ascertain the exact amount due government on the Strategic Alliance Contracts entered by NPDC, where up to $2.46 billion of government money is to be recovered’. The presidential spokesperson added, “It (the report) also revealed that consequent upon an extensive investigation of the various toxic crude oil for refined products swap contracts, a total sum of $420 million has so far been reconciled in favour of NNPC and is now due for recovery from the legacy OPA/SWAP contracts. At least 63 persons were reportedly killed Tuesday when a massive explosion from a bag found by members of the Civilian-JTF in Monguno town of Borno state went off as residents gathered to take a look, security sources and witnesses said. Many other onlookers and by-passers were also injured by the blast that occurred at about 5pm.
