A Federal High Court in Abuja has given permission to the People’s Democratic Party to apply for a mandatory order compelling either the Speaker or Deputy Speaker of the House of Representatives to declare vacant the Kebbe/Tambuwal seat being held by Aminu Tambuwal following his defection to the All Progressive Congress.
Justice Ahmed Mohammed, in an ex-parte ruling on Monday granted the PDP “leave to apply, by way of judicial review, for an order of mandamus compelling the Speaker or Deputy Speaker of the House of Representatives to give effect to the provisions of Section 68(1)(g) of the Constitution by declaring the Kebbe/Tambuwal federal Constituency seat vacant.”
The ruling was on one of two ex-parte motions filed by the PDP pursuant to order 34 Rule 3 of the Federal High Court (Civil procedure) Rules 2009. By the leave granted it, the PDP is now required to file a formal suit to achieve its aim.
Named as respondents in the motion marked: FHC/ABJ/CS/901/2014 are – Tambuwal and Emeka Ihedioha, the Deputy Speaker of the House of Representatives.
On Monday, PDP’s lawyer, Mike Ahamba (SAN), while moving the motion for leave to apply for an order of mandamus, said by its action, his client only wants whoever occupies the seat of the Speaker or Deputy Speaker of the House of Reps to perform his/her responsibility under the Constitution.
“Section 68(2) renders section 68(1) (g) non-self-operating. Where a person defects from his party, the person can defiantly stay in the House and maintain his seat until either the Speaker or the Senate President performs his responsibilities under Section 68(2).
“We are asking the Speaker to declare the seat of Kebbe/Tambuwal Constituency vacant following the defection of the 2nd respondent (Tambuwal),” Ahamba said.
He said the PDP will also apply for “an order of injunction restraining the 2nd defendant (Tambuwal) from performing or continuing to perform the functions of the 1st respondent in the House of Representatives, or sitting or continuing to sit in the House as a member consequent upon the order of mandamus.”

For the first time this Ochendo of a Governor is getting it right, slashing Absu fees by a whooping 20% as reported this morning by different online newspapers, enjoy.

The education friendly Governor of Abia state, Chief Theodore Orji, has approved 20 per cent reduction across board in the school fees of students of Abia State University, Uturu.

In a statement signed by Secretary to Abia State Government, Professor Mkpa Agu Mkpa, Governor Orji said the gesture was to boost education in the state.

“Following the present economic crunch in the country occasioned by the oil prices in the international market, as a result of which students of ABSU and their patents are in great difficulty coping with the demands of their school fees in the institution, His Excellency, the Governor of Abia State, Chief T.A. Orji as a demonstration of his sympathy with the plight of the students, their parents and guardians, has magnanimously approved the reduction of school fees payable by all students in Abia State University by 20 per cent across the board.

“This kind gesture of His Excellency seeks to ameliorate the hardship currently being experience by parents and students as a result of the said oil price fluctuations. Government therefore expects the staff, students and management of Abia State University, Uturu, to reciprocate the Governor’s kindness by remaining disciplined and law abiding at all times.”.

As part of the promises made by Governor Ayodele Fayose during his campaign, the Ekiti state Government has reduced the tuition fees of Ekiti State University (Eksu) from N50,000 to N30,000.‎
Fayose, who announced this while featuring on a radio/television programme "Meet your Governor," said the students could also pay the fees twice.
The governor also appointed a new Head of Service in the person Mr FASELUKA and while also naming the former Head of service; Mr. FAMOSAYA as a Special adviser in the Governor's office.
What a great relief for parents and guardians, this one pass stomach infrastructure.

The deputy Majority Leader, Mr. Leo Ogor, and some other Peoples Democratic Party members of the House of Representatives have described as a scam the inclusion of their names in the list of Reps in support of President Goodluck Jonathan’s impeachment.
Ogor told SUNDAY PUNCHon Friday that “the claim of PDP members joining the purported impeachment plot was a huge joke.”
He described it as “laughable and cheap blackmail to mention the President’s key men in the House as being part of the plot.”
The PDP lawmaker from Delta State added, “This is clearly a scam. This is cheap blackmail by people who have lost direction.
“How can anyone say Mulikat (Akande-Adeola) and Leo Ogor are on the list to impeach Jonathan? How can the President’s henchmen be the ones to impeach him again?
“They say they have over 200 people and they list PDP members, including myself and the majority leader? Is it not laughable?”
Ogor advised Jonathan to “lose no sleep but continue with his transformation agenda.”
He claimed the PDP caucus was intact and was prepared for any group that would “dare” to move any impeachment motion on the floor of the House.
Similarly the Vice-Chairman, House Committee on Information Communication Technology, Mr. Tajudeen Yusuf, flayed the inclusion of his name in the list of lawmakers plotting to remove Jonathan.
Yusuf, a PDP member from Kogi State, expressed shock over the development, saying he condemned the act.
He said the impeachment was an agenda of the opposition All Progressives Congress, which had nothing to do with him.
Describing the list as fictitious, Yusuf challenged the promoters of the impeachment project to come out in the open to defend it.
He also demanded the publication of the full list of the members.
He said, “I have never, at anytime, and will never sit, join, participate in any meeting to discuss any move that will work against President Goodluck Jonathan’s lofty transformation agenda, his government or the PDP.
“It is ridiculous and evil for the APC in its unfortunate propaganda to insert names of PDP members, in their ungodly and inept antics to cause crisis in the polity.
“The APC should not delude itself by ascribing to its members what they don’t have. Just like in the past, the PDP remains the majority in the House and at no time did PDP lose majority in the House.”
Efforts to reach Akande-Adeola failed as she neither picked her calls nor replied to a text message sent to her.
The reaction of PDP Reps exposed the widening crack in the impeachment plans.
Investigations showed the widening division was as a result of more PDP members of the House, becoming “hesitant” and avoiding being drawn into “a hasty confrontation with Mr. President.”
It was gathered that the crack might be a stumbling block for the mandatory “two-thirds majority” (240 out of 360 members) required to impeach Jonathan.
Lawmakers, largely from the APC, began compiling signatures to impeach Jonathan soon after last Thursday’s alleged invasion of the National Assembly by the police and hooded Department of State Service agents.
The compilation had gathered momentum, hitting about 131 after some PDP members reportedly joined the fray.
But investigations revealed that some of the PDP lawmakers, who earlier “shared ideas on Jonathan’s case” with their APC colleagues, were unable to break into the main PDP group to sell the ideas successfully.
However, another member, who pleaded not to be named, insisted that the plan was on course and had the backing of some PDP legislators.
The APC source berated Jonathan for allegedly “killing the business of politics.”
The source criticised the President for allegedly using state security apparatuses to muzzle the opposition.
The source said, “This President is not a democrat. He is not. The PDP people do not want opposition.
“They are threatening people all over the place, using the police and other agents of intimidation.
“Why is the President killing politics? Politics is the only business we have as politicians, but he is killing it.
“We will keep the impeachment plan on course; this is the first time we have come this far, having the determination to compile signatures.”
The Chairman, House Committee on Justice, Mr. Ahmad Ali, told SUNDAY PUNCH that the list had more than one-third of House members to begin the impeachment proceedings.
“We need one-third (120) to kick-start the process.
“Right now, we have far more than one-third; so, we can start when we resume,” he added.
But another source claimed that PDP members were yet to be “decisive” because they were unsure how the upcoming primaries of the party would turn out.
“Many of them are holding on, hoping that they will pick a return ticket.
“If they can’t get the ticket, the President must be deceiving himself to conclude that all is well; he will be surprised, the source told SUNDAY PUNCH.
The House spokesman, Mr. Zakari Mohammed, confirmed that some members were indeed compiling names to impeach Jonathan, but he said he could not speak for them.
“I know of signatures, but not the number or who belongs where. I don’t know how many they are,” he stated

Asked whether the leadership of the House would likely interfere with the plan, Mohammed said the leadership would not take a decision on a matter not before it.
“I can only say, wait till we get to the bridge. We will cross it on getting there. The House is still on break till December 3,” he said.

A former Head of State, Gen. Yakubu Gowon (retd.), has taken a swipe at the United States on its refusal to sell arms to Nigeria to fight the insurgency by the Islamic group, Boko Haram.
Gowon, in an interview withSUNDAY PUNCH, criticised the US for not selling military hardware to Nigeria, saying if the US was truly a diplomatic friend to Nigeria, it should do everything possible to keep the corporate existence of Nigeria.
This, according to him, includes assisting Nigeria to fight aggression from any quarter.
The US had on November 12, 2014, defended its refusal to sell cobra helicopters to Nigeria, saying the Federal Government was free to buy fighter jets from any other country.

The State Department’s spokeswoman, Jen Psaki, said, “Nigeria has purchased helicopters that originated in countries other than the US and nothing in our decision prevents Nigeria from obtaining weapons and equipment from other sources,”
Psaki had reacted to the allegation by the Nigerian Ambassador to the US, Prof. Adebowale Adefuye, that Washington declined to sell arms to Nigeria.

Adefuye had told members of the Council on Foreign Relations on November 10 that Washington was not doing enough to assist Nigeria in combating the Boko Haram insurgency in North-East geopolitical zone of the country.
He said, “The U.S. government has up till today refused to grant Nigeria’s request to purchase lethal equipment that would have brought down the terrorists within a short time on the basis of the allegations that Nigeria’s defence forces have been violating human rights of Boko Haram suspects when captured or arrested.
“We find it difficult to understand how and why, in spite of the U.S. presence in Nigeria, with their sophisticated military technology, Boko Haram should be expanding and becoming more deadly.”
But Psaki had stated that the US refused to sell the helicopters to Nigeria due to concerns about the ability of the military to use and maintain them.

Gowon, while speaking to one of our correspondents, however, alleged that the US did same to the Nigerian government during the Civil War, when it refused to sell fighter jets to Nigeria to stop Biafra’s bomber jets.
As the military Head of State, Gowon had prosecuted the Nigerian civil war, aka Biafran War, which began on July 6, 1967 and ended on January 15, 1970.

The war was declared after an attempted secession by the Eastern Region of the country, which declared itself the ‘Republic of Biafra.’
Gowon said, “The same thing happened during the Civil War. The Americas refused to sell arms to us. I wanted them to help me with some modest aircraft so that I could chase out Ojukwu’s (Col. Odumegwu Ojukwu) B52 or B56 as they called it. That was all I wanted; not to shoot it down but to chase it away so that it does not drop bombs and kill innocent people.
“But the Americans refused to help us and they even refused to sell arms and ammunitions and the spare parts of the equipment that we got from them. And at the same time, they (America) were shipping aircraft and loads of arms and ammunition to Zaire. What sort of friends are they?

“You call them your friends and they say that they are helping us to fight terror. We don’t want their people (Americans) to come and fight the war (against Boko Haram) for us but, at least, we need the equipment.
“During my time (as Head of State), I had to go to the Russians to get the equipment we wanted in order to prosecute that war. If they cannot help us, they should allow us to go elsewhere and get what we want to ensure that we deal with this particular problem.”
A former Military Governor of Kaduna State, Col. Abubakar Umar (retd.), corroborated Gowon, while decrying that Western allies, who were paying much attention to the Islamic State of Iraq and Syria in the Middle East, “have decided to turn a blind eye to what is happening in Nigeria.”

He pointed out that Boko Haram is to Nigeria what ISIS is to the Middle East, saying they both threaten global peace and security.
The Ministry of Foreign Affairs also backed Adefuye’s position on arms purchase from the US.

1. No fewer than 120 people were killed in the Thursday bomb blast that occurred at the Kano Central mosque. Report says about 280 others were injured in the attack believed to be orchestrated by the Boko Haram sect. Reports show that the said Central Mosque is where the Emir, Alhaji Sanusi Lamido Sanusi, usually leads prayers.


2. The Ekiti State Governor, Mr. Ayo Fayose, has risen in defence of president Goodluck Jonathan, condemning the continuous criticism of his government by former President, Olusegun Obasanjo. According to Fayose, Obasanjo had no moral justification to condemn Jonathan’s administration because he was a more corrupt leader. The Governor was speaking at a summit in Ife.


3. For insisting that he is no longer the Speaker of the House of Representative and for constantly undermining court order, Speaker, Aminu Tambuwal has asked the court to summon the IG of Police, Suleiman Abba to explain why he must not be jailed for his actions and utterances against the House and its leadership.


4. Students of Obafemi Awolowo University, Ile-Ife, on Friday embarked on a protest over alleged obstruction of their examination by President Goodluck Jonathan who was in their institution. The students in their protest said the visit of Mr. President to the institution subjected them to hard condition as security operatives made them to trek to their classes, stopping buses from carrying out their normal services.


5. The National Chairman of the All Progressives Congress, Chief John Oyegun, has disclosed that all aspirants seeking the party’s presidential ticket would be made to sign an undertaking during screening. He said the undertaking was imperative to ensure that the aspirants work in line with the party’s manifestoes if any of them assume office.


6. The Supreme Court yesterday dismissed a suit seeking to remove Kogi State Governor, Idris Wada, from office. The court, in its judgement delivered by the Justice Tanko Muhammed-led appeal panel, dismissed the suit earlier instituted by the defunct Congress for Progressive Change, CPC.


7. President Goodluck Jonathan has directed security agents to fully investigate the Friday bomb blast in the city of Kano. The President however sympathized with the people and Government of Kano State over the attack, particularly the families who lost their loved ones to the blast.


8. Some unknown gunmen have abducted three expatriate workers in Bayelsa State. Report says the workers were kidnapped on Wednesday, at Emakalakala in Ogbia local government area of the state. The said expatriates were reportedly working for a construction firm, Elmerit before they were taken away by their abductors.


9. The Kano state Governor, Dr. Rabiu Kwankwaso, yesterday, returned his completed nomination form to the APC’s national secretariat in Abuja. He was optimistic that he would emerge the party’s candidate for the 2015 presidential election. He however said that President Goodluck Jonathan does not deserve a second term, considering the state of the nation.


10. Doctors at the Lagos State University Teaching Hospital, LASUTH, on Friday embarked on a peaceful protest over three months salaries’ arrears, accusing the state government of deliberately victimizing them. The doctors were also protesting government recent action where it allegedly stopped residency programme at the hospital, and employing doctors as casual workers.

Speaker of the House of Representatives, Mr. Aminu Tambuwal, has asked a Federal High Court in Abuja to summon the Inspector-General of Police, Mr. Suleiman Abba, to explain why he should not be jailed for disobeying the court order.
Tambuwal accused Abba of consistently disobeying the court order made on November 7, 2014, which directed parties in his substantive suit filed to stop his removal as a member and Speaker of the House of Representatives.
The Speaker had on Thursday filed the fresh application before Justice Ahmed Mohammed, alleging that Abba’s instruction to the men of the police to deny him access into the premises of the National Assembly preventing him from carrying out his lawful duties on November 20, amounted to flouting the court order.
He added that Abba, in further disrespect of the order, on November 26, appeared before the House of Representatives Committee on Police Affairs and told the members that he would not recognise him (Tambuwal) as the Speaker.
The grounds of Tambuwal’s application read in part, “On November 7, 2014, when this matter came up the 5th defendant (the Inspector General of Police) was represented in court by a learned senior counsel, Ade Okeaya-Inneh (SAN).
“The learned senior counsel for the 5th defendant informed the honourable court that the fifth defendant was duly served with the originating summons in this suit;
“At the hearing of the case on same day, the learned senior counsel representing the 5th defendant informed this honourable court that he undertook that the 5th defendant would not do anything to tamper with the res in this suit.
“This honourable court thereafter ordered that party should maintain status quo pending the determination of the substantive suit.
“Everybody except Suleiman Abba, Esq, who is the Inspector General of Police, has been obeying the order of this honourable court made on November 7, 2014.”
Tambuwal, through his lawyer, Mr. Lateef Fagbemi, who leads eight other Senior Advocates of Nigeria and many other lawyers, is therefore seeking “an order of the court directing Suleiman Abba, Esq, (Inspector General of Police) – the 5th defendant in this suit – to appear in person and to show cause why he should not be committed to prison for contempt of order of this honourable court ordering maintenance of status quo on November 7, 2014 and/or for acting in manners and ways which showed disrespect to court.”

The Federal Government yesterday opened diplomatic discussions with South African authorities on the seizure of $9.3m illegally imported by two Nigerians and an Israeli citizen to purchase arms on behalf of Nigerian security services. The Nigerian government insisted that the deal was legal.

It was gathered that the Federal Government has released data and documents on the transaction process to South Africa, thereby confirming that the entire operation involving the aircraft was ‘genuine’.

Vanguard further learnt that as a result of the preliminary diplomatic talks which were convincing to the South African authorities, the private jet may have been released to the Nigerian government pending the conclusion of a comprehensive investigation by South Africa.
According to findings, the Bi-Focal diplomatic talks with South Africa were both at governmental level and exchanges by intelligence services of the two nations.
Sources said the diplomacy also covered sharing of vital security information to prove that the deal was necessary.
It was gathered that the South African Government only faulted “non-declaration” of the cash by the delegation from Nigeria.
The source said: “Nigeria and South Africa are getting closer to diplomatic resolution of the row over the $9.3m transaction. The two nations have opened discussions.
“The Federal Government has submitted relevant data and documents on the transaction to South Africa and insisted that the transaction was legitimate.
“It also clarified that the funds were neither laundered nor smuggled for any covert manoeuvres. No launderer will be audacious to fly into a country in a chartered jet with such huge cash.
“The technical details on security matters, which necessitated the deal had been availed South Africa for screening.
“Based on initial scrutiny of the documents, the Challenger Jet has been released pending conclusion of a full-scale investigation by South Africa.”
Asked why South Africa impounded the cash, the source added: “There was procedural error at the airport, the team did not declare the $9.3million contrary to the aviation and Customs laws of South Africa. So, there was an oversight on the part of the delegation that went to complete the transaction.
“Nigeria is trying to complete the formality and we are confident that the cash will be released for the purpose it was meant for.”
The source added that, “Movement of cash for strategic purchase of security equipment by intelligence services is not new; it is a global trend. The FBI, KGB, MOSSAD and others do it.”

Meanwhile, the National President of Christian Association of Nigeria, CAN, Pastor Ayo Oritsejafor, whose private jet, a Bombadier Challenger 600 marked N808HG, was used to smuggle $9.3m into South Africa for alleged purchase of arms for the security services has denied any involvement in the alleged deal.
Denying any involvement in the use of the aircraft to smuggle money into South Africa, Pastor Oritsejafor in a statement yesterday, said the private jet has been on lease to another company, Green Coast Produce Limited since August 2 this year.
The statement signed by one Bayo Adewoye on behalf of Pastor Oritsejafor said, “the Word of Life Bible Church has been made aware of the recent media interest regarding an aircraft (Bombardier Challenger 600, Registration No N808HG) owned by Eagle Air Company in which our Pastor, Pastor Ayo Oritsejafor, holds a residual interest. On behalf of Pastor Oritsejafor, we can confirm that although he holds an interest in Eagle Air, the aircraft in question is not operated by Pastor Oritsejafor. The aircraft owned by Eagle Air Company, has confirmed that since 2nd August 2014, the aircraft has been leased to and is operated by Green Coast Produce Limited. This is a standard practice in the industry. Any and all enquiries in respect of the day-to-day operations of this aircraft are properly directed to the management of Green Coast Produce Limited.
A separate statement issued by Eagle Air Company signed by Mr Emmanuel Ohaeri also directed all enquiries in respect of the day-to-day operations of the aircraft to the management of Green Coast Produce Limited.
How plane was chartered, by Green Coast Produce
In its own response, Green Coast Produce Company Limited, in a statement signed by Dr Shima Adun said, “A Bombardier Challenger 600 aircraft Registration No N808HG was leased to us, Green Coast Produce Company Limited, on the 2nd of August 2014. We have since that time been running and managing charter services with the aircraft in accordance and compliance with global best practices. On the 5th of September 2014 the aircraft was hired from us by a John Ishyaku. The charter to John Ishyaku was upon the following documented terms:
*Depart Abuja-Johannesburg on the 5th of September 2014;
*Return to Abuja on the 6th of September 2014;
*To wait and return with the passengers.
“The said terms are normative within the industry.
“As with every other aircraft charter company, our knowledge of the cargo carried on the aircraft was in accordance with the information provided by ABC Limited. All cargo were accompanied by passengers who could readily defend the contents. We are not and can not be privy to any alleged extraneous cargo transported on the aircraft other than that declared in the agreed terms of hire. We are not liable and cannot be construed as a party to any alleged infractions, either in Nigeria or South Africa as the case may be, after the hire of the aircraft.
“We issue this statement without prejudice to any statutory or commissioned investigation being conducted or to be conducted in South Africa or Nigeria.
Plane left Abuja Sept 5
According to reports, the jet departed Abuja on Sept 5th and when it arrived South Africa, Customs officers became suspicious when the passengers’ luggage was unloaded and put through the scanners. The officers then investigated and found three suitcases full of cash. The passengers then told Custom officials that they were acting on behalf of the Nigerian intelligence service and provided documentation confirming they had come to South Africa to buy weapons for the Nigerian Security Services.
Spokesperson of the South African Revenue Service (SARS), Marika Muller in a statement said the money was seized at Lanseria airport, north-west of Johannesburg. The statement said “the passengers’ luggage was searched after Customs officials detected irregularities. The money was detained as it was undisclosed/undeclared and above the prescribed legal limit”.
The funds are being held at the central bank as police investigate, SARS spokeswoman, Marika Muller said.
Also, South African airport security spokesman Solomon Makgale confirmed that a police investigation was going on but declined to give further details.

Taraba State Governor Danbaba Suntai’s health is stirring controversy again in the state.
Yesterday, a group alleged that the state executive council had voted to ask the House of Assembly to declare the governor as incapacitated.
According to the group, the intention is to get Suntai, who is expected back from his medical trip abroad this week, impeached to clear the way for acting Governor Garba Umar as governor.
Coordinator of Tarabans United for Suntai (TUS), Ezekiel Gambo in a statement said “the governor’s health has considerably improved.”
He added: “We are using this medium to disprove reports emanating from Garba Umar and the Deputy Governor’s camp that the Suntai is now fully incapacitated,” he said.
Gambo said the governor will return “any time this week.”
Gambo accused acting Governor Umar and his executive of trying to impeach the governor, with an eye on 2015.
Gambo said: “The illegal exco has even written to Speaker of the Taraba State House of Assembly, Hon. Josiah Sabo Kente, directing him to set up a medical panel with a view to declare the governor incapacitated.
“This is a desperate move and one that is typical of Umar.
“Certain things are very clear: one, Umar has been paying the medical bills of Governor Suntai. At what point then did his benefactor become incapacitated?
“Do you treat an incapacitated person?”
Another group, the Taraba Democrats, warned against any plan to destabilise the state by politicians scheming for the 2015 elections.
The group issued the warning yesterday against the background of information that Governor Suntai was to be flown back to the country.
The statement signed by Mr Aliyu Usman described the report as discomforting in view of what it called relative peace in the state and that the new move could start another power tussle which poses a threat to “ongoing push to bring real development to our state.”
It added: “As much as we all pray for.the quick recovery of our dear governor, we are worried that the new plot to bring him back to the country was simply political and a design to create crisis ahead of the governorship primaries of.the PDP holding in November; this is a great disservice to our state.
“Attempt to start another proxy war between the acting governor and his ailing boss is uncalled for at this delicate moment in our nation’s history. Our concern is that this fresh attempt may give courage to those who think the governor should be impeached on medical grounds “,the statement noted.

After a secret negotiation, Boko Haram has agreed to release some of the abducted 219 Chibok girls,The Nationlearnt yesterday.
The sect has listed 18 of its key members, who it said should be freed from detention in exchange for the girls.
But there was a snag last night because while the government wanted freedom for all the 219 Government Secondary School, Chibok girls, the sect said it would free only 30. The girls have been in captivity for 149 days.
Boko Haram sent the list of its commanders and the 30 girls to be swapped to a minister, who is also a lawyer, an elderstatesman and a key facilitator of peace with the sect, Comrade Shehu Sani, who is also the President of the Civil Rights Congress of Nigeria, according to sources.
The list, it was learnt, was sent after secret talks between a government delegation and a Boko Haram commander, who is being detained in Kuje Prison in Abuja. But there was no confirmation of this last night.
According the sources, the delegation, whose membership was kept under wrap, discussed with the commander, who is simply described as Umar.
One of the sources said: “Some top officials met with Umar about two weeks ago in Kuje Prison to discuss issues connected to the fate of the Chibok girls.
“We heard some inmates sharing this information that the sect might swap the girls with Umar and others. But all the details are still secret because Umar keeps to himself a lot.”
But another source said: “The delegation had a fruitful negotiation with Umar, who is one of the highly-rated commanders of Boko Haram. The group assured Umar of a swap and he has been looking forward to it.
“The sect has given a list of 18 of its members to be swapped with the abducted Chibok girls.”
It was, however, gathered that the fresh negotiation has suffered a little setback because Boko Haram has agreed to set free only 30 of the remaining 219 girls in its custody.
The government has offered to release the 18 key Boko Haram leaders/ members only on the condition that all the Chibok girls will be freed.
Some security agents are said to have given “cautious advice” to the government when there was “no full assurance that all the girls will be released”.
“So, technically, the release of 30 girls was unacceptable to the government based on the advice of some security agents,” another source said, adding:
“You can see why Nigerians should stop blaming Boko Haram from continuously keeping these girls in captivity. What is of concern now is to get even these 30 girls out to prove to the whole world that they are alive.”
Sani simply said last night: “No comment.”
Earlier in May, Sani explained why he and some Boko Haram contacts had audience with ex-President Olusegun Obasanjo in Abeokuta.
He said the session was meant to open a new channel for dialogue with the sect to rescue the girls.
He said: “The meeting in Abeokuta was aimed at repackaging and salvaging the dialogue option.”
It was not immediately clear if the latest talks had any connection with the repackaging or not.
The Chairman of the Presidential Fact-Finding Committee on the abduction of Chibok girls, Brig-Gen. Ibrahim Sabo, had on July 22 said the incident was real, contrary to misinterpretation in some quarters.
He also said 276 pupils were abducted, but 219 were unaccounted for, as at the time of submitting the report.
He said 57 of the abducted pupils had been reunited with their families after escaping from the sect.
Gen. Sabo, who made the disclosures in an address at the presentation of the committee’s report to the President, said 119 pupils escaped from the school premises before the insurgents took away their classmates.”

A Senior Advocate of Nigeria and a former President of the Nigerian Bar Association, Dr. Olisa Agbakoba, has asked President Goodluck Jonathan to relieve the Chief of Defence Staff, Air Marshal Alex Badeh, over the military chief’s inability to curtail the onslaught of the terrorist group, Boko Haram.
The eminent lawyer believed the military, which Badeh heads, had failed in its mandate to win the war against the terror sect.
Agbakoba made this call on Wednesday at a press conference convened by his chambers where he spoke on sundry national issues.
The SAN said Badeh, who was appointed in January this year, had lost control of the army, citing the case of about 480 Nigerian soldiers, who ran into Cameroon during a confrontation with the Boko Haram insurgents as a confirmation of his position.
He said it was worrisome that Boko Haram had emulated Iraqi terror group, ISIS, by declaring an Islamic caliphate in the North-East just like ISIS did in Iraq and Syria.
He therefore called on the president to show more seriousness in tackling the insurgency, adding that the first step to take was for Jonathan to sack Badeh.
Agbakoba said, “I think our first task is to look around the world and ask whether our Nigerian intelligence and military infrastructure are doing just what it ought to do. If I were the Commander-in-Chief, I would be inviting the Chief of Defence Staff, Alex Badeh; if you lose command in the army, it’s over. If the president fails to send a strong message that the mission is not accomplished, then the chain of command would be weak.
“In the army, it is obedience to superior orders. How can you have Nigerian soldiers carrying our equipment into Cameroon and running away? It tells you that the Army is degraded. The only way that you can solve the Boko Haram problem is by a resolute decapitation of the leadership. There is no other way.
“We have to realise that Boko Haram is copying the tactics of ISIS. ISIS declared a caliphate in Iraq and Syria, they declared it here and we are all sitting down licking ice cream. This is the challenge facing Nigeria and the only way is for the president to send the strongest message that enough is enough. And the first thing is to say that the Military High command has failed in its duty and should be relieved of its functions immediately.
“I mean, if you don’t do well in football as you all know, you are put on the bench. I hate nothing about Alex Badeh being a nice man but the point is, if the mission has not been accomplished, there has to be a consequence. If there is no consequence, then nothing will change. There has to be consequence of failure. Boko Haram is serious, we have failed, we need to try new a tactic and the new tactic is to completely degrade them.”

The National Examinations Council (NECO) announced yesterday that 52.29 per cent of the candidates, who sat for the June/July 2014 Senior Secondary School Certificate Examination (SSCE) passed at credit level in five subjects, including English Language and Mathematics.
The Registrar and Chief Executive Officer of the Council, Prof. Promise Okpala, who announced the result in Minna, said 74.30 per cent of the candidates made five credits and above.
He said 978,886 candidates of the 989,622, who registered, sat for the examination, which was conducted in 76 subjects.
Giving a breakdown of the result, Okpala said of the 989,622 candidates, who wrote the examination, 72.58 per cent scored credit level and above in English language, while 69.49 per cent made similar grades in Mathematics.
In sciences, 72.86 per cent of the candidates, who sat for Chemistry had credits, while 69.38 per cent of Physics candidates had credit and in Biology, 67.83 per cent of the candidates made credit grades.
Okpala said beyond the cost of running the examination, insecurity in many parts of the country affected the logistic operations of the council during the school-based examination.
The registrar said the efforts of the council at reducing examination malpractices paid off, as only 0.44 per cent of those who sat for the examination were involved in malpractices.
A comparative analysis of past results showed a steady improvement in results over the past three years, posting the best result in the current year.

Governor Babatunde Fashola of Lagos State has said the decision of the state government to take a N160bn bond from World Bank was in order.
He added that strategies were in place to ensure that the loan was paid back as and when due.
Fashola said this on Wednesday during the inspection of the ongoing construction of the light rail terminus at Orile-Iganmu, Lagos.
The governor, who said he was satisfied with the work done so far on the project, added that it should be completed in another 12 months.
He said, “I think it was the debt management office of the Federal Government that published the report that we have a debt of about N160bn. I don’t know the intent of the publication, but if it was to inform the public, I think we have always kept the public informed anytime we borrow money.
“When people talk about debt of a state like Lagos, they forget that we have the fifth largest economy in Africa. When you are talking of about a billion naira debt to a population of over 21 million people, you are measuring the debt. So, you also have to measure the responsibility.”
Fashola said the government already had in place, strategies for the repayment of the loan, saying the Federal Government was in the know of the state’s decision to take the bond and had approved it.
He said, “No state in Nigeria can borrow money from any multilateral agency without the approval of the Federal Government. So, what they did not say is that they approved it.
“Our rating as a state is the same as that of the Federal Republic of Nigeria, BB Minus-Stable with a positive outlook. We are the only state in Nigeria that has that rating.
“The first bond that was taken during my first tenure has been paid. The first tranche has also been paid. I think the second tranche will fall due around 2016 or 2017 and we have already made provisions.”
Speaking on the rail construction, Fashola said despite the unexpected delay due to funding, he was confident that the project would be completed in another 12 months.
Meanwhile, Fashola same Wednesday paid a condolence visit to the family of late frontline journalist, Mr. Dimbga Igwe, describing him as a brother and friend.
Dimgba had been killed by a hit-and-run driver on Saturday. He was 58 years.
Fashola, who was accompanied during the visit to Okota – the deceased’s home – by some of his aides, was received by Dimgba’s wife, Obioma, the children and other family members.

President of the Senate, David Mark, on Wednesday vowed to pursue the creation of additional states in the federation to address the imbalance in the polity.
Mark said this while receiving a delegation made up of four members of the House of Representatives and nine local government councils from his Benue South constituency, in Abuja, on Wednesday.
He explained that most Nigerians desire the creation of additional states to correct some imbalances so as to give every Nigerians a sense of belonging in the system.
The President of the Senate said the demand by Nigerians for additional state was legitimate.
Mark said, “Even if it takes my last breath, I want to pursue the creation of states. I will put in my last breadth to ensure the creation of Apa state for my people.”
Responding to an earlier call by the delegation to contest the 2015 Senatorial seat, Senator Mark said “I am a loyal, faithful and dedicated party man, I will only make my intention known when the Peoples Democratic Party releases the guidelines and programme for the elections.”
He urged them to remain steadfast and loyal to the PDP because there are good reasons including guaranteed dividends of democracy to remain in the party.
He however cautioned those aspiring for political offices to base their campaigns on issues that would positively impact on the citizenry instead of engaging in mudslinging or character assassination.
Earlier, the leader of the delegation, who is also the Chairman, Ogbadibo local government area of Benue State, Sunday Adah Ojo explained the reason for the visit.
According to him, the visit was necessitated by the immense pressure from citizens and opinion leaders from Benue South Senatorial district to compel Senator Mark to contest the 2015 Senatorial seat.
Ojo noted that the Idoma nation presently has no better candidate than the Senate President adding that the body of the Chairmen and the executives of the Nine Local government councils from the Zone have endorsed his candidature.

Lagos State Government on Tuesday says it will not hesitate to prosecute any resident that stigmatises survivors of the deadly Ebola Virus Disease.
It was learnt that the government took the decision after a complaint of stigmatisation was made by two of the nine survivors, who were also certified free from EVD.
The Commissioner for Health, Dr. Jide Idris, said on Tuesday during a press briefing in Alausa, Ikeja, that the government was determined to ensure that Ebola survivors were reintegrated into the society.
He said, “The social problem being faced by discharged cases has been reported to the government.
“This ranges from stigmatisation, eviction from their accommodation, being asked to stay away from work and termination of employment.
“We have had cases of employers just terminating the employment of their workers who were just mere contacts, not even suspected cases. We believe this is unfair and we feel this impedes on their fundamental human rights.
“Now, the Ministry of Justice will take the matter up. Anybody, whether a discharged patient or a contact followed up, who feels stigmatised, can petition the Ministry of Justice and the Attorney General of Lagos State and the government will take that matter up on their behalf.”
Idris urged residents to help all cases and contacts that had been given a clean bill of health to reintegrate into the society.
“Stigmatisation will reverse the gains so far made in the containment and management of this outbreak. People who come down with Ebola may not come out and this may jeopardise not only their lives, but their family members and other people they come in contact with. That’s why it is essential that people should stop that,” Idris said.
The commissioner said the two cases of stigmatisation that had been reported by survivors had been referred to the Ministry of Justice.
Idris said the government had successfully traced all primary contacts of the index case, Patrick Sawyer, while other contacts under surveillance had been followed up within the stipulated period.
He added that the First Consultant Hospital, where the first case was recorded, had “been decontaminated and also certified to reopen for business.”

The General Overseer of the Synagogue Church of All Nations (SCOAN), T.B. Joshua,on Mondaycame up with yet another prophecy.
T.B. Joshua, admonished his congregation to pray for Pope Francis of the Catholic Church and prophesied the upcoming plane hijacking by “militants”.
Speaking to his congregation, Joshua said he saw “a very big religious leader”, the one he characterized as a “father” figure respected by millions in different parts of the world.
“I have been praying for him… They should pray for him,” Joshua proceeded, although not specifying which area people should direct their prayer towards… The clergyman I am talking about is the Pope Francis”.
He also claimed he had seen the “Breaking News” about the hijacker, a militant capturing the plane.
“They will attempt to enter a plane. You will hear ‘Breaking News’ of a hijacker inside the plane that carried the plane from its original direction to another direction. We should pray so that it will not just end like that and we learn that there’s a crash“.
The last statement probably referred to the tragedy, which occurred in the United Sates on September 11, 2001, when Al-Qaeda terrorists hijacked planes and crashed them into the towers of World Trade Center in New York.
“This is another big attempt they want to do”.
Last week, he prophesied of a plane crash “in the unstable region near Russia and Ukraine” and urged people to pray for the US President Barack Obama, because the cleric saw him “being rushed to the hospital”.
As for Obama, he said that the country leader would recover. He also spoke about a militant attack against a top official in Southern Africa, and in relation to this called for prayer for Kenya.
