The Monday meeting between striking university lecturers and the federal government ended without a resolution of the crisis. The meeting, which held at the office of the Secretary to the Government of the Federation, was attended by the Minister of Finance, Ngozi Okonjo-Iweala; Minister of Labour, Emeka Nwogwu; Minister of Education, Rukayyatu Rufai; and the Benue State Governor and head of the government's delegation, Gabriel Suswam. In anticipation of today's meeting between the Federal Government and ASUU representatives, the President of the Academic Staff Union of Universities, Dr. Nasir Fagge, has stated that the union will not back down on the ongoing strike if a compromise is not reached. Dr. Fagge made this statement in a telephone interview earlier today. He maintained that the strike action was not embarked upon just for the demands, but for the Federal Government to honour a Memorandum of Understanding which it signed in 2012 with ASUU. The ASUU President: "Who's talking about demands here? We presented our demands in 2006 and it took us three years to get it into an agreement. "The FG signed the MOU in 2012, that's what we are asking them to honour, period. The strike action will not continue only if they implement the MOU we had last year." The ASUU President further noticed that "If we call off the strike when the MOU has not been implemented, of what use was the strike action in the first place? We are holding on until everything is sorted out." Prof. Tam David-West, the former Minister of Petroleum, said there were "more thieves in the Nigerian government than saints". David-West made the observation while speaking at a town hall meeting organised by the University of Ibadan chapter of the Academic Staff Union of Universities. He spoke thus: "Any government that fails to invest in education is a vagabond government. The problem with Nigeria is that we have more thieves than saints in government. "We drill over two million barrels of crude oil per day. Why should we be poor? ASUU is saying, 'Put money in education to improve education quality for our children and those yet unborn'. "The same government that does not have money for education budgeted N1bn each to feed the President and Vice-President for a year. Are they eating rock in Aso Rock? "It is not having university degree that makes you a good leader. Late President Umaru Yar'Adua and Goodluck Jonathan are the first set with university degrees -- but that has not translated to significant changes. Churchill was not the best in his class but one of the best world leaders." He said there was no justification for any lawmaker to earn more than a university professor. "They spend less time and may not even have five credits, yet a Senator in Nigeria earns more than 10 professors. A Senator in Nigeria can pay President Obama's salary four times over. When people get to the top they become insane," he noted. Amid the increasing criticism of the huge salaries and allowances of Nigeria's lawmakers, a senator (name withheld) has affirmed insinuations that their earnings are indeed outrageous. The senator, who made this disclosure to THISDAY in Abuja, said he was of the utmost belief that his salary, along with those of his colleagues, is not justifiable. The senator, who noted that the perceived outrageous salaries by senators were unnecessary plundering of the nation's resources, said rejecting the jumbo pay would be viewed as madness having found himself within the system. Furthermore, the senator said the jumbo pay was part of the reason National Assembly's intervention in the ongoing strike by members of the Academic Staff Union of Universities (ASUU), which did not yield any fruitful result. According to him, even though the demands of ASUU are highly provocative, unmerited and self-centred, members of the National Assembly Education Joint Committee lacked the effrontery to confront members of the union during recent meetings with them because of the consciousness of their seeming unmerited wages. He said: "I believe what we earn is not justifiable. That is why ASUU is making unnecessary demands. I wonder why the federal government should reach an agreement with them on such demands. These are demands that are not made by lecturers anywhere in the world. If they are asking for well equipped libraries, laboratories or more conducive learning environment, it would have been understandable. But everything is about themselves. "How can they be asking for extra pay because they have large classes? Is it not their responsibilities to teach whether a class is large or not? And in any case, who admitted the large class? But they are making these demands just because they know what we earn," he disclosed. Also affirming this position, Senator Sola Akinyede, in a recent interview with THISDAY, said the executive should not only be blamed for high cost of governance, noting that the legislature also contributed largely to the problem. He added that the judiciary also has its own share of the blame. Akinyede, who represented Ekiti South senatorial district in the Senate between 2007 and 2011, said he felt guilty having benefitted from such unjustifiable pay as a senator. "High cost of governance does not only affect the executive, it also affects the legislature and the judiciary. I think what we should do is that heads of the three organs of government at every level along with leaderships of political parties should sit down and agree on how to reduce the cost of governance. "Honestly, l think it's unfair. I'm also guilty of it because l benefitted from it as a senator. It's unfair for us elite to arrogate so much of the country's resources to ourselves and still expect economic development," Akinyede said. Nigerian senators' salaries have been a subject of controversy since the inception of this democratic era. With alleged N2,484,245.50 as basic salary, a senator is alleged to be cruising home with a whopping N11 million as regular salaries and allowances and N27 million as quarterly allowances besides irregular allowances such as estacodes and duty tour allowances. It was also alleged that the entire Senate leadership comprising 10 principal officers draw N1, 024,000,000 as quarterly allowance. It was repeatedly published in local and foreign media that a Nigerian senator earns far higher than United States president, whose total salary per annum was $400,000. The founder, National Parent-Teacher Association of Nigeria (NAPTAN), Alhaji Babs Animasaun, on behalf of parents, has urged the Federal Government meet the demands of striking university lecturers at all costs to end the action. The lecturers, under the aegis of the Academic Staff Union of Universities (ASUU), embarked on strike weeks ago to demand better funding of universities, among other things. Animasaun told NAN in Lagos: "I am seriously appealing to the Federal Government, on behalf of Nigerian parents, to end the strike and make education a top priority. "We should save the education sector from imminent collapse. " He noted that the government voluntarily entered into an agreement with the union in 2009 to fund universities better and meet some other demands of the union. "The Federal Government must at all costs meet the demands of the union to save the future of our children," he said. Animasaun said that the nation's education sector needed urgent government attention. A teacher, Mrs Titilayo Adebanjo, told NAN that ASUU's demands were genuine. She urged the government to make any sacrifice to improve the education sector. Adebanjo advised the government to avoid workers' strikes by meeting their demands early. "ASUU is not asking for too much; its demands are justified. "We have the resources in this country, and we must set our priorities right; education must come first in all our plans. "Whatever it will take, Nigeria must improve the welfare of the university teachers," she said. Mrs Aminat Lawal, whose child was affected by the strike, told NAN that the government should resolve the conflict with ASUU fast to save the university system from collapse. Eighteen months ago, Justice Fati Abubakar of Niger State High Court ordered the Power Holding Company of Nigeria (PHCN) (Plc) to pay N13.2 million as general damages to Warrant Officer Abdullahi Noma and 10 others. As of today, the company is yet to pay up the judgment debt. The trouble started 18 April, 2005, when the PHCN transformer in front of Noma's house at Sabon Nasarawa Ward "C" Anguwan Biri Bosso, which supplied electricity to houses in the area, exploded, emitting smoke and fire. The incident left some people dead, many others injured, and property worth millions of naira burnt. The plaintiffs called 12 witnesses, while PHCN called one witness who claimed that the fire was caused by a boiling ring used in one of the rooms. This claim was debunked. The plaintiffs said that their complaints to the PHCN staff about the persistent fluctuation of electricity in the area were not heeded. The court had, therefore, held that PHCN in this instance failed to exercise the duty of care. One of the plaintiffs, Alhaji Muhammed Kudu, lost his wife, who was electrocuted, leaving behind seven children. The deceased, while unaware of what was happening outside their residence at Anguwan Biri, Bosso, unplugged the cable of the refrigerator upon observing smoke coming out of the ceiling -- and was electrocuted. Some of the other victims suffered injuries, some only woke up to find themselves in hospital, others lost property running into millions of naira. Most of the burnt houses in the area are still in the same state, eight years after the unfortunate incident. The plaintiffs entered a N800 million suit against PHCN as damages for various injuries, shock pain and losses suffered during the fire, but at the end of the legal battle, Justice Fati Abubakar awarded them N13.2 million. This decision followed that of cases such as, Donoghue v Stevenson (1932) which established the duty of care and when a person was liable. A break down reveals that Noma was awarded N5 million, three of his tenants were awarded N1.1 million and Alhaji Muhammadu Kudu who lost his wife during the inferno was also awarded N5 million, while others got N2.1 million. When contacted, the PHCN spokesman for Abuja, Mr. Debo Adegoke, said that there was a pending appeal filed January 2, this year. He added that there are over a thousand cases now pending against PHCN since the privatisation reforms that removed the (NEPA) monopoly in the power sector. Max Ogar, lawyer to the judgment creditor, in a reaction said that there was "no appeal". He said that no records had been compiled and transmitted to the Court of Appeal. According to Ogar, since it is a monetary judgment, an appeal does not shield PHCN from complying with Justice Abubakar's judgment. He said what the best PHCN could do was to pay into the court's account and then go ahead and appeal. "A monetary debtor is bound to pay while he proceed on appeal, so mere pendency of an appeal does not affect a monetary judgment," Max Ogar said. It was, however, gathered that one Hilux Van has been detained at the Niger State High Court in the course of the execution of Justice Fati Abubakar's judgment which may be auctioned soon. Foreclosing possible truce to the five-week old industrial action that has paralysed academic activities in the nation's ivory towers, Okonjo-Iwela said the striking university lecturers were asking for N92 billion in extra allowances, maintaining that government lack means of picking the bill. Speaking in Minna at the annual National Council on Finance and Economic Development meeting, the minister said that ASUU demand was coming at a time government was making efforts at reducing the structure of public expenditures. The theme of the meeting is: "Restructuring Nigeria's Finances." She said, "At present ASUU wants the government to pay N92 billion in extra allowances when resources are not there and when we are working to integrate past increases in pensions. We need to make choices in this country as we are getting to the stage where recurrent expenditures take the bulk of our resources and people get paid but can do no work." She declared that if the demands of the university lecturers are met and "we continue to pay them salaries and allowances we will not be able to provide infrastructure in the universities." The minister argued that when she assumed office "the share of recurrent expenditure in our total budgets had increased astronomically. The Kano University of Technology Alumni Association has declared that industrial action always embarked by the university lecturers was no longer fashionable in Nigeria. The association also charged the striking university lecturers to be creative in fighting the course of education in the country. Addressing the Press in Kano shortly after its maiden annual general meeting, one of the members of the alumni group, Fahad Ibrahim Danladi, stated that "resorting to industrial action as a means of arm twisting the federal government overtime has not in any way yielded any positive result, more especially now that downing of tools has become a bandwagon in resolving industrial dispute in Nigeria. "I personally believe that their approach should be different from the current practice which in my opinion would refocus the strategy in industrial dispute. I don't subscribed to this whole concept of strike action that has been made notorious. It has not work out anything and I don't think it's a panacea to the lingering problems facing education in Nigeria." Danladi though, agreed that ASUU is fighting a genuine course but maintained that the association's position is that there has to be alternative to strike to save the future of the teeming students. "I'm saying with all modesty that the industrial actions of the ASUU has been detrimental to the nation's education sector and has not yielded any positives and as such they should change tactics and adopt new measures that are going to help the education." The two suspects, identified as Ebi Jatto and Weriye Aluwa, who are currently in police custody, it was learnt, were nabbed 72 hours after the attack through the support of the Obunagha community youths. Miss Akinbode was attacked with a machete for reportedly refusing to hand over unspecified amount of money in her possession while returning from work that fateful, Monday. It was reliably gathered that the suspects were arrested at Koroama community about two kilometres from the scene of crime while attempting to sell the mobile phone of their victim. A security source told Vanguard that the suspects had confessed to the crime and claimed that the lady struggled with them in their attempt to snatch her bag. The corps member, it would be recalled, was attacked at about 8.30pm while returning to the lodge near the Niger Delta University Teaching Hospital, Okolobori, her place of primary assignment. Miss Akinbode, 26, a graduate Nurse of Madonna University was reported to have been in charge of huge amount of money used by the hospital to pay blood donors at the blood bank section of the hospital. The arrested suspects, according to a security source, were present during the payment made to the blood donors by the corps member. According to the security source, “they claimed that all they wanted from her was the remaining money she kept in her bag after the payments in the afternoon. But that when she struggled and identified one of them, she was attacked with machete.” Confirming the arrest, the traditional rule of the Obunagha community, the Ibolou XI, H.R.H Godsgive Apoh, said the prompt arrest of the suspected attackers was made possible by emergency meeting of youth vigilante body set up to investigate and apprehend those involved in the attack. The state Police Public Relations Officer, Mr. Alex Akhigbe, confirmed the arrest but said they were yet to establish the motive behind the attack. Victim for overseas treatment Meanwhile, an unnamed Italian firm, it was learnt, is making frantic effort to fly the victim overseas for treatment. Nigeria’s Inspector-General of Police, Muhammed Abubakar, on Thursday vowed to flush out bad eggs in the Nigeria Police Force (NPF), saying he would never preside over a corrupt police service. Abubakar made the promise in Abuja while answering questions from State House correspondents over the police officer dismissed on Wednesday for demanding N25,000 bribe from a motorist in Lagos,. He said the punishment was not too harsh and warned that any police officer caught in corrupt practices would not be spared. He said the NPF was ICT compliant, hence it would continue to use modern telecommunication gadgets in apprehending corrupt officers. “You can see that we are IT compliant; we know what is happening in the YouTube, we know what is happening all over the world. “We believe that we have to do what is right. We monitor our officers and men. Bauchi – Unknown persons allegedly dumped two children in a fish pond along Dumi road, close to Railway quarters in Bauchi metropolises Thursday.
