U can definitely learn it yourself.. I learnt it myself with e-books, codeacademy and YouTube tutorial mainly.. but it isn't all that easy to learn yourself there are times you would be frustrated..

Just remember the simple trick any time u get really stuck take a while away from coding come back later and Google extensively.. stackoverfolw and w3school.com will become ur best friend

So what do you need..
Learn html first
Learn css second
Learn php third
Learn javascript (optional ... I can't do Nada in javascript till now sef)

After this jump to developer stage and start doing things yourself.. download source code online and dismantle it try and understand how it's works...

Learn WordPress and joomla too.. don't be forming confirm developer every time

Don't forget to buy domain name..

Hosting should cost you avg 10 dollars per month... while domain name 18 dollar per year..

If you just want to create small blog and u don't have enough cash stick to using a blogging platform e.g blogger provided by Google.

Register domain for free that isn't advisable but if you insist try www.000webhost.com I have used it.. it's also come with free hosting too but the domain has an extension of their name e.g ExampleName.webhost.com


But to really be frank buy domain by hosting with your money it pays
