Doyin Okupe, a former aide of ex President Goodluck Jonathan has revealed that Jonathan instructed the former National Security Adviser (NSA), Sambo Dasuki to give him N100m. Okupe also added that he received N10m monthly from Dasuki to pay salaries and run a program on the Nigerian Televison Authority (NTA). The EFCC grilled Okupe following revelations from their investigations, that he got N162m from Dasuki, but was later allowed to go home on health grounds. Punch reports that he said “I was born with sinus bradycadia, a non-disease based slowness of the heart. It precluded me from vigorous exercise from childhood but I have by God’s grace been able to live a normal and active life. “With age the slowness grew worse and life threatening. I sought medical help and went through a procedure at the Arrhythmia Cardiac Research Centre in Atlanta, where this defect was corrected. It was just a year ago and I am still under satellite monitor from the USA. This is what I revealed to the EFCC and they made it a public issue.” Shedding more light on the funds he allegedly collected from the former NSA, Okupe said “The initial N50m was approved by the President to be paid to me from his security vote. N10m was to furnish my rented living apartment and another N10m for my office. The balance N30m was approved as take-off grant. “The N10m I received from the ONSA monthly was to run my office, pay salaries of staff, including overheads, pay expenses for our numerous press conferences, pay for publications in newspapers, magazines, local and foreign, television programmes, bulletins, and media consultants who assist and facilitate our work. I had about 23 staff, 11 were graduates out of which five were master’s degree holders. “The second N50m was approved again by Mr. President when I reported to him that the monthly allowance had been cut from N10m to N5m and that I was no longer in position to keep running a one-hour NTA network programme called INSIGHT which was aired 9-10am every Friday. “We paid NTA about N1.2m monthly for airtime. Two presenters were paid N600,000 monthly. We paid for tapes and editing per programme. Besides we also pay honorarium for guests either directly or in form of hotel bills for those outside Abuja, or transportation. “This cost averagely N500,000 weekly or about N2m monthly. All in all we spend about N4m monthly on the programme. Mr. President promised to help with the expenses. About a few months later when we had incurred some debts the NSA sent me this N50m which was to cover the cost of the programme for 12 months.” Adding that his company, Romix soilfix, also bidded for, and won a contract for the construction of rural roads in Niger State worth N76.5m. He also said the job has not been completed due to lack of funds. Okupe said “The job is still ongoing. The Chairman of the Kwara State Civil Service Commission, Mr Salman Ibrahim, has said that more workers will be recruited into the commission as soon as there is an upgrade in the state finance. Revealing this information on Sunday, Mr Ibrahim said that the commission had already identified vacancies in some ministries but could not recruit because of financial problem facing the state. “We are working in line with directives from the government. Where there are critical shortages, the government will direct us since we have vacancies in some ministries; we will just work along that line. “But this is only when the financial situation of the state improves because once there is budget constraints based on critical revenue shortage, it makes it difficult for any organisation to perform. “What affects the government affects us, once the budget constraint is there, you can’t say you want to recruit. “Even where we have vacancies, we can’t go ahead to recruit because of fund constraints that is facing everyone. “Once the situation improves, we will move to fill the vacancies identified in ministries, but without funds we can do almost nothing,’’ he explained. On the achievement of the commission in the first half of 2016, he said it had successfully conducted promotion, adding that promotion letters would soon be released to those who passed. “We have done well in the first half of the year as far as what is in the budget is concerned and what the statutory responsibility of the commission is all about,’’ Ibrahim added. The Socio-Economic Rights and Accountability Project (SERAP) has sued the Federal Government for not releasing the names of those who stole money from the country’s coffers. SERAP wants the court to determine 'Whether by virtue of the provision of section 4(a) of the Freedom of Information Act 2011, the Defendants are under an obligation to provide the Plaintiff with the information requested for.' They also want the court to declare that 'by virtue of the provisions of Section 4 (a) of the Freedom of Information Act 2011, the Defendants are under a binding legal obligation to provide the Plaintiff with up to date information relating to the following: 'To widely disseminate, including on a dedicated website, information about the names of high ranking public officials from whom public funds were recovered since May 2015, and the circumstances under which stolen public funds were returned.' Premium Times also reports that SERAP had earlier made a FREEDOM OF Information request to the minister of information, Lai Mohammed, asking for 'information about the names of high ranking public officials from whom public funds were recovered and the circumstances under which funds were recovered, as well as the exact amount of funds recovered from each public official.' President Muhammadu Buhari, during his maiden media chat in December 2015, said that names of those who returned looted public funds would not be divulged, pending the determination of cases in courts. The alleged impeachment threat on President Muhammadu Buhari published by Sahara Reporters have continued to attract mixed reactions. The All Progressives Congress (APC) in a statement issued by the party's national secretary, Mai Mala Buni on Wednesday, July 13, 2016 described the move as "laughable and a huge joke taken too far." The party advised the "Senators in question" to concentrate on their primary constitutional responsibilities of lawmaking and discharge of their legislative mandates to their constituents. The APC reiterated that the senators should not to allow "political shenanigans" becloud the overall national interest. Reacting to the comments by the ruling party, the Senate on Thursday, July 14, 2016 expressed surprise that the APC leadership chose to make comments on "mere speculation and fabrication" by an online publication without seeking an explanation as to what transpired during the executive session on Tuesday, July 12, 2016. In a statement by its spokesperson, Senator Aliyu Sabi Abdullahi, the Senate said the comments credited to Buni, on the "falsehood being spread by SaharaReporters will merely give credibility to a news item which members of the public had disregarded, knowing the reputation of the source." The acting Public Affairs Officer, US Consulate General, Lagos, Frank Sellin, said the government has no information to provide on the fraud allegation. The United States government has said it has no information on the alleged criminal offence committed in the country by Aisha Buhari, the President's wife. Ekiti State Governor, Ayodele Fayose had in June alleged that Mrs Buhari was wanted in the US for her role in the $185 million Halliburton scandal. Responding to a Punch enquiry on the matter, the acting Public Affairs Officer, US Consulate General, Lagos, Frank Sellin, said the government has no information to provide on the fraud allegation. “Thank you for the inquiry. We have no information to provide on this matter,” Sellin said. Fayose, in his reaction to the freezing of his Zenith Bank accounts by the Economic and Financial Crimes Commission, the Governor alleged that Buhari's wife wired $170,000 to Williams Jefferson, a US congressman American who was also indicted in the case. Fayose had said: “Even the President cannot claim to be an angel. The estate he built in Abuja is known to us. His wife was indicted in the Halliburton scandal. When that American, Jefferson, was being sentenced, the President’s wife was mentioned as having wired $170,000 to Jefferson. Her name was on page 25 of the sentencing of Jefferson. We can serialise the judgment for people to see and read.” However, a former chairman of the Economic and Financial Crimes Commission (EFCC), Ibrahim Lamorde, has since dismissed Fayose's claims, saying the Aisha Buhari mentioned in the scandal is not the President's wife, but someone else entirely. “I can tell you authoritatively that the Aisha Buhari named in that case is not President Buhari’s wife, It is another Aisha Buhari entirely," he said. Lamorde was the director of operations at the EFCC at the time the Halliburton scandal was on. Senior Special Assistant on Media and Publicity to the President, Garba Shehu, said if the military had any clue as to the whereabouts of the abducted girls, they would have moved to rescue them. The Presidency has reacted to the claims by the BringBackOurGirls advocacy group that the President Muhammadu Buhari administration is not taking the girls' rescue seriously. The group, championed by a former Minister of Education, Oby Ezekwesili, had accused the government of being lackadaisical in the handling of the girls' release. Over 200 girls were kidnapped from their school dormitory in Chibok town, Borno state by the Boko Haram sect in April 2014. Chief Vincent Ogbulafor has blamed Goodluck Jonathan for the loss of the Peoples Democratic Party (PDP) during the 2015 general election. Buhari had defeated incumbent president, Jonathan during the 2015 election which was a first in the history of the country. Vanguard reports that the former chairman of the PDP blamed Jonathan for the party’s loss and said if Jonathan had supported a northern candidacy, the party would have been victorious. He said: “The person who caused the failure of PDP is Jonathan. PDP had internal democracy, a zoning pattern which worked for them for 16 years, and we agreed at a meeting that power would stay in the North for eight years before it returns to the South for another eight years,” “You will not say Yar’Adua ruled for eight years; not even for four years, because he was sick. The best thing Jonathan would have done was to bring a Northerner and make him President and agree that when he finishes, power will come to the South and if it is him again, then he will contest. “Doing that, the North will be happy; that was my feeling, and that was why I said that power is still in the North because we agreed eight years each for the two zones. So that is where the power tussle began and that was the downfall of PDP. When we refused to follow our guidelines, we derailed and there was no more internal democracy. “When I said power would remain in the North, Jonathan did not like it and they made sure they unseated me. I left. That is when I knew that PDP was in for trouble, and that was when the diarrhoea started. “But it has happened: same Katsina State where Yar’Adua is from. Immediately I left, Jonathan had five PDP chairmen in one year. It is unheard of and that is when the problem started, and it has continued to degenerate. “When Tony Anenih, Chairman, Board of Trustees resigned, when Muazu resigned, I commended their guts and I said these men want PDP to survive because they quietly exited. “I advised then that the National Working Committee, NWC, of the party should resign because they had led PDP to failure, but they were more interested in the money they were sharing; they failed to heed my advice and that led PDP to where we are today.” Meanwhile, Jonathan has reacted to reports that he wants to contest in the 2019 general elections. A former minister of aviation and serving Senator, Stella Oduah, has threatened to sue Sahara Reporters. This is following a report allegedly published by the online platform that the ex-minister hid N2.5b in her housemaid’s bank account. According to Leadership, Oduah described the report as false and baseless saying no such account existed. She also wondered why the Economic and Financial Crimes Commission (EFCC) has not called the housemaid for investigation. The Senator also alleged that Sahara Reporters uses its platform to blackmail and extort money from leaders. The Kogi state Governor, Yahaya Bello, has been accused of spending N1b to purchase vehicles for himself and other political appointees. A group under the aegis of Audu-Faleke Political Organisation made this revelation to newsmen. You will recall that workers in the state were on strike due to non-payment of their salaries, and the Central Bank of Nigeria (CBN) also approved the payment of N20 billion as bailout for the Kogi state government to pay salaries. The organisation’s Media Director, Duro Meseko, said the government’s action shows they are insensitive to the plights of Kogi people. Sahara Reporters reports that Meseko, on behalf of the group, issued a statement saying "We find it hard to believe that despite repeated admonitions by well meaning groups and individuals, the Yahaya Bello administration still went ahead on an unimaginable flight of fancy by purchasing expensive vehicles for use by some aides of the governor and the governor himself. "Credible information reaching us indicates that Ford SUVs (jeeps) worth N18 million each and Ford Ranger Trucks (pickup van) worth N6 million each were purchased for the 21 Local Government Caretaker Chairmen in the State, totaling N504 million. "This is in addition to the 70 Ford Ranger Trucks purportedly purchased for the Police totaling N420 million and, of course, different from the N135 million bullet- proof Range Rover ordered for the governor and being shipped home presently." According to a statement released by the governor’s Special Adviser, Communication and Strategy, Yomi Layinka ,Governor of Oyo state, Abiola Ajimobi vowed to apprehend the suspected assassins behind the gruesome murder of the young lawmaker. Ajimobi has expressed sadness over the murder of the lawmaker representing Orelope Constituency at the State House of Assembly, Gideon Aremu. Gideon Aremu was murdered in the late hours of Friday by suspected assassins at his Alakia residence in Ibadan. He revealed that he had contacted relevant security agencies in the country to ensure that the perpetrators of the crime do not go unpunished. He said, “I commiserate with the wife, children and family of Honorable Gideon Aremu who was a ranking member of the Oyo State House of Assembly. The Senate on Sunday, condemned the murder of the only opposition member in the Oyo State House of Assembly, the Late Gideon Aremu and called on the police to thoroughly investigate the incident with a view to bringing the culprits to book. The upper chamber, which stated this in a statement by the Chairman of its Committee on Media and Public Affairs, Sabi Abdullahi, said the untimely and unfortunate death of any Nigerian should be prevented, condemned and investigated. It stated that legislators by the nature of their responsibilities should be free to mingle with people and move about at any point in time in response to calls by their constituents. “The murder of a lawmaker sends a wrong signal to the local and international community about the state of security in the nation,” Abdullahi said in the statement. He said that if a lawmaker was gruesomely murdered with ease, “how safe can a visitor or ordinary people be.” The statement read, “Legislators across the world are becoming endangered species. Before the murder of Hon. Aremu in Nigeria, we have seen the gruesome killing of Jo Cox, the British member of Parliament who was murdered while campaigning for retaining Britain in the European Union. “That is why we call on the Police and other security agencies to intensify their crime prevention and detection activities. If police can foil assassination attempts and unravel cases of murder within reasonable time, it will serve as disincentive and deterrent to those who perpetrate evil deeds. “The Senate therefore call on government to provide better facilities, incentives and motivation as well as constant training to law enforcement agencies so that they can further protect lives and properties in our society. “We specifically call on the police to move quickly against the killers of the late Aremu and their sponsors before they have the opportunity to cover their tracks. Hoodlums, suspected to be sea pirates, have killed three workers of an international oil company, Nigerian Agip Oil Company, in Bayelsa State. It was learnt that the incident occurred on Wednesday at a work station in the creeks of Nembe around Obama flow station operated by Eni Oil, a parent company of Agip. A security source, who craved anonymity, said the victims were two engineers and a driver. The source said the three workers were ambushed and killed along the creeks while carrying out repair work on Agip pipelines that were destroyed some weeks ago. He said, “The sea pirates, who operate in the area, carried out an ambush on the oil workers. The area is a notorious place where gunmen operate freely.” When contacted, the Commandant, Nigeria Security and Civil Defence Corps, Bayelsa State Command, Mr. Desmond Agu, confirmed the attack, saying it took place on June 29. The Senate has responded to the call by the Secretary-General of the Federation, Babachir Lawal, asking the Senate President, Bukola Saraki and his deputy, Ike Ekweremadu to resign over the alleged forgery of the 2015 Standing Rules case against them. The Senate on Thursday, June 30, said its leaders have no reason to resign as they were not mentioned by the petitioners in the case. Lawal in his statement had cautioned the accused leaders of the Senate to stop portraying their arraignment as if the entire Senate is facing trial. But as contained in a statement signed by the Chairman, Senate Committee on Media and Publicity, Senator Aliyu Sabi Abdullahi, the Upper Chamber insists that the forgery charges is an attempt to intimidate the legislature. “We disagree with him on this position and we maintain our earlier stand that it is the Senate that is the target of the present attempt to intimidate the legislature to force a leadership change in the Senate," the statement said. “Mr. Babachir Lawal should tell us how reasonable it is to conclude that when the President of Nigeria and the Vice President are being jointly tried in a suit whose outcome can remove them from office, it is not the Buhari government that is being targeted?
