Imo State Governor, Owelle Rochas Okorochas has called on relevant security agencies in Kano State to leave no stone unturned in finding out the killers of one Mrs. Bridget Aghaheme.

Okorocha, who described the killing of Agbaheme in Kano state as reckless on the part of the perpetrators said that Aghaheme was truly a bonafide indigene of Mbaitoli Local Government Area of the state.

According to a press release by the Governor’s Chief Press Secretary, Mr. Sam Onwuemedo, the security operatives in the state were charged to carry out thorough investigation in the killing and also stop at nothing in bringing those who carried out the murder to book in order to pay dearly for their wicked act.

However, the governor appealed to Imo indigenes in Kano State to remain calm to enable law enforcement agents do their job by carrying out the needed investigation into the matter and also take the necessary actions.

He said, “It is important to state here that no citizen of the country has any right to take the life of a fellow citizen no matter the reason. That is why the security agencies would act and swiftly too, on the incident to prove to all Nigerians that the life of any lawful citizen of the country is valuable and should not be taken by a fellow citizen under any guise”.

The governor also commended the governor of Kano State for showing leadership by condemning the killing of the woman.

He also commended the Police Command in Kano State for the actions they have already taken to that effect, and said people who indulge in criminal activities including murder under any pretence should be treated as criminals no matter where they come from”.

If it were to be around twenty years ago, I wouldn’t have bothered writing this letter; as I am sure it would not get to you. Many Nigerian leaders hardly read local newspapers and the few that do merely flip through the headlines. But thanks to globalization which has turned the world to a “global village”. If through no other means, I at least, have confidence in Nigerians on social media; they will share it until it gets to you.
Hence, let me hastily congratulate Your Excellency on your first one year in office. Indeed, 365 days in office must have enabled you to separate thoughts from realities and politics form governance. Looking back, May 29 2015 is like yesterday. Like many Nigerians, my heart was full of happiness, hopes and aspirations for a better Nigeria as I watched and listened to your inaugural speech where you made the axiomatic statement of “I belong to everybody and I belong to nobody”. Not only that, Your Excellency equally stated that “a few people have privately voiced fears that on coming back to office I shall go after them”. You said “these fears are groundless” and promised that “there will be no paying off old scores” and that “the past is prologue” so that you may concentrate on governance and forge the nation ahead. Beautiful as these words were, may I inform Your Excellency that Nigerians have started expressing doubts on your sincerity in keeping the above promises.

The Economic and Financial Crimes Commission has cleared the Chairman of the Code of Conduct Tribunal, CCT, Justice Dandali Umar, of any culpability in the N10 million bribery allegation leveled against him.

The clearance was formally conveyed by the EFCC to Justice Umar in a letter signed by the Secretary of the commission, Emmanuel Adegboyega Aremo.
The letter was addressed to the Secretary to the Government of the Federation.

The clearance, according to a document obtained by Vanguard, followed the inability of the commission to establish a prima facie evidence against Umar.

Umar was investigated by the anti-graft agency over allegation that he demanded N10 million bribe from a retired Customs officer, Rasheed Owolabi, who was said to have had issues with the CCT. He is said to have collected the sum of N1.8 million from Owolabi through the account of his Special Assistant, Ali Gambo Abdullahi.

However, the EFCC said that after investigating the case for sometime, it became clear that the whole allegation bordered in the realm of mere suspicion and that it would be difficult to charge the CCT judge to court based in the allegation.
The latest clearance letter was second to the one sent on March 5,2015 during President Goodluck Jonathan’s administration.

Two artisans – Rilwanu Jamiu and Balogun Oyewole – have been nabbed for allegedly cloning the mobile line of the Lagos State Governor, Akinwunmi Ambode, and attempting to withdraw N50m from the state government’s account.

It was gathered that the suspects, who claimed to be cocoa dealers, allegedly attempted to perfect a N50m transfer through the mobile line of the governor, which they had cloned.

An officer of the Department of State Services, Mr. Peter Okerinmodun, said, “The duo used the cloned mobile line of the governor to send a text message to the Accountant General of the state requesting a transfer of N50m.”

The officer stated that the ruse was, however, detected and the two men were arrested by the DSS, adding that others, who connived with them to commit the crime, were at large.

The artisans were arraigned on Wednesday before an Isolo Magistrate’s Court on two counts bordering on the alleged offence.

Okerinmodun, who was also the DSS prosecutor, told Chief Magistrate Adeola Adedayo that the suspects were arrested after using the cloned mobile line, but had yet to get the N50m.

The charges read, “That you, Rilwanu Jamiu of Giwa Street, Oka Akoko, Lagos, and Balogun Oyewole of Unity Street, Ikotun, Lagos, and others at large, on February 10, 2016, at about 10.02am, in the Lagos Magisterial District, conspired to commit felony to wit: obtaining by false pretences, thereby committing an offence punishable under Section 312 (2) and (3) of the Criminal Law of Lagos State.

“That you, Rilwanu Jamiu, and Balogun Oyewole, of the above named addresses, and others at large, on the same date, time and place, fraudulently cloned the Glo line of the Governor of Lagos State, Mr. Akinwunmi Ambode, with intent to induce him by false pretences, used the Glo line to send a text message for the transfer of a sum of N50m, thereby committing an offence punishable under Section 312 (2) and (3) of the Criminal Law of Lagos State.”

The accused pleaded not guilty to the charges.

The prosecutor asked that they be kept in protective custody pending the outcome of the legal advice of the Directorate of Public Prosecutions, pointing out that their lives could be endangered by other suspects who were on the run.

Adedayo, however, admitted them to bail in the sum of N1m each with two sureties each in like sum, adding that one of the sureties must be a religious or a community leader within the jurisdiction of the court, and that the accused must provide five years’ tax certificates.

She ordered the accused to be remanded in the Kirikiri Medium Prison pending the perfection of their bail, and adjourned the matter till May 10, 2016.

A Federal High Court sitting in Lagos on Tuesday declined making an order to stop MTN Nigeria Communications Limited from moving its funds in 21 Nigerian banks out of the country.

The mareva application had been filed to prevent MTN from boycotting the payment of the N1.04tn fine imposed on it by the Nigerian Communications Commission for its failure to deactivate its unregistered subscribers.

The Attorney General of the Federation and Minister of Justice, Abubakar Malami (SAN), who filed the application on Tuesday, expressed the fear that MTN could move all its funds out of the country before the N1.04tn fine could be enforced.

He had sought an order directing all the 21 banks to open a special interest-yielding account in the name of the Chief Registrar of the Federal High Court and move N1.04tn out of the funds belonging to MTN into it.

The counsel for the AGF, Mr. Dipo Okpeseyi (SAN), in a 14-paragraph affidavit deposed to by a lawyer in his chamber, Steve Nwabueze, had argued that MTN was in the habit of regularly repatriating its funds out of Nigeria.

He noted that between October 2007 and May 2009, a period of 19 months, MTN moved over $7.7bn of the money made in Nigeria to a foreign account.

He further drew the court’s attention to an instance when in one day, specifically on February 8, 2008, MTN transferred over $936m out of Nigeria to accounts in Mauritius, Cayman Island and British Virgin Island.

“Unless this honourable court urgently entertains this application, the plaintiff/respondent would move its funds out of Nigeria, being the jurisdiction of this honourable court, and thereby frustrate the enforcement of the fine in the likely event that this honourable court sanctions the imposition of the fine,” the AGF’s counsel added.

Okpeseyi maintained that MTN was under an obligation to pay the N1.04tn fine because it was NCC’s administrative decision which remained final, unless it was reviewed by the commission or nullified by the court.

He said though NCC had earlier given MTN a concession on the fine and reduced it to N780bn, but since MTN had neglected or failed to pay on or before December 31, 2015, the fine remained N1.04tn.

He alleged that instead of taking advantage of the concession, MTN resorted to filing a suit in order to buy time, with the hope that it could move all its funds out of Nigeria before the case would be decided.

Okpeseyi urged the court to grant the application in the interest of justice to prevent the court’s decision from being rendered nugatory if it went in favour of NCC and the AGF.

But Justice Mohammed Idris declined making the order as he said the AGF had not shown enough facts to prove that MTN was about to move its funds out of the country.

Idris, who noted that the case was sensitive and of public interest, said he would rather urgently hear the case filed by MTN to challenge the fine and give a judgment within a short time.

He, however, made an order for the parties to maintain the status quo ante bellum pending the determination of the suit and adjourned till January 22, 2016 for hearing.

MTN had assembled seven Senior Advocates of Nigeria, led by Chief Wole Olanipekun, to challenge the N1.04tn fine imposed on it by NCC.

The company contended that the NCC could not act pursuant to Section 70 of the NCC Act to impose the fine on it.

But Malami, who took sides with the NCC and justified the imposed fine, said it was his duty, as the chief law enforcement officer in the country, to ensure that all the laws made by the National Assembly were obeyed.

The Acting Chairman of the Economic and Financial Crimes Commission, Ibrahim Magu, on Monday offered explanations on why former President Goodluck Jonathan has not been arrested over the controversial $2.1 billion arms deal.

The fund, which was managed by the Office of former National Security Adviser, retired Colonel Sambo Dasuki, has led to the arrest, detention, questioning and arraignment of so many prominent Nigerians, with some wondering why Jonathan, believed to be the principal actor in the unfolding scenario, had not been arrested or summoned for questioning.

Offering reasons why Jonathan was yet to be summoned by the EFCC, Magu said no document has been traced to Jonathan giving any approval for the disbursement of the money for any other purpose than arms purchase.

Magu told a gathering of online news publishers under the aegis of the Guild of Corporate Online Publishers on Monday in Lagos, that all those questioned so far in connection with the money were people who disbursed or collected it for reasons other than the purchase of arms and ammunition.

In a terse answer to the question, Magu said: “All approvals by former President Jonathan did not mention that it was for political purposes.

“All the memos approved by him was for the purchase of arms.”
The bulk of the money disbursed from the $2.1 billion had been traced to financing the Peoples Democratic Party and promoting the bid of Jonathan to retain the presidential seat in the 2015 general election.

The Director of Media and Publicity of the PDP Presidential Campaign team, Femi Fani-Kayode, confirmed he received N1.7 billion for publicity for the 2015 election.
The National Publicity Secretary of the PDP, Olisa Metuh, was also given N400 million out of the money.

Metuh has been with the EFCC since last week Tuesday.
Political parties that did not produce presidential candidates for the election were also given N100 million each to support Jonathan.

The N100 million gift is still causing a major rift in the Social Democratic Party, with some state chapters denying they received from the money as alleged by their National Chairman, Chief Olu Falae.

Magu said it was not in the character of the EFCC to just summon people for the sake of it.
He said the Commission does its work thoroughly before inviting anyone and that it had not summoned some people as clamoured in the public space because there were no documents indicting them.

No fewer than three traders were killed on the Lagos-Ibadan Expressway after a truck crashed into a van loaded with pepper.

PUNCH Metro learnt that the van with number plate, ZUR901XA, was conveying the traders inward Lagos State when the truck rammed into it in the Warewa area of Ogun State, killing the three traders on the spot.

The driver of the van was said to have been injured in the crash which happened around 3am on Wednesday while the truck driver fled the scene.

It was gathered that the remains of the deceased, whose names had yet to be ascertained, were later taken away by officials of the Federal Road Safety Corps, Lagos Command, while the van’s driver was rushed to a hospital.

An eyewitness, Seye Adeleke, said he saw three bodies on the road, adding that the driver of the van was unconscious.

He said, “I was coming from Ibadan around 5am when I saw pepper on the road. Three lifeless bodies were also lying on the road. A man I met there said they were traders and that they were crushed by a truck. The van driver was bleeding profusely.”

A member of a vigilance group in the area, who identified himself only as Bayo, said he was close to the expressway when he heard the sound of the crash. He said the truck driver waited for a moment, but sped off before he could cross to the side of the road where the accident occurred.

“I shone torch to get the truck’s number plate, but I did not succeed. All the four passengers in that van were males. Only the driver is alive and he was seriously injured. Some FRSC officials later came to pack their corpses and take the driver to a hospital,” he said.

The Lagos State Sector Commander of the FRSC, H.U. Omeje, confirmed the accident and urged motorists to be cautious while driving.

He said, “At about 3.30am, our men got information of a crash involving a Mitsubishi pickup with number plate, ZUR 901 XA. Four people were involved. Three died instantly while the only survivor sustained injuries.”

The Metuh family - the Obi-Ezeani-Nnewi- has noted with grave concern the continued incarceration of their Diokpa and spokesperson of the opposition Peoples Democratic Party (PDP) Chief Olisa Metuh (Ugochidebelu Nnewi) since his arrest Tuesday by the Economic and Financial Crimes Commission (EFCC).

Whereas the charges for which Chief Metuh is being detained for over 48 hours now have not been formally made known to the family and the general public, we have noted some sensational publications in a section of the media claiming that our son collected the sum of N1.4 billion from the arms deal cash and has been collecting N4 million monthly as from the Office of the former National Security Adviser.

We have confronted our son with this allegations and he assured us that they are completely false.

However, he acknowledged that in the course of his duties as the National Publicity Secretary of the PDP, the then leader of the party and President of the country directed him to carry out some urgent national assignment relating to his office, which the former President duly funded and which he duly carried out to the satisfaction of the former President.

The family therefore views the publications bandying the figure of N1.4 billion and alleged collection of N4 million stipend from the Office of the NSA as deliberate blackmail aimed at inflaming public sentiments against our son.

Our biggest concern for now is the health and safety of our son, who even before his arrest has alerted the nation about various threats to his life, a stance that is not unconnected to his position as the spokesperson of the opposition. Our position is more so as he has refused to eat following fears of intentions to poison him in detention.

In view of the above therefore, we DEMAND that the EFCC immediately release our son, Chief Metuh (Ugochidebelu Nnewi) from detention or charge him to court.

Nigeria's former President Goodluck Jonathan has attacked Prof. Itse Sagay over his comment to him regarding an arms deal scandal reportedly perpetrated by ex NSA Sambo Dasuki.

Sagay had expressed his dismay at the level of corruption that took place during Jonathan's administration and advised him to have a chat with President Muhammadu Buhari and confess all he knows.

But Jonathan in response to the calls for him to confess has faulted Sagay for acting contrary to the decorum expected of a learned scholar.

Speaking via a statement issued by Abubakar Sulaiman, his former minister of national planning Jonathan said Sagay, who is the chairman of the presidential advisory committee on corruption, as a respected learned scholar should know better.

According to him, Sagay ought to know that you “don’t hang a suspect on the pages of newspaper or via social media until he or she is found guilty by a court of competent jurisdiction”.

“Accordingly, even where the learned jurist feels passionate of such a sensitive but sensational issue, he should know the right route to the villa rather than taking such prejudicial position.

“It is high time our legal luminaries confined themselves to the noble ethics of their profession than toeing the path of some mischief politicians.

“And we pray that when the report of his Committee finally comes out, it will reflect and incorporate the noble principles of rule of law, fair hearing and impartiality so as to meet the irreducible minimum standard expected in matters of this nature. We also pray that it may not end up dashing, rather than raising the hopes of average Nigerian in the vintage APC fashion, as with most things these days”, he stated.

The CBN also said that banks and other finance institutions that lends to business start-ups under the fund will be allowed to access the fund at zero interest rate.
This was contained in the Revised Micro, Small and Medium Enterprises Development Fund (MSMEDF) Guidelines issued yesterday by the Development Finance department of the CBN.
Previously, only existing businesses can borrow from the fund through their banks. The new guidelines however removed this limitation stating, “Participating Financial Institutions (PFIs) are required to fund start-up projects under the MSMEDF. To encourage Deposit Money Banks (DMBs) and Development Finance Institutions (DFIs), some incentives shall apply.
“PFIs are expected to accept charge on fixed and floating assets of the financed projects as collateral for start-ups. Collateral requirement from start-ups by PFIs (DMBs and DFIs) shall be educational certificates such as SSCE, National Diploma (ND), National Certificate of Education (NCE), National Business and Technical Examination Board (NABTEB), Higher National Diploma (HND), University degree (NYSC Certificate where applicable) and a guarantor.
“The start-ups to access the MSMEDF must present their Bank Verification Number (BVN). Venture Capital Firms (VCFs) that wish to finance start-ups in form of equity participation shall be eligible to access the MSMEDF at 2.0 percent for investment in start-up projects. The collateral for such facility to the VCF shall be bank guarantee.
“Incentive shall be offered to PFIs that repay loans as at when due. a) Start-Ups (i) DMBs/DFIs playing in this space, shall access MSMEDF facility at zero percent interest for on-lending at 9.0 percent (all-inclusive) to start-ups. (ii) The PFIs shall qualify for a 50 percent risk shared on the net outstanding balance in the case of default. b) Other Incentives Microfinance Banks with PAR of 10 percent and below shall be exempted from providing financial assets as collateral to access facility under the MSMEDF.”
In addition to the above, the CBN also reduced interest rate it charges PFIs accessing the loan from 3.0 percent to 2.0 percent. It stated, “Interest Rates All PFIs shall access funds at an interest rate of 2.0 percent per annum and on lend at 9.0 percent per annum inclusive of all charges. The interest rate chargeable under the MSMEDF may be reviewed by the Central Bank of Nigeria from time to time.”
The decision to allow business start-ups borrow from the fund is aimed at boosting graduate employment by encouraging banks to lend to graduates intending to set up businesses.
Recall that the CBN Governor, Mr. Godwin Emefiele while addressing the just concluded 7th annual Banker Committee Retreat had announced that the apex bank would soon introduce measures to generate one million graduate employments.
He said, “In 2016, the CBN is contemplating a programme that would support SMEs at concessionary pricing to our young graduates. We need to get more people to be employed. The central bank would over the next few weeks work out the initiative to create employment for at least one million graduates in Nigeria in 2016. That would entail the support from Nigerian banks and our development partners.”

The minister made the statement on Tuesday in Abuja while briefing newsmen on the outcome of the Paris Agreement on Climate Change. The agreement provides a framework for keeping average global temperature below two degrees celsius.

Mohammed said that the Intended Nationally Determined Contribution (INDC) submitted by Nigeria as its contribution to the agreement was aimed at reducing emission by 20 per cent by 2030.

Reduction of emission, the minister noted, could act as catalyst to achieve economic diversification and assist economic restructuring in a way that would facilitate inclusive growth with vast opportunities. She listed some of the opportunities to include substantial increase in the use of climate smart agriculture through irrigation systems, climate resilient crops and broader Sustainable Land Management (SLM) practices.

“Given the climate risks that Nigeria faces, this is the only way in which the government ambitious Agricultural Transformation Agenda (ATA) can be delivered,’’ she said.

Mohammed listed other opportunities to include diversifying the energy mix with emphasis on renewable energy and efficient gas power.

“In particular, we plan to generate around 13GW of off-grid solar power, delivering energy access to the poorest communities in a cheaper, healthier manner with less emission,’’ she said.

The minister also stated that reducing emission would create greener, more resilient and pleasant cities to live in.

“Nigerian cities are now adopting global best practices with low-carbon transport solutions.

“For example, bus rapid transit system is already in operation in Lagos.

“More can be done and will be done to promote urban transit solution that will reduce emissions and unblocks congestion and provide huge stimulant to productivity,’’ she said.

To deliver the agenda for change, Mohammed stressed the need for the nation’s climate plans to “align with the UN Sustainable Development Goals (SDGs).”

“This is necessary to enable the plan have ambitious, robust and effective approach that will tackle inequality and address the challenges of climate change.”

According to her, the Paris agreement has created a veritable platform for President Mohammadu Buhari’s bold change agenda with focuses on a new road map with emphasis on green and inclusive growth.

The lawmaker representing Bayelsa East senatorial district, Ben Murray-Bruce, has vowed to drag perpetrators of violence during the Bayelsa State governorship election that led to the death of at least four people, to the International Criminal Court in The Hague, stressing that citizens have a right to vote for any candidate of their choice in any election without coercion or intimidation.

The senator elected on the platform of the Peoples Democratic Party, PDP, made this known in a statement following the violence, abduction and killings that characterised the election in Bayelsa, especially in Southern Ijaw Local Government Area, which led to the declaration of the poll as inconclusive by the Independent National Electoral Commission, INEC.
He said: “I wish to state categorically that any further killing in Bayelsa State as a result of the ongoing election wherein the law enforcement agents are watching, or the leaders of the political parties seem to have instigated such killing, I will personally ensure that they are charged for murder. If government fails to prosecute them, I will drag them before the International Criminal Court in The Hague for crimes against humanity.”
The Chairman of the Senate Committee on Privatization, berated security operatives for failing to protect the electorate from attacks by political thugs and criminals.
“I have observed with dismay, the killings in Bayelsa State in the ongoing governorship election. The military and the Police have been seen to watch with indifference while thugs and criminals killed law abiding citizens who were out to perform their franchise. So far, about four people have been reported killed, many injured including Youth Corps members serving as adhoc staff to the INEC.
“Citizens have a right to vote for any candidate of their choice in any election without coercion or intimidation. And it is the responsibility of the government to protect these citizens as enshrined in our Constitution. But it is sad to note that these defenseless citizens were killed without being protected by the law enforcement agents even when they were watching,” he added.
He called on the people of the state to be vigilant and law abiding as they await a new date for the election.
“I therefore advice the good people of Bayelsa to be vigilant. Where there is any killing they must ensure that they can identify those responsible either by omission or commission. I also advise them to be law abiding.
“When a new date is set by INEC for elections to hold in Ijaw South, those affected should quietly go to their designated polling booths and cast their votes. No body should allow himself to be used to perpetrate violence in Bayelsa State. Enough is enough,” he added.

Gov. Adams Oshiomhole of Edo says he would rather continue to put pressure on the rich to pay their taxes regularly than reducing the salaries/wages of workers in the State.
Oshiomhole stated this while fielding questions from State House correspondents in Abuja on Wednesday.
The governor, who restated his opposition to reduction of workers’ salaies as being contemplated by the Governors Forum, advised state governments to look inwards to boost their internally generated revenue to enable them maintain the N18,000 minimum wage.
“You have to pay tax, they are telling me who are you? And I’m like I’m government and if you don’t pay who have houses in other countries; you pay your land use charge.
“And when you come to Edo you think you can use bold face. No, I squeeze you.
“If you don’t pay, we take you to court, we secure conviction and we send you to prison. And we have secured convictions; we destroyed properties of rich people and they are excreting.
“Well, this kind of excreting is not something that is smelling. We just squeeze the money out of their pockets.
“And we are up to date in salaries. Last month I paid (salaries) on 25th, the month before I paid on the 23rd and this month I will pay by the 20th, before Christmas and people are entitled to celebrate democracy’’, he said.
On the proposed N6trillion 2016 Federal Government’s budget, Oshiomhole described it as a “progressive budget’’ aimed at creating more employment opportunities.
The governor called for the extension of the ongoing probe of arms purchase scam to cover all those who endorsed, signed and approved the release of the stolen money.
He said his call was informed by the fact that the former National Security Adviser, retired Col. Sambo Dasuki, a principal suspect in the scam, was an advisory officers, not a procurement agent for government.
Oshiomhole also called on the Federal Government to investigate the payments of oil subsidy to marketers in the oil sector.

National Leader of the All Progressives Congress, APC, Bola Tinubu, on Monday, November 9 issued a note of warning to President Muhammadu Buhari demanding that disparaging comments about the nation’s economy come to an immediate stop.

Tinubu who stated this through an editorial titled “Mr. President, some inspiring words please,” published by NATION insisted that the President needed to change his communication style and choose his words with caution.

Others have accused the President of relentlessly pushing to demarket the nation.

Before now, Tinubu had on November 2, in a piece titled “No Time for Remorse, Mr President” slammed Buhari’s relentless lamentations over Nigeria being “broke” while lobbying foreign investors.

“If a lot of our money has been stolen, what is the progress in getting them back? We need the money. We don’t want a President who will lament,’’ Tinubu stated.
