SPOKESPERSON to the leader of the Niger Delta Peoples Salvation Front (NDPSF), Alhaji Mujahid Dokubo Asari, Rex Ekiugbo Anighoro, yesterday alleged that the Facebook account of Asari Dokubo has been disabled by the Department of State Services (DSS). In a statement yesterday to inform the media of the development, titled: “Buhari and APC: Depotism and the Confiscation of Freedom of Expression: Time Bomb Waiting to Explode”, Asari’s spokesman said, “The eclipse of freedom of expression is now abysmally manifest.” He said the DSS has finalised plans to begin the arrest and detention of opposition activists especially those on social media network. Ekigbo said the account was disabled after Dokubo Asari began a serialised article on his Facebook page on the gaffes and hypocrisy of President Muhammadu Buhari. He stated: “Although we are not surprised at this junta’s long awaited modus, it remains a sad commentary that we are back to stone age where press freedom is endangered. Ekiugbo said their investigation revealed that President Buhari through his media aides had begun the systematic dismantling of accounts of all strong and key opposition voices in the social media network through frivolous petitions of ‘inciting public unrest and the making of hate speeches’ to management of Facebook in their desperate moves to control the network media space. The Independent Corrupt Practices and Other Related Offences Commission, ICPC, has charged five directors in the Ministry of Niger Delta Affairs to court for allegedly stealing N655 million and $100,000. The officials were arraigned before an Abuja Federal High Court, Maitama, presided over by Justice Baba Yusuf. Those charged include a former Director of Finance, Yusuf Agabi, Deputy Director of Finance, Akpore Okeroghene and Director of Finance, Ayinla Abibu. Others are Deputy Director of Accounts, Idowu Adewale and another Deputy Director, Accounts, Ntu Ngozi. The five senior officials are accused by the ICPC of stealing N655 million and $100,00 from the ministry’s account, between December 2013 and December 2014. The commission, through its counsel, Paul Bassi, filed a 22-count charge against Mr. Agabi, who is alleged to have defrauded the government of N458 million. The second accused person, Mr. Akpore, was arraigned on a 5-count charge of fraudulently obtaining N33 million, while Mr. Ayinla is docked on a 10-count charge of fraud totalling N147.5 million. The fourth and fifth accused persons, Mr. Adewale and Mrs. Ntu, were arraigned on allegations of fraudulently obtaining the sums of $100, 000 and N19 million, respectively from the ministry’s account. All offences contravene Section 13 of the Corrupt Practices and Other Related Offences Act 2000, and punishable under Section 68 of the same Act. While the accused persons pleaded not guilty to the charges, the court granted them bail in the sum of N10 million each and on the condition that they produce sureties who are not less than Deputy Directors in the Federal Civil Service and resident in Abuja. They were ordered to submit their international passports to the court registrar as part of the bail conditions. The case was adjourned to October 7 for continuation of trial. http://www.premiumtimesng.com/news/headlines/190246-icpc-arraigns-5-directors-in-niger-delta-ministry-over-n655million-theft.html |
A federal high court has barred security agencies and anti-corruption bodies from arresting or probing the former Coordinator of Presidential Amnesty Programme, Kingsley Kuku over alleged fraud. Mr. Kuku is accused of diverting billions of naira meant for amnesty programmes for former militants in the oil-rich Niger Delta. An Abuja High Court, presided by Justice Valentine Ashi, issued the order following an application filed by counsel to the embattled former amnesty coordinator, Ademola Abimbola. Mr. Kuku had in a motion filed by his counsel, complained that having been invited for interrogation by the EFCC, he may be arrested and detained, unless the court intervenes. In its ruling, the court barred the Economic and Financial Crimes Commission, EFCC and the Independent Corrupt Practices and other Related Offences Commission, ICPC, from arresting, detaining and investigating Mr. Kuku's activities as head of the amnesty office. The order also affects the department of the State Security Services, SSS, the Nigerian Police Force, NPF, the Nigerian Immigration Service, NIS, and National Security Civil Defence Corps, NSCDC. Mr. Ahsi insisted that none of the anti-graft and security agencies should take any action on the alleged fraud pending the determination of a suit filed before the court. The judge also ordered the defendants to be put on notice and to appear before him to show cause why an order of injunction should not be granted against them. The Independent Corrupt Practices and Other Related Offences Commission, ICPC, Wednesday, vowed to challenge an Abuja High Court order. The head of ICPC's legal department, Okey Igbudu, told PREMIUM TIMES the court directive would be challenged "in the interest of the public". "We usually challenge such cases and in the case of Kuku which was heard on Friday, September 11, the ICPC will challenge the injunction granted by the court as it has done in previous cases." Also, the EFCC, at the resumed hearing of the motion, Wednesday, asked the court to vacate the order stopping the probe of alleged financial impropriety by Mr. Kuku. Counsel to the EFCC, Victor Ukagwu, told the court that EFCC received 14 petitions against Mr. Kuku's handling of amnesty funds. Citing Sections 6, 7 of the EFCC Establishment Act 2004, Mr. Ukwagwu insisted that the commission had the powers to investigate financial crimes and allegations. The lawyer argued that Section 41 of the EFCC Act gave power of arrest to the commission but noted that Mr. Kuku was merely invited for interview in respect of allegations of financial impropriety against him. He also argued that the claim of the applicant that he would be detained by EFCC was speculative because the letter extended to him did not say so. http://allafrica.com/stories/201509171208.html |

The Federal Government through the Niger Delta Amnesty Programme, Monday entered into a strategic partnership with the United States’ Agency for International Development, USAID, to train and empower youths of the Niger Delta region. Speaking at a forum in Abuja, Mr. Paul Boroh, Coordinator and Special Adviser to President Muhammadu Buhari on the Amnesty Programme, said he is looking forward to a great partnership with USAID. He further stated that the Federal Government will ensure that the partnership succeeds, and also see to it that the development plan in the Niger Delta see the light of day. Also speaking, Mr. Michael Harvey, leader of the delegation from USAID, stated that the organisation would empower the youths to be able to utilise the huge resources in the region to advantage, especially in the area of agriculture. However, he disclosed that the challenges that would hinder the smooth operation of the partnership would be in getting the governors in the region to do the right thing, stating that a number of infrastructures in the country are not functioning. He said, ‘’Firstly, I encourage you to create partnership with the state governors to make the transformation real and we will get involved to move your economy in the right direction. We are compensating for the failure of the state and systems. “Our programmes will show our response to the environment to boost our concern and support for the people of the region. He encouraged the governors of the region to make sure the abandoned infrastructures are revived and put to full use. ‘’We assure you that with all these in place, in the next four years the economic transformation will be beneficial to all,” he noted. Continuing, Harvey stated that the partnership would focus on the production of rice and aquaculture, adding that it also intends to expand its frontiers to other areas. Also speaking Mr. Tari Dortimi, Head of the Post Amnesty Programme stated that the aim of the Amnesty programme is to deepen the peace in the Niger Delta to attract investors. According to him, so far, about 30,000 people have been trained through various programmes both formal and informal and in various fields such as telecommunication, agriculture, oil and gas, catering, maritime, automobile, among others, adding that about 206 persons have graduated so far and in few weeks time the number is going to increase to about 508. He said, “Furthermore, we make sure some of our partners, like Samsung, Schlumberger and the Federal Civil Service employ the delegates after the programme. Currently 32 delegates have been sent for building and construction project in Cote D’Ivoire. He called on the Federal Government to engage these people with something meaningful and gainful. He said ‘’If guns have been taken away from the hands of the militant they should be able to engage the same hands in something meaningful.” He encouraged USAID to partner more with them to achieve their goals, especially in carrying out agricultural credit enhancement programme intervention, like it did in Afghanistan. http://www.vanguardngr.com/2015/09/fg-usaid-to-train-empower-niger-delta-youths/ |
WARRI—Five days after the collapse of Makaval Hotel in Effurun, Delta State, the Christ Mercyland Deliverance Ministry has said that its members were not lodged in the hotel when it collapsed. It will be recalled that the hotel collapsed Wednesday, and scores of lodgers were trapped in the debris, including a pregnant woman and others said to be members of Christ Mercyland Deliverance Ministry. Reacting to the involvement of his members, the founder and General Overseer of Christ Mercyland Deliverance Ministry, Prophet Jeremiah Fufeyin, said his members did not lodge in the hotel when the incident occurred, describing the statement credited to him as wicked and malicious. According to him, the church has its guest house that can accommodate visitors to the church. “Our visitors lodged there two years ago but in the last 20 months, we built our guest houses that can accommodate hundreds of persons. None of our visitors lodged in the hotel,” he explained. He said that his church had nothing to do with the hotel, adding that the church should not be dragged into it, as he had earlier advised the owner of the hotel on the condition of the place. http://www.vanguardngr.com/2015/09/my-members-werent-lodged-in-collapsed-hotel-prophet/ |
