Didn't Jonathan appoint Sambo. The constitution gives him the power, but no fear GMB would have to still choose from the same region as the late VP I think.

We are expecting the list by Monday.

The difference maybe would be GEJ was operating under the government of his OWN political party bearing in mind that they were all PDP ministers.

PEOPLE expect that the new PARTY and GOVERNMENT in power would quickly put new ministers but as the OP stated, time Is needed to ensure that the proper people are chosen for effectivness and efficiency.

We must not be quick to forget the roles that many politicians played overtly and subvertly to ensure that APC wins and so their needs have to be catered for also but not to the detriment of national interest.

I hope the level of disappointment won't be very high when the ministerial list is eventually released.
