There's something you are missing which is that generation capacity is a different stat from actual generation. Mostly due to lack of gas, vandalism and poor planning we've never been able to generate 100% of our capacity.

Your quote says 5000MW installed during OBJ's regime but that doesn't mean they were able to generate 5000MW.

Now, GEJ left us with 11000MW generation capacity.

I think there's a difference between what Government conceptualized the bridge and what Government actually awarded the contract to commence work.

For example, the Mambilla hydro project has been On paper for more than 20 years now.

I just bought four brand new tires yesterday (A Three - 205 by 65) and it is boldly written on them that the air pressure should be 44psi. What should I do considering the fact that what is written on my car is not up to that.

Usually...what's written on tires is the Maximum PSI the tire was manufactured to accept. As you know tire manufactures make tires to fit different car brands and models so it's more likely your car's PSI won't be up to 44. I strongly suggest you go with what the car manufacturer recommends.

This would be my first car even though I've been driving for years and know quite a bit about car maintenance and repairs.

What are the things I should watch for to avoid buying a lemon?

I'm also struggling to decide between a well maintained Naija used and a tokunbo? I can afford a tokunbo but I'm thinking if a clean Naija-used that has been used by a lady and properly maintained could help save some extra cash.

Also is the I4 better than the v6? Is it a durable car and how fuel efficient is it?

I have a friend that has the same car I4 version and does Ajah to Ikoyi to and fro daily yet spends 6k on fuel weekly. I've always felt this is outrageous but is this typical?

This I believe this is the conundrum INEC is faced with. If they choose to stand with the party they declared as winner they could be said to be partisan. And if they choose to stay neutral it clearly shows they arent confident in the election they organized.
