A lot of celebrities always say that one of the downsides of being famous is that you can't just say you want to walk down a street to go buy something at a shop nearby. I once watched a video on youtube where ronaldo went to a coffee shop to drink coffee with a friend but as soon as he was seated, people were already asking to take pictures with him. Ronaldo ended up taking pictures with everyone that was in that shop and some people passing by. Can you imagine messi just going for a stroll anywhere without being mobbed? Op, the constitution is the supreme law of the land and is above every by-law, including the electoral act. the constitution states that the presidential and gubernatorial elections are won by the person with most votes. All these margins, cancelled votes are contained in the inec electoral act and if it is in conflict with the constitution, the electoral act should amended or wiped off now. According to the constitution now, the pdp has met all the requirements to be declared winner of the osun guber election, period.

Btw, going by the trend since apc took over, any election they don't win or not able to rig they declare it inconclusive until they win or they are able to rig it. This osun election will be declared inconclusive.
