Well, Jesus Christ, in John 10 vs 1 - 16 answered your question, He alone is the one able to identify His Lost sheep...no one else can do that on His behalf. He is the Shepherd sent to gather the sheep and the Shepherd knows His Sheep apart from all other sheep that may be out there. While in the desert, God sent snakes to kill the Israelites for complaining.
