The controversial high-speed rail project to link Lyon in France to Turin in Italy faces investigation from the European Anti-Fraud Office.

Costs have rocketed and alleged mafia involvement on the Italian side is a cause for concern.

The EU has already contributed €450m and the probe will examine whether any fraudulent activity has taken place and if any EU money is involved.

The Chairman, Lagos State Independent Electoral Commission (LASIEC), Justice Fatai Adeyinka (rtd), yesterday disclosed that due to some constraints, elections into the 20 local government areas and the 37 local council development areas, will not hold this year.

Adeyinka, who came before the lawmakers at yesterday’s plenary session with some other executive members of the commission, explained that the commission had made some recommendations to the state government, which were yet to be approved.

Part of the recommendations, according to him, was the creation of additional wards in the state, which would be done subsequent to the approval of the state government.

Adeyinka explained that the current voters’ register was not updated because it was last used in 2011 and cannot be used again. “We need an updated voters’ register, which is with the Independent National Electoral Commission (INEC) and we have requested but INEC is not willing to release it.

“We don’t want to conduct the election with the voters’ register that we have because it does not contain the addresses of electorate. So if we decide to use an old register, we will disenfranchise some voters from performing their right.

“Also, there is the need to create additional polling booths to the ones we have on ground, which is also the responsibility of INEC. Until these constraints are resolved, we won’t be able to conduct elections into the local governments. Definitely, election cannot hold this year,” he added.

Deputy Speaker of the House, Taiwo Kolawole, who presided over the plenary, disclosed that the House cannot allow a vacuum at that tier of government because the tenure of the current chairmen will be coming to an end by next month.

He said: “The LASIEC Chairman has told us that election cannot hold this year because of some constraints. LASIEC does not have the power to create additional polling units and they can’t conduct the election with a register that is not updated so that some people will not be disenfranchised.”

Kolawole however directed the Leader of the House, Ajibayo Adeyeye, representing Kosofe constituency 2, to work with the House Committee on Judiciary, to liaise with the executive arm of the state government and come up with a law that will enable them come up with a position, pending when elections into the state’s 20 LGAs and 37 LCDAs will hold.

HSBC helped rich clients dodge tax, according to a report released by a group of investigative journalists.

Details from thousands of accounts held at the banking giant’s Swiss arm were leaked by a whistleblower in 2007 and analysed by the International Consortium of Investigative Journalists (ICIJ) and more than 50 other media outlets around the world, including the Guardian newspaper in the UK.

Their investigations revealed that HSBC’s Swiss private bank allowed foreign customers to withdraw foreign currency of little use in Switzerland, and marketed schemes to allow wealthy customers to avoid paying taxes in Europe.

HSBC has responded to media reports of misconduct saying ,“We acknowledge and are accountable for past compliance and control failures.”

The bank is now facing criminal investigations in France, Belgium, the US and Argentina. So far there have been no cases brought in the UK.

It is being hailed as the biggest banking leak in history and is likely to lead to calls for a crackdown in offshore tax havens.

At a meeting in Cameroon, Nigeria and its four neighbouring countries have agreed to send an 8,000 plus force to confront Boko Haram.

The conflict is now moving across the region with the extremists launching attacks in Cameroon and Niger last week.

In Yaounde people took to the streets to call for action:“All the regions of Yaounde, all the people of Cameroon, we are saying “no” to Boko Haram! We are for peace and national unity. We say ‘no, no, no to Boko Haram,” screamed one protestor.

Nigeria and Chad will deploy 3,500 troops each with Cameroon, Niger and Benin adding another thousand.

The African Union announced the initiative:“The results of the deliberations have noted the urgency of the need for a deployment of the forces. This is needed to deal with the scourge of Boko Haram. This will be informed by the current arrangements that have been undertaken and the forces will be made available and some of them are already on the ground.”

Nearly 100 people were killed and 500 injured in the village of Fotokol in Cameroon last week as Boko Haram fighters unleashed indiscriminate carnage, burning mosques and churches and slaughtering civilians.

The are Bosnian natives living in Missouri, Illinois and New York.

They allegedly provided money and equipment to foreign fighters joining al-Qaeda, Nursa Front and ISIL.

Five have been arrested, a sixth is overseas.

Authorities claim that over a two year period the group transfered thousands of dollars in assistance using contacts in Turkey and Saudi Arabia.

The case has alarmed the Bosnian community in St Loius Missouri: “ I have no words to say, I’m really shocked. It’s a shame that somebody puts a mark on the whole community because of their choice, “ said one man.

Two of the group face the additional charge of conspiring to kill and maim persons in a foreign country.
