But i am very sure you will agree, that it is about what is needed at a particular time not what is in the market.
As user and owner, he or she should really understand the reason for selling at cheap prices,
some times could be because the car has some hidden issues
which buyer might not know about or he needs money so fast or Just feels like changing his or her car,

From result of case study and survey, nigerians do not like naija used cars unless they know the history of the car or the (car) owner's management culture (this is evident in the ridiculous pricing of naija used car).

I would rather spend it on my parent if they are alive and if not, on my siblings.

Sincerely,neither do i know u nor d buyer, but your point is not clear to me hear. You made your first suggestion and then the second, i am very sure you would make the 3rd too.
The advertisers price is just an offer, all a buyer need to do is make a counter offer, if the buyer is really interested.
So if seller is ok with the counter offer he sells.
You need not get yourself involved if you are not the interested buyer.
Tell the seller your offer full stop.
You actually sounded too aggressive in your words.
