A Texas Law Enforcer has been accused of handcuffing and raping a woman.

Jackie Len Neal is being charged for felony sexual assault.

The 40-year-old officer allegedly began tailing the 19-year-old woman around 2 a.m. He persisted until she pulled over, then allegedly handcuffed her and assaulted her inside the patrol car. It was revealed that Neal told the woman that he was following her because her car was reported stolen, but officers have not confirmed the claim.

Playing off the disco-vibe of her new album ARTPOP, Gaga arrived to the AMA red carpet on a white, human horse. Gaga called her entrance a nod to the ol’ Studio 54 days, where Bianca Jagger famously arrived to the infamous New York City club on a white horse in 1977 for her birthday.

Gaga’s horse was human, made up of several people who were inside the Trojan Horse-looking thing.

Earlier in September, an update to the Google Settings app for Android tipped off that a remote device lock and password reset feature was on its way to the Android Device Manager.

On Monday, the service finally went live for most users through the ADM Website.

Previously, the ADM would only let you ring a misplaced device or do a remote wipe if you lost your handset or it fell into the wrong hands.

The addition of remote password reset and screen lock brings ADM ever closer to the features Apple offers with Find My iPhone.

Overall, ADM's remote lock feature worked very well and incredibly quickly. Once you enter a new lock device password online, the data is immediately sent to your Android device and will override any current pass codes on your smartphone or tablet.

If your handset's home screen is visible, the display shuts down. Once you turn the screen back on, your device is locked and will require the new password to open up again.

To use the new features, you have to make sure your device is running Android 2.2 or later and authorize remote lock and wipe on your device. If you haven't done this yet, open the Google Settings app, tap on Android Device Manager at the bottom of the screen, and then tap the check box next to "Allow remote lock and factory reset." (Picture Below)

With that set, you simply need to navigate to the Android Device Manager website

The Bureau of Public Enterprises (BPE) on Sunday said that the bureau would privatise the four refineries in the country next year.

Mr Chigbo Anichebe, the Bureau’s Head, Public Communications, told the News Agency of Nigeria (NAN) in Abuja that the refineries’ privatisation was part of the ongoing oil sector’s reforms.

Earlier last week, the Minister of Petroleum Resources, Mrs Diezani Alison-Madueke, told Bloomberg TV Africa in London that the country would privatise its four government-owned refineries in the first quarter of next year.

The second time the Federal Government is disclosing plans to privatise its refineries.

President Olusegun Obasanjo approved the sale of the refineries during his administration but the late President Umaru Yar’Adua in 2007 reversed the sale of the refineries for lack of transparency in the transaction.

However, President Goodluck Jonathan in November 2012 recommended that the refineries should be sold due to inadequate finance and under-performance.

Anichebe, nonetheless, said that the privatisation plans were currently at the preliminary stage, where the blueprint of the policy would be decided.

We are working with the NNPC and Ministry of Petroleum Resources on the privatisation of the four refineries.“We are just in the preliminary discussion with them and very soon, we will make public the work plan for the privatisation processes, including the engagement of advisers to advise us on the transaction.

"Once the work plan is fine-tuned, hopefully by the end of the year or early January next year, the work plan as well as the schedule will be unveiled to all stakeholders, including the media," he said.

Anichebe said that the privatisation would be handled in line with the usual strategy of the bureau, which was to sell a certain percentage of shares and reserve a certain percentage for the workers, host communities and Nigerians at large.

He urged Nigerians not to be apprehensive about the refineries’ sale because only capable and visionary investors would be considered in the privatisation process.

"People should not be edgy about this transaction because we have done this over and over again. When we first started with the telecommunications sector, people were worried that we will give it to the wrong people.

"They were worried about the security implications and all that. I believe that whether these companies end up with local, home-based or foreign investors, what is important is the efficiency of whoever is handling it.

"The criteria should be that the buyers have the financial muscle and technical know-how to run these companies. We don’t bother about where they come from, as long as they are coming with clean money to invest in our economy.

"So, when we are doing our evaluation of investors for the transaction, that is what we will look at," he said.

The BPE spokesman also said that in 2014, the bureau would also begin the privatisation of the housing sector, Abuja Security and Commodity Exchange PLC., as well as the country’s transportation sector. (NAN)

We all have been hearing about rooting our Android Device but I can bet most of us do not know why we should root our Android Device. Below is a complete number of 10, telling us why it is important to root our Android Device.

Ten Reason Why We Must Root our Android Device
1. Performance: Android is an absolutely awesome open source mobile OS for smartphones. The only problem is that with manufacturer’s own version of UI layered upon with bloatware, the performance of the phone could become sluggish, and thus ruining your phone usability. With every update of Android, the performance of the hardware just gets better and better. Rooting your phone and installing your own custom ROMs available online gives a new lease of life even to the first generation of Android Phones. And we are talking stuff like – New windows opening up faster, App menus loading faster and UIs being more responsive.

2. Hardware/Software Interaction: Stock Android installations often tend to have bottlenecks when it comes to performance. With a rooted Android OS, this is removed and hence the performance is tweaked. Overclocking the processor is much easier, and even certain functionalities can be enabled which are not present in the default install – e.g. CPU and GPU overclock to boost performance, 3d acceleration and gaming.

3. Freedom: Take for example my Android phone – Samsung Galaxy S duos. It came with Android 4.0.4 (or the ics), and I hate to wait for bloody ages to get the carriers upgrade it to jellybean. It will eventually be done, but I will have to wait for ages for the update. If I have my phone rooted, I could easily upgrade my phone with the readily available custom ROM.

4. Apps2SD: One of the most important features that rooted phones support is that you can install Apps to the SD Card, instead of clogging up the phone memory. Although, the performance of apps which are installed on the SD card is a bit inferior to the ones on phone. This comes in very handy when you need to backup Apps, since most of the 1st and 2nd generation Android phones don’t come with a lot of internal memory.

5. Unavailable features:
With the root, features such as face
unlock, google now and many more
will surface through a custom rom
update. also with the features of
installing a custom recovery such as
clockworkmod recovery to be able to
backup your stock ROM for crashing
days.

Multi-touch:
This is yet another major feature
which is enabled by rooting your
phone. ‘Nuff said. mostly for first
generation android devices

WiFi and Bluetooth tethering:
With this functionality enabled, you
can share your cellular data
connectivity to be used by your PC/
Laptop. There are several apps
available which can assist you to
establish a tethering connection, but
these only work with rooted phones
of the first generation android that
lacks this feature.

Better keyboard:
Not that we don’t love what Samsung,
or Moto or HTC have to offer – or any
of the other paid apps offering
keyboard layouts , but custom ROMS
have their awesome input methods
that make me go hmmm!and being
able to delete stock keyboard and
replace with any desired one

Apps from other builds:
The whole wide world of the Android
market is your oyster. But also, you
can get apps from Custom ROMs
which are integrated from other
builds – such as Switchers that can
toggle WiFi connectivity, Bluetooth,
GPS , Microsoft Exchange to support
work mail, etc.etc. The list is endless.

Nokia is set to unveil is powerful 41mp camera phone that would be running on the Windows Phone 8 operating system.

Although Pureview 808 also has 41mp camera but it is a symbian operating system phone.
