The first envelop already unlocked the ability for the winner of the HOH game this week to go straight to the finals. The second envelop either unlocks the ability for her to evict an housemate or send one to the finals.

If biggie asked them to pack their bags on Sunday then the second power is surely to evict someone. She is going to save one person which is part of her existing powers plus whatever is in that second envelop.
