Human Rights Writers Association of Nigeria, HURIWA, has called on security agents to quickly halt the unfolding political thuggery in Osun State ahead of the All Progressives Congress, APC primary election.

In a statement on Tuesday, National Coordinator of HURIWA, Emmanuel Onwubiko, said the call became urgent with the supremacist tussle and the battleline drawn by the Minister of Interior, Rauf Aregbesola; National Leader of the APC, Asiwaju Bola Tinubu and incumbent governor of the state, Gboyega Oyetola.

DAILY POST reported earlier that Aregbesola had attacked Tinubu, saying that the APC National leader has assumed the position of God, vowing that God will bring him down.

Aregbesola, Osun State governor from 2010 to 2018, and Oyetola, who is seeking reelection, have been at loggerheads for some time over the control of the APC organ in the state. Both politicians belong to the same ruling APC.

Aregbesola had on Monday visited the Ijebu Jesa of Osun State and declared support for former Secretary to the State Government, Moshood Adeoti, in Saturday’s governorship primary, and vowed to give Oyetola the Akinwunmi Ambode treatment.

DAILY POST recalls that Ambode was ejected out of office as Lagos State governor after just one term in 2019 due to intra-party squabbles.

The minister also declared war against his erstwhile political mentors and associates supporting Oyetola for reelection including APC chieftain, Bola Tinubu; and ex-Osun governor, Bisi Akande.

Also, the security details in Aregbesola’s convoy were on Monday said to have created panic in Osogbo as heavy shooting rented the air when the minister was passing through the Old Garage Area of the state capital.

According to reports, the Osun State Police Command and the Oyetola administration said operatives of Nigeria Security and Civil Defence Corps, Nigeria Correctional Service and Immigration Service in the convoy of Aregbesola shot without provocation along the Old Garage and MDS in Osogbo metropolis, as the convoy passed through the area but the security details also reportedly said they shot to repel an attack on the ex-governor.

Commenting on the development, HURIWA called on the Inspector General of Police, Usman Baba, to mobilise policemen and anti-riot operatives for Saturday’s APC primary in Osun State.

“The Monday shooting is only a precursor to greater danger looming in the state this political season. Security agents must be at alert and rein in on mischief-makers and political thugs no matter whose camp they belong,” HURIWA National Coordinator, Emmanuel Onwubiko, said in the statement.

Onwubiko added, “Political officeholders whether at the state or federal levels must desist from using elections as a show of might and to cause a breach of public peace.

“While HURIWA is not concerned about the rivalry between Aregbesola and Oyetola factions within the APC, it is important to call on the APC leaders at the centre including President Muhammadu Buhari to call Aregbesola, Oyetola and other warring factions to order ahead of Saturday’s governorship primary.

“Politics thrive in the absence of tension, intimidation and threat to life. Members of the APC in Osun should go peacefully to the ballot this Saturday and elect their candidate.

“Oyetola, Aregbesola and other factional leaders in Osun APC should be made to sign a peace pact before February 19, 2022. Both Oyetola and Aregbesola should be held accountable for any breach of public peace arising from the governorship primary election this Saturday.”

An 11-man committee set up by the minister of Transport, Rotimi Amaechi, to investigate the suspended managing director of Nigerian Ports Authority, NPA, Hadiza Bala Usman, has exonerated her from financial misappropriations.

Ms Usman was suspended by President Muhammadu Buhari following allegations of non-remittance of N165 billion operating surplus to the coffers of the federal government, an allegation denied she denied.

Parts of the panel report sighted by DAILY NIGERIAN show that the managing director was not found wanting of corruption or non-remittance of N165billion.

The committee had submitted its report on January 10 after eight months of dilly-dally and alleged administrative schemings to delay presidential directive for her reinstatement.

The committee’s terms of reference include examining and investigating the administrative policies and strategies adopted by suspended NPA’s Managing Director, Hadiza Bala-Usman, and confirm compliance with extant laws and rules from 2016 till date.

”Examine and investigate issues leading to the termination of other contracts of NPA and confirm compliance with the terms of the respective contracts, court ruling and presidential directives; Examine and investigate compliance with communication channel, as obtained in the public service; Examine and investigate the procurement of contracts from 2016 to date,” a part of the committee’s terms of reference read.

Although the final report of the committee was not made public, sources and documents seen by this newspaper showed that the panel verified that she remitted N182.99 billion to the Consolidated Revenue Fund, CRF.

“NPA provided detailed summaries of Operating Surplus payments to the CRF for which the Sub-Treasurer of the Federation confirmed credit and issued receipts,” the report reads in part.

“A statement of the NPA position, in reference to the Budget Office of the Federation letter, clearly opined that:- ‘…budget performance cannot be the final yardstick in the determination of actual Operating Surplus due..the Audited Financial Statement is the ONLY source of information in determination of an entity’s financial performance globally… in line with section 22.2 and 23.3 of the Fiscal Responsibility Act (FRA) 2007…'” (Ann. VI)

The report, which put her entire tenure under scrutiny, said that all the figures were diligently reviewed and reconciled jointly by the NPA and the Office of the Accountant General of the Federation, OAGF.

“According to a reconciliation exercise carried out jointly by the NPA and the OAGF, all relevant 2016 — May, 2021 documents/data were duly reviewed/reconciled and the reconciled figures arrived at were also fully remitted. (AGF Letter dated 30th August 2021, Ref. No. R&I/021/V/367) (Ann. VII)

“From January 2016 to May, 2021, the NPA has remitted N182.99 Bn to the CRF. The Panel verified from the records of the NPA, including the receipts issued by the Sub-Treasurer of the Federation, that all Operating Surplus remittances as captured in the AGF’s letter to the Panel tally,” the report reads.

Despite exonerating Ms Usman of corruption, the minister however issued her a query for “Serious Misconduct” as Managing Director of Nigerian Ports Authority between July 18 2016 and May 6 2021, directing her to reply within seven days.

Some of the issues raised in the query are alleged disregard of ministerial directive; procurement of the Operation of Truck Transit Park, TTP, for Port-Bound Trucks (e-Call Up); breach of channels of communication; purchase of operational vehicles, among others.

In her response to the issues, the embattled managing director denies flouting the minister’s directive and copiously explained in a 23-page letter why she did not go against the public service rules in discharging her duties as managing director.

Responding to allegations of flouting the minister’s directive, she replied: “The Bureau of Public Procurement responded to the request vide letter dated 18th June 2020 (copy attached herewith as Annexure 2) wherein in paragraph 6, the BPP noted the request for one year extension as directed by the HMT and conveyed by the Authority. The letter further stated in paragraph 7 that the BPP will only allow for the extension of the contract for 6 months to allow the Authority carry out the international bidding process. This position was conveyed to the HMT vide a letter dated 30th June 2020 with Reference: MD/10/FMT/VOL.XX/366 attached herein as Annexure 2B.

“The cancellation of the advert was published on 8th June 2020 in the Federal Tenders Journal and two other national dailies. This shows that I never disregarded the Minister’s directives but conveyed same to the BPP. The BPP however declined the request for one year extension and instead granted a six-month extension to allow for the Authority to conclude the ongoing bidding process. Any subsequent correspondences to the BPP on the six months apollo extension was to conclude the legal requirement of formalizing and obtaining a no objection for the extension of the 6 months that the BPP directed via their letter of 18th June 2020.

“On the issue of violating the Honourable Minister’s directive of 4th May 2020, I wish to state that the correspondences with the BPP on the extension of technical partners for the channel management was not for a fresh procurement process of a good or service that require the attention of MTB or FEC. On the contrary, it was seeking a no objection for the extension of an existing contract and such extensions do not require the attentions of either the MTB or FEC. Hence, there was no violation of HMT’s directive that all procurements of works, goods and service that require the attention of Ministerial Tenders Board (MTB), BPP or FEC from conception to implementation must involve the Ministry as conveyed in the letter dated 4th May 2020.

“Based on the explanation above, I would like to state that there was no refusal to carry out lawful instructions from superior officers – PR 030301 (m).”

On the purchase of vehicles, following EndSARS riots that led to arsons and destructions of public properties, including the NPA headquarters in Lagos, Mr Amaechi queried why the NPA purchased vehicles worth N1.277bn to replace the burnt ones without the approval of the Federal Executive Council.

In her response, Ms Usman said, “On Wednesday 21st October 2021 the Nigerian Ports Authority Headquarters Marina, Lagos was attacked by hoodlums. This attack wreaked havoc of high magnitude on the main building, the ancillary building, the car parks, the fire service posts, etcetera. In addition to all infrastructure and facilities lost to the mayhem, all the operational vehicles, personal vehicles of staffers at the car park and within the premises were also burnt down. Operational vehicles are some of the critical facilities that the Authority relies on for the day-to-day running of her activities vis à-vis revenue generation. The callousness and destructive act of the protesters literarily brought the Authority to her kneels as operational activities towards revenue generation were hampered. To reverse the ugly trend and forestall further loss of revenue generation, the Authority decided to embark on replacement of the vehicles through emergency procurement which was the best, ideal and legitimate option in the circumstance.

“This procurement type was conducted in line with Sections 43 (1) (a), (2), (3) and (4) of Public Procurement Act 2007 (PPA) cited hereunder: 43-(1) “A procuring entity may for the purpose of this Act, carry out emergency procurement where;

“(a) The country is either seriously threatened by or actually confronted with a disaster, catastrophe, war, insurrection or Act of God;”

“(2) In an emergency situation, a procuring entity may engage in direct Contracting of goods, works and services. (3) All procurements made under emergencies shall be handle with expedition but along principles of accountability, due consideration being given to the gravity of each emergency. (4) Immediately after the cessation of the situation warranting any emergency procurement, the procuring entity shall file a detailed report thereof with the Bureau which shall verify same and if appropriate issue a Certificate of “No Objection”. You may wish to note that under emergency procurement, as stipulated in Sections 43-1, 2, 3 and 4 of the PPA cited above, the procuring entity are advised to proceed expeditiously with the execution of the emergency procurement and thereafter file detailed report to the Bureau of Public Procurement for verification and if appropriate will issue a Certificate of “No Objection”.

The police on Monday arraigned Precious Chikwendu, on a charge of attempted murder of her former husband, Femi Fani-Kayode.

She was arraigned before Inyang Ekwo of the Federal High Court in Abuja.

In the case marked, FHCABJ/CR/1/2022 filed by the Commissioner of Police against Ms Chikwendu and three others, the police accused her of attempting to stab Mr Fani-Kayode with a kitchen knife on November 24, 2018, at Asokoro, Abuja.

Others arraigned alongside Ms Chikwendu include Emmanuel Anakan, Prisca Chikwendu and Osakwe Azubuike as 1st, 3rd and 4th defendants respectively, while other are said to be at large.

In the 13-count charge dated and filed on January 7, the defendants were also alleged to have committed offences bordering on cybercrime, intimidation to kill Mr Fani-Kayode by use of Internet, threat to kill one Lauretta in order to cause her to leave her relationship with Mr Fani-Kayode.

They were alleged to have criminally used the internet to send abusive messages with intent to bully, defame and harass her ex-husband.

They were also alleged to have fabricated false evidence by deposing to series of affidavits that Mr Fani-Kayode physically and sexually assaulted members of his domestic staff in inhuman conduct by causing same to be electronically published in a national daily.

Ms Chikwendu was also alleged to have, through her Facebook page, referred to Mr Fani-Kayode as “Mr Short Fuse”.

She was also alleged to have published a false imputation against the ex-minister “by referring to him as a person who is sexually incapacitated and that he is not the biological father of the four children she had for him as a wife.”

‘Not guilty’

The defendants, however, pleaded not guilty to all the counts, which are said to be punishable under Section 392 of the Penal Code, among others.

The prosecuting counsel, John Ijagbemi, who prayed the court for a date to commence trial. said seven witnesses would testify in the matter.

He said apart from the documentary evidence that would be tendered, electronic evidence had also been compiled to prosecute the suspects.

Ms Chikwendu’s lawyer, Alex Ejesieme, a Senior Advocate of Nigeria, urged the court to grant the defendants bail based on the earlier administrative bail granted them by the police.

Mr Ijagbemi confirmed she was earlier granted bail.

The Ekwo fixed April 27, April 28 and April 29 for trial.

He ordered the defendants to continue on the terms of administrative bail earlier granted them.

He directed the prosecution to submit all particulars of the defendants to the court registrar.

Possible amendment

In an interview shortly after the sitting, Mr Ijagbemi said the complainant would amend the charge to include an attempt by Chikwendu to kill the four children she had for the ex-minister.

However, efforts to talk to Mr Ejesieme, lawyer to the ex-wife, was unsuccessful as he refused to grant interview.

NAN reports that the ex-wife’s arraignment in an alleged defamation of character suit filed against her by former Senator, Grace Bent, on January 24, before Obiora Egwuatu of Federal High Court was stalled due to her absence from court.

Neither Ms Chikwendu, an ex-beauty queen, nor his lawyer was in court. The judge fixed March 10 for her arraignment in the case.

She and Mr Fani-Kayode have been locked in a messy custody battle over their children.

In December she accused him of violating a court order granting her access to the children.

Tinubu knows he probably won't be president but he wants to try to go for it and see how people respond before giving up on his dream, because this is his last chance. I kind of respect that.

He would've regretted not trying more than he will regret trying & failing.

I feel that he is clearly not what Nigerians are looking for after Mr President. He is obviously very frail too. Lots of politicians may support his campaign because they owe him favours but at some point Tinubu will have to pull out and endorse a more vibrant & electable person.

The British Government has reacted to the lifting of the ban on micro-blogging site, Twitter, by the Nigerian government after seven months.

DAILY POST had reported that the decision to lift the ban was confirmed by the Chairman, Technical Committee Nigeria-Twitter Engagement & Director-General National Information Technology Development Agency (NITDA), Kashifu Inuwa Abdullahi, on Wednesday.

In a statement in Abuja, Kashifu noted that the approval was given following a memo written to President Muhammadu Buhari by his Minister of Communications and Digital Economy, Prof Isa Ali Pantami.

Reacting, Catriona Laing, the British High Commissioner to Nigeria, welcomed the decision, adding that social media plays a valuable role in boosting a free economy.

She tweeted, ”I welcome Nigeria’s decision to restore access to Twitter.

”Social media plays a valuable role in boosting a free economy and allowing the exchange of ideas – essential components of any open society.”

A report, which claimed Rihanna, the Barbadian singer, said she is originally an Igbo woman recently surfaced online and went viral.

"My mum told me that I’m originally an Igbo woman. Igbo is a tribe in Africa,” she was quoted to have said.

The quote was circulated on various blogs and social media platforms, including Facebook, Twitter and YouTube.

On the Facebook page of Daily Times Nigeria, for instance, the quote garnered over 19,000 likes, 7,000 comments and 2,500 shares.

Some social media users have also reacted to the claim.

“It’s good when someone knows where he/she from I’m originally an Igbo woman, #Rihanna reveals,” a Twitter user wrote.

“We her kinsmen have always known this. I had earlier mentioned this in one of my interviews…on June 12 2012 during the burial of my Mother. Rihanna is from our ancestral lineage in Amangwu Ohafia, in Abia State. This is a known fact,” another user wrote.

Similarly, a user wrote: “#Biafrans we have people all over.”

Checks by TheCable showed there was no credible source where the 33-year-old singer and entrepreneur made the claim. The music star did not grant any interview where she made the remark.

Further checks on her social media accounts — Facebook, Twitter and Instagram — showed she did not post the viral claim attributed to her.

TheCable also found out that mainstream media platforms such as The Nation and Daily Post, which also published the claim, have deleted the report as seen here and here.

The Muslim Rights Concern (MURIC) has joined Governor Babagana Umara Zulum of Borno State in appealing to both the Federal Government (FG) of Nigeria and the Nigerian Army to do everything possible in assisting the state government in resettling and reintegrating Boko Haram insurgents and ISWAP fighters who are surrendering.

The Islamic group wants the FG and the Nigerian Army to treat the returning Boko Haram insurgents and ISWAP fighters like brothers newly found, adding that they should be trained in invocations that can enable them cater for themselves and their families in future.

MURIC’s appeal was contained in a statement forwarded to DAILY POST by its director, Professor Ishaq Akintola, on Thursday.

The statement reads: “Nigeria’s North-East war zone has witnessed a dramatic change with Boko Haram insurgents and ISWAP fighters laying down their arms in their thousands. Consequently, the zone has been inundated with an unusually large number of ex-insurgents and former ISWAP fighters.

“This has created a humanitarian responsibility for the state government. Consequently, the state governor, Professor Babagana Umara Zulum, yesterday appealed to both the Federal Government (FG) and the Nigerian Army to assist the state in resettling the surrendering fighters.

“MURIC joins the hardworking Governor Zulum in appealing to both FG and the Nigerian Army to do everything possible in assisting the state government in resettling and reintegrating. A governor who spends most of the day with troops at the war front and most of the night walking around the city, visiting hospitals and teaching in classrooms to ensure that all sectors are working needs to be supported.

“We lay emphasis on the fact that peace-making is cheaper than fighting wars while meaningful development and growth can only occur in a peaceful environment. FG should therefore go all out in ensuring that its deradicalizing process is accompanied by stomach infrastructure and economic resettlement.

“Boko Haram insurgents and ISWAP fighters who are surrendering should be resettled and trained invocations that can enable them to cater for themselves and their families in future. Quick and meaningful resettlement will encourage the remaining insurgents and fighters to embrace peace.

“MURIC also appeals to the civilian population in Borno to manifest a spirit of accommodation and integration of remorseful insurgents and fighters. We warn against the stigmatization of any sort. Returning fighters should be treated like brothers newly found. What they need is our understanding, cooperation and kindness.

“As we round off, we remind both FG and the Nigerian Army that it is more important to win the war than to win the battle. Battles are won in trenches, but the war can only be won in the minds of men. Only a swift, effective and meaningful resettlement of remorseful Boko Haram insurgents and ISWAP fighters can win the real war.”

Simon Ekpa, the self-acclaimed disciple of Nnamdi Kanu, the leader of the Indigenous People of Biafra (IPOB), on Wednesday threatened a Lagos State chieftain of the All Progressives Congress, Joe Igbokwe, with death.

Ekpa said Igbokwe should be ready to die because Kanu would soon see the light at the end of the tunnel.

He issued the threat while charging those close to Igbokwe to take note.

In a tweet, the Finland-based Biafran agitator said Igbokwe should have done spiritual consultation.

Ekpa said, “Joe Igbokwe get ready to die because Mazi Nnamdi Kanu will finally see the light at the end of the tunnel.

“Tongue is powerful, his friends and families should take note and don’t accuse innocent people when nature takes its stand. He should’ve done spiritual consultation first.”

Igbokwe, who is an aide to Governor Babajide Sanwo-Olu, is known for opposing the position of IPOB and Kanu.

The APC chieftain had celebrated the rearrest of Kanu in an African country believed to be Kenya.

Explaining why he celebrated, he said Kanu had ordered his boys to kill him and destroy his properties in the South-East.

Twitter has refused to join its social media counterparts in banning the Taliban from its platform, saying it'll monitor content to ensure there aren't messages 'glorifying violence'.

The move is in stark contrast to the company's Big Tech rivals. Facebook, WhatsApp and Instagram (both owned by Facebook), TikTok and YouTube have all banned and terminated accounts that are related to, promote or praise the Taliban.

The social media giant used this justification to permanently ban Donald Trump after the January 6 Capitol Riot, causing cries of censorship from Trump supporters.

Twitter defended its decision to allow Taliban-related accounts to remain active, saying that people in Afghanistan are using the platform to seek help and refuge.

Facebook, which also has muzzled Trump, has had its ban on the Taliban in place for years because it considers it a 'dangerous group.'

'Why does Twitter allow two Taliban spokesmen to have a platform but restricts the First Amendment Rights of former President Trump? It's past time to hold #BigTech accountable. #Taliban,' he tweeted.

In his letter, Lamborn said it's clear that the Taliban falls under the 'violent organization category.'

'In my review of these accounts, I did not find a single fact check on any of their tweets, nor any warnings for false or misleading content,' Lamborn wrote in his letter to Dorsey.

'These propaganda updates usually assert that the overthrow has been largely peaceful, despite reports to the contrary ... It is impossible to see how the accounts of Zabihullah Mujahid and Yousef Ahmandi do not violate your policies.'

On Tuesday, Rep. Adrian Hilton, a conservative academic and lecturer on political philosophy in the UK, also pointed out the apparent double standards.

'Twitter banned Donald Trump for expressing support for rioters who stormed the US Capitol. Twitter permitted the Taliban official spokesman to live-tweet Mujahideen terror, the acquisition of arms, storming the Afghanistan capital, and the occupation of the presidential palace,' he wrote.

During a Tuesday press conference in Kabul - which was broadcast and translated into English by Al Jazeera and posted on Twitter - a spokesperson was asked about freedom of speech.

'This question should be asked to those people who are claiming to be promoters of freedom of speech who do not allow publication of information. I can ask [the] Facebook company,' he replied.

The Taliban spokesman's comments were greeted by virtual applause from Donald Trump Jr. on Twitter, who retweeted the 30-second video clip and said, 'LOL ... Also not wrong.'

Despite the adjustment of the indefinite Mondays’ sit-at-home order earlier announced by the Indigenous Peoples of Biafra, IPOB, most streets in Umuahia, Abia State capital, were Monday, empty of life.

Shop owners stayed away, while some traders were observed hanging around their shops, but refused to open for business.

Their anger, according to pundits, stemmed from the theory that since the IPOB Leader, Kanu hails from Umuahia, the residents should be more concerned about his plight.
