The I-130 requires that the petitioner provide a U.S. mailing address, and the visa cannot be issued unless the petitioner is domiciled in the United States (or unless the officer is convinced that the petitioner intends to return to the U.S. with the beneficiary). So, while technically you can file the petition from Nigeria by mailing it to the U.S., there are some complications if you're not physically present in the U.S.
