The Arbiter: From a cursory examination of the photos (notice the CS on the canister), the grenades in the picture are CS (tear gas) grenades used by anti riot police in violent situations. It has non-lethal classification but has been documented to cause serious deleterious health effects. Documentation indicates it to have caused a death in Israel: http://en.wikipedia.org/wiki/CS_gas

However the possibility exist the ones in the photo may have been stripped and refilled with more deadly explosives (which is not too difficult).

Governor Chibuike Amaechi of Rivers state just from the Explosion Scene just confirmed live on 95.9 cool FM that the explosion was not initiated by a bomb but a mistake by a group of armed robbers riding in the bus who apparently ignited their ammunition while smoking.
Only the driver was killed, other 3 occupants are in hospital in police custody.
3 AK47 rifles were recovered from the vehicle. No crater was created by the explosion, proving it wasn't a bomb; no shrapnel, no shock wave as by standers were not affected.
This coroborates eye-witness reports already received.
He reassures PHC dwellers that govt is doing enough to keep the city safe from terrorism and warns against presumptuous reprisal attacks and undue sensationalism in the social media.

To say that Soludo is not an accademic giant would be a classical example of refusing to accord recognision to whom it is due but to also loose sight of the fact that Soludo is negligence personified would be ignorance in display and a public show of poor understanding of rudimental economics. Apart from educating our lawmakers on the natural,economics law of boom and burst(business cycle), did he also tell them that the activities of a negligent,and perhaps coniving regulatory govt. agencies ,like CBN and NSE(let's say maned by a mass of protoplasm of a woman) are enough to disrupt the normal economic cycle and bring an economy to its knees. We have not recovered from his negligence and that of that big mass of protoplasm called Onyiuke,so they should keep quiet.

ABUJA —Former Governor of Central Bank of Nigeria, Professor Chukwuma Soludo, yesterday, painted a gloomy picture of the Nigerian Capital Market as he told the House of Representatives Ad-Hoc committee investigating the near collapse of the Capital Market that no amount of regulation can stop the crash of the market as crashes are normal in the stock market.

His testimony came on a day the Minister of State for Finance, Dr Yerima Ngama, berated the Director General of The Securities and Exchange Commission, Ms Orunma Oteh for not doing enough to safeguard the capital market as her performance “should have been better, far far better than it is.”

Soludo who appeared before the committee also defended his position on the global economic recession, saying he did not say it would not affect Nigeria but that the economy would not go into recession.

According to the former CBN governor, “stock market crashes will always happen: no amount of ‘reforms’ or ‘regulation’ will stop future ones. The jury is still out on what constitutes ‘appropriate’ regulation or ‘reforms’ of the market: debate raging in US now, over vs under-regulation.”

Reflection of general economic situation

He said what was obtainable in the stock market was a reflection of the general economic and political situation in the country, adding that the committee should “think about Nigeria’s ‘Newspaper Headline Index’ — how many positive per week versus negative! Political economy of change in Nigeria is one step forward, three backwards! The Stock Exchange cannot be better than the systemic competitiveness of the economy. Investors are not stupid (when the Market was booming, Nigeria was not rated No.14 failed State in the world— think about this!) — see all the reversals of privatisations, etc. Stock Market is simply a barometer.

“How are we sure that the market is not just reflecting the fundamentals of the economy? What kind of market do we want— a market that leads the economy or that follows the economy? Let us define our target/destination and how far we are from it before we know the appropriate vehicle to reach there.

“How come that in three years and with monthly oil price averaging $100 per barrel and over 2mbd, and with all the ‘reforms’ in money and capital markets (supposedly there is no more lax regulation/supervision) and despite Dangote’s over N2 trillion listing which lifted the market cap over N8 trillion, the market cap is basically today at the level I left it three years ago?”

Talking about his achievement in office, the former CBN governor said he came into “office with a unique background and experience with a vision and ambition to create a new financial system that would make the economy realise its potentials as Africa’s largest economy; an International Financial Centre, and Africa’s financial hub,” adding that he “created a new banking system through Consolidation and 13-point agenda, which engineered a new Stock Market as one of its by-products.”

In his testimony, the Minister of State for Finance, Dr. Ngama, when asked whether the competence of the Director General of the Securities and Exchange Commission played any role in the state of the capital market, said the lack of good working relationship between the Director General of the Commission and other Commissioners contributed to the comatose state of the capital market.

He said: “You can have all the certificates, you can go to school but you can decide to be incompetent. The performance (of the Director General of the Securities and Exchange Commission) should be better, far, far better than it is. It is not a mistake that the SEC Act says there should be a director general and three commissioners.

“From what I have watched, the body (SEC) is not one. The leg is apart from the hand. Since you (committee) have observed what is happening there, whatever your report says, as an employer, whatever you recommend, we will implement.

I am surprised at those complaining of meal of 85k for a DG of SEC.

At my small level,Chevron lodged me for a night at planet one in lagos and in the morning, when the bill came for me to sign it was 56k and people are here complaining of a DG and at Hilton for that matter.

In Nigeria realistically speaking, the company secreately does a whole lot of tests without your knowledge simply put, any life threatening or condition that needs to be managed for a period of time will disqualify you instanta but nobody will tell you.

just recently, my former company removed ashtma from its list, still wondering how it affects office job. no employer will want to inherit a medical condition that will strain their health budget.

have they told you to go to a particular clinic at no cost? those climics are called retainership clinic where the doctor has a standing order on what to look out for and the result flies straight to either, HSE or HRO depending on the structure they run.

no matter how qualified you are, no company is generous enough to manage your HIV,diabetes and any liver situation for you in Nigeria though they deny it. it is a different ball game if you got it on duty but as a newbie, hell no!!!!!!

if your job entails flying to offshore locations, be rest assured the company will do a TB test for you, if you are an expert or you came from abroad, they must do malaria test.

if you fail TB, kiss the job good bye but if you fail malaria or typhoid you will get the job just that 3days on, HRO or HSE will book an appointment for you to see the doctor.

if your job involves manual handling of equipments," hynea" test is inevitable.

what you do is this; run the tests on your own, if you find anything that has to be managed, life threatening or not, approach the medical director of the retainership clinic, tell him the truth and beg him seriously, dont forget to use the line that you searched for that job for 8yrs,lool

if he feels the company can afrord it ,he will esponge it at first test and return it the next 6months, depending on the company's health policy, by then, you are already a staff and the company will gladly manage it for you.
