The Public Works Volunteers (PUWOV) in Edo State has apprehended one Fidelis Ugbenna, an officer of the scheme for allegedly extorting money from a motorist.

The State Coordinator, PUWOV, Mukhtar Yusuf-Osagie, who disclosed this to journalists in Benin City, said the personnel has been handed over to the police for further investigation and prosecution.

Reassuring the scheme’s commitment to curb criminality and ensure peace and orderliness, in partnership with other security agencies in the state, Yusuf-Osagie solicited for residents’ support to maintain discipline and flush out corrupt officers from the scheme.

According to him, “The Edo PUWOV has apprehended one Mr. Fidelis Ugbenna, a PUWOV personnel, who connived with a dismissed PUWOV personnel (Emmanuel Oviawe) to extort a private motorist at Nepa junction on Akpakpava axis of Ring Road in Benin City.”

He said the corrupt PUWOV official extorted the sum of N10, 000 from Mr. Chibuzor Nenchi, a road user on the Ring Road axis, adding, “the PUWOV official, Ugbenna Fidelis has been taken to Oba Market Police Division for further investigation and prosecution. Also, an immediate dismissal awaits him after prosecution.”

The PUWOV coordinator further stated: “We are reassuring members of the public that the scheme will not relent in upholding its mandate on discipline as such all bad eggs will be flushed out from the scheme.

“We want to charge members of the public to always use the PUWOV complaints lines on 09150322999 and 08132030846 to report any PUWOV official culpable of the illegal act of extortion.”

“Also, members of the public should be observant and mindful of some miscreant on black outfits posing as PUWOV taskforce to extort money from innocent citizens; members of the public should report anyone involved in such illegality,” Yusuf-Osagie added.

The Edo State House of Assembly (EDHA) on Monday confirmed all 11 commissioner-nominees whose names were forwarded to the lawmakers by the state governor, Mr. Godwin Obaseki.

The House also confirmed Justice Joe Acha as the Chief Judge of the state, sequel to a request letter by Governor Obaseki.

The commissioner-nominees were screened and cleared by the House Committee on Rules, Business and Government House led by the Majority leader, Henry Okhuarobo.

Governor Obaseki had in a letter dated September 28, 2021, and addressed to the Speaker, Rt. Hon. Marcus Onobun requested the House to screen and confirm the nominees as commissioners.

Those on the list include Andrew Emwanta (Egor); Oluwole Osamudiamen lyamu (SAN) (Oredo LGA); Prof. Obehi Akoria (Esan West); Dr. Joan Oviawe (Uhunmwonde); Ethan Uzamere (Ovia South West) and Monday Osaigbovo, (Ovia North-East).

Others are Marie Edeko Esq. (Esan North East); Joseph Eboigbe (Esan Central); Moses Agbukor (Etsako East); lsoken Omo (Ikpoba-Okha) and and Mrs. Otse Momoh-Omorogbe (Etsako West).

The Chairman of the committee, Henry Okhuarobo, presented the report of the committee on the screened nominees to the House for consideration.

According to the chairman of the committee, “the nominees are competent, relatively young and physically fit for the state assignment.”

The committee recommended that the nominees, having been found to be eligible, be confirmed as commissioners.

The House unanimously in a voice vote confirmed the nominees as commissioners in Edo.

Obaseki said: “I join members of the Dekeri family as they remember Mrs. Grace Dekeri, mother of Barrister Sunday Anameru Dekeri, renowned philanthropist and Managing Director of Gulf Treasure Group of Companies Limited and Danco Investment, 26 years after her passing.

“Mama Anameru as she was fondly called, was a pillar of support to her children, including Barrister Sunday Anameru Dekeri, whose great exploits in business and philanthropy are celebrated in the country and beyond.

“The success of Barrister Sunday Anameru Dekeri both in business and in philanthropy attests to the quality of upbringing the business mogul received from mama Anameru.”

Obaseki spends N25bn on pension payment, clears arrears with N4.3bn, commits to gratuity, harmonisation


The Edo State Government has expended over N4.3 billion in clearing the backlog of outstanding pension arrears owed about 3,128 pensioners in the state.


The state government also spent N25, 047,472,632.77 in the monthly pension payment of 13,081 pensioners from November 2016 to May 2020.


According to a Mid-Year Report by the Edo State Pension Bureau as at 30th June, 2020, “the government spent a total of N771,714,393.01 between November and December 2016 for the payment of pensions; N 5,371,283,211.09 was expended in 2017; N6,452,535,649.08 in 2018 and N7,936,681,957.45 in 2019.


“For 2020, the government spent N735,069,623.04; N736,780,760.18; N759,731,334.31; N760,620,948.61; N759,695,333.23 and N763,359,423.02 in January, February, March, April, May and June respectively.”


It was observed that with the setting aside of N200 million monthly, the Governor Godwin Obaseki-led administration has been able to defray arrears of pensions dating back to 1996 up to December 2018 in furtherance of its commitment to the welfare of pensioners.


“The government divided the pensioners into batches 37 to 65 and ensured that the backlog was cleared after physical and documentary verifications. Having completed the payment of outstanding pension arrears, the next steps to be considered in the weeks ahead are harmonisation of pensions, payment of Death Benefits and Gratuity.”


The report further revealed that besides clearing the backlog of pension arrears, an efficient management process has been put in place to fast-track the processing and documentation of retiring officers’ entitlements, thus ensuring a seamless migration from salary payroll to pension payroll. This, it noted, has minimised the incidence of accumulation of pension arrears that had been a burden before the inception of this administration.


The report revealed that workers who are eligible to register under the Contributory Pension Scheme (CPS) have the benefit of a Group Life Insurance cover that makes provision for beneficiaries of a contributor in the event of death in active service.


“The sum of N80,713,446.34 was paid as premium for 9,803 Edo State employees in the CPS. With this payment made, the next of kin of deceased employees receives three times their gross annual salary as benefits. From the commencement of the CPS on 1st January 2017 till date, a total sum of N 81,169,724.24 have been paid to families of 34 deceased employees of the State Public Service who were enrollees of the CPS,” it noted.


The report further stated: “The State Government exercised political will and has been committed to the payment of pension arrears, monthly pension, death benefits under the Defined Benefit Scheme and government’s 10 percent matching contribution into the Employees' RSA in compliance with the provisions of the Edo State Contributory Pension Scheme Law of 2010 as amended.


“The State has made remittances of contributions of both employees (8%) and employer (10%) to the PFAs for 39 months, i.e. from January 2017 to April 2020 which amounts to N5,230,348,954.34. Of this, government’s (employer) matching (10%) contribution is N2,905,749,419.08 only, while that of the employees’ (8%) contribution is N 2,324,599,535.26.


“Also, a Retirement Benefits Bonds Redemption Fund (RBBRF) account has been opened with the Central Bank of Nigeria (CBN). This account is being funded monthly to ensure that funds are available to defray the accrued pension rights of employees who have registered for the Contributory Pension Scheme. The RBBRF Account is being funded with five percent of the total monthly wage bill of employees in fulfillment of the provision of the Contributory Pension Scheme Law.”

The Edo State chapter of the Peoples Democratic Party (PDP) has expressed optimism over the future of the party with Governor Godwin Obaseki as its candidate for the September 19, 2020 gubernatorial election in the state.

In a statement issued by the PDP State Publicity Secretary, Chris Osa Nehikhare, he expressed appreciation to the leadership of the party at the state and national levels as well as all the governorship aspirants for the civilised, decent and reasonable way its primary election was conducted and concluded.

He said the conduct of the PDP primary election showed discipline, sense of professionalism and purpose by party members and leaders.

Nehikhare congratulated Governor Obaseki as a vital part and leader of the party, noting: “As we reset Edo State, we will reset the way we look, feel and think. And we need to reset the way we behave.

“In today's PDP government, it won't be enough just to talk about tackling problems, but we need to have the right ideas to turn those problems around. The name calling, backbiting, point scoring and finger pointing are beneath our government, as we won't play politics with the long-term future of Edo State. We will work to get it right.”

The PDP spokesperson called for support for the Obaseki-led administration, adding: “Our state faces huge challenges. These are not challenges you can put in individual boxes; they're complex and interconnected. To deal with them takes hard work, complex research and deep thinking, and I want us to get it right.

“We have taken the first step in the right direction by nominating Governor Obaseki as our governorship candidate. Even though I trust his instincts and I believe in his ability and capacity, we can't do it on our own; we need the support of everyone.”

He continued: “People in this state are crying out for a government and party that is decent, reasonable, sensible, innovative, compassionate, and are in it for the long term of this state. That is the government and party we are building, and we want everyone to join in.

“From this moment, united and determined, we will go forward together, dedicated to the ultimate and undeniable greatness of Edo State. Nothing shall be lacking from the struggle that would be brought in by enthusiasm, devotion, and plain hard work. In this world, no person or party can guarantee anything, but what we can and what we shall do is to deserve victory, and victory will be ours. Our party is home for the brave to flourish not to stagnate, and certainly not to cringe.”

…Ize-Iyamu fails to appear in Court

The trial of Pastor Osagie Ize-Iyamu, Candidate of the All Progressives Congress (APC) in the September 19, gubernatorial election in Edo State and four others in the alleged N700 million fraud case preferred against them by the Economic and Financial Crimes Commission (EFCC), was stalled on Thursday due to the absence of the trial judge, Justice Umar Garba.

The case was adjourned to July 7, 2020.

Pastor Osagie Ize-Iyamu was also absent in Court, while his Counsel, Barrister Peter Uwadiae was present.

Counsel to the 3rd defendant, Pascal Ugbome, told journalists in Benin City, that parties in the suit picked the date.

The Court had on June 18, 2020 validated the corruption charges against the defendants and adjourned the case to Thursday, July, 02, 2020, for further hearing.

Speaking on Thursday, Ugbome explained: “It is a normal occurrence in court activities. It is nothing unusual and nothing unnatural for the court to adjourn the matter. The court has said that their hands are full, and so they have to reschedule the matter according to their convenience.”

Former deputy governor of Edo State, Mr. Lucky Imasuen, who is also joined in the suit, was seen in the company of Mr. Washington Osifo in Court on Thursday.

Security presence was visible at strategic locations and in the court premises.

The EFCC, in Suit No. FHC/BE21C/ 2016, said Ize-Iyamu and four others allegedly received public funds illegally to the tune of N700 million for the purpose of the 2015 general elections, contrary to the provisions of the EFCC Act and the Money Laundering (Prohibition) Act.

Other defendants in the suit include former Deputy Governor of Edo State, Mr. Lucky Imasuen; Efe Erimuoghae Anthony and two others.

One of the counts reads: That you Pastor Osagie Ize-Iyamu, Lucky Imasuen, Tony Azigbemi, Chief Dan Orbih, Efe Erimuoghae Anthony and Chief Anthony Anenih (now at large) sometime March 2015 in Benin within the jurisdiction of this Honourable Court, did directly take possession and control of the sum of 700,000,000.00 (seven hundred million naira) only, without any contract award which sum you reasonably ought to have known, form part of proceeds of an unlawful act, to wit; fraud and corruption; and thereby committed an offence contrary to Section 15(2)(d) of the Money Laundering (Prohibition) Act 2011 (as amended by the Money Laundering (Prohibition) Amendment Act 2012 and punishable under Section 15(3)of the same Act.

COVID-19: Obaseki calls for caution as confirmed cases exceed 1000, deaths rise to 39

The Edo State Governor, Mr. Godwin Obaseki, has expressed worry over the alarming rate of community spread of coronavirus (COVID-19) in the state, urging residents to be cautious and observe precautionary measures against the spread of the infectious disease.

In a statement, the governor noted that the state has exceeded the 1,000 threshold and recorded 39 COVID-19-related deaths, which he said called for caution from all citizens to be safe and alive.

Obaseki also announced the recovery and discharge of 21 more COVID-19 patients who have now tested negative for the virus, following their treatment at the state isolation facilities.

Governor Obaseki said: “We have discharged 21 more persons from our isolation centres after they tested negative for COVID-19. So far, 288 persons have recovered from the ailment. However, the number of deaths has risen to 39. The rise in new cases is alarming, so we must all be cautious”

The governor stated that the recovered patients have now been cleared to reunite with the society, adding that the government will continue to intensify efforts to contain the pandemic in all communities in the state, and protect the Edo people.

Meanwhile, the state Commissioner for Health, Dr. Patrick Okundia, said the state has recorded a total of 1,105 confirmed cases, 5,986 suspected cases, 2567 line-listed contacts and 346 persons of interest (POIs).

Okundia noted that while the suspected cases were recorded in 17 local government areas (LGAs) of the state, the confirmed cases were recorded in 15 LGAs, including Oredo, Esan West, Egor, Ovia North East, Ikpoba-Okha, Uhunmwode, Etsako Central, Esan South East, Akoko-Edo, Esan Central, Ovia South West, Owan East, Esan North East, Etsako West and Etsako East.

The commissioner added: “We urge residents to support the government's efforts at containing the pandemic by complying with all guidelines. Stay at home and observe all precautionary measures against the spread of the infectious disease, including regular handwashing with soap under running water and the use of alcohol-based hand sanitisers. Cover your mouth and nose properly when sneezing and/or coughing”.

N700m fraud: CSO cautions against undue interference as Ize-Iyamu appears in court July 2

The Foundation for Good Governance and Social Change (FGGSC) has cautioned against undue interference in the N700 million money laundering case preferred by the Economic and Financial Crimes Commission (EFCC) against the candidate of the All Progressives Congress (APC), Pastor Osagie Ize, Iyamu, in the September 19 Edo State governorship election.

The Executive Director of FGGSC, Comrade Austin Osakwe, in a statement, said it was pertinent to make such a submission regarding the case as it’s bound to receive extra attention, especially as Ize-Iyamu has now been selected to fly the flag of the APC in the forthcoming governorship election in the state, which puts the case, due for hearing on July 2, 2020, on the spotlight.

Recall that the EFCC in the case with suit no. FHC/BE21C/ 2016 before Justice J. M. Umar at the Federal High Court, Benin-city, filed eight-count charges against Ize-Iyamu and four other accused persons bordering on alleged illegal receipt of public funds to the tune of N700 million for the purpose of conducting the 2015 general election, contrary to the provisions of the EFCC Act and the Money Laundering (Prohibition) Act.

The EFCC further accused the defendants of conspiring among themselves to commit the offence in March 2015, alleging that they took possession and control of the funds without any contract awarded.

According to the group, “We are worried that some powers behind the scene may be working to influence the trial and sabotage the court proceeding. Hence, we are putting everybody on notice, and demand that there must not be undue interference. The law must run its course.”

Noting that persons tried over similar cases have been jailed, Osakwe said: “We are aware that some persons who were tried over similar cases of money laundering stemming from the 2015 election campaign sleaze popularly known as DasukiGate have been jailed, hence the need for this call.”

The group called on President Muhammadu Buhari to keep a close watch on the case, noting that the judiciary must not be unduly harassed.

“The DasukiGate, up till today, remains one of the president’s landmark achievements in the fight against corruption. We demand justice and that those found wanting before the law must be made to face the consequences of their actions,” the group added.

The Edo State Government has reiterated the need for residents to adhere to preventive measures such as the use of face masks, hand washing and physical distancing to protect themselves and others from being infected with coronavirus (COVID-19), as the death toll from the deadly disease reaches 35, with nearly 1,000 persons infected in the state.

The state Commissioner for Health, Dr. Patrick Okundia, who spoke to journalists in Benin-city, charged citizens to support the government’s efforts at curbing the spread of coronavirus and protecting the people by complying with the guidelines to contain the pandemic.

According to him, “Complying with these directives will imply that we care about the wellbeing of others, especially the elderly, and are determined to protect them from getting infected by the deadly virus that has continued to claim thousands of lives globally.”

The commissioner added: “The Edo State Government has taken serious steps to contain the pandemic across all communities in the state, but we have observed poor compliance among members of the public towards COVID-19 preventive measures. This is even as some give out wrong addresses and phone numbers during sample collection, which makes it difficult for contact tracers to track down confirmed cases after laboratory results are released.

"The government urges all residents to stay at home and observe all precautionary measures against the spread of the infectious disease, including regular handwashing with soap under running water and the use of alcohol-based hand sanitisers. Cover your mouth and nose properly when sneezing and/or coughing.

“Two toll-free lines for COVID-19 response have been introduced by the state government to strengthen the initial lines from the State Ministry of Health and the World Health Organisation (WHO) distributed at the outset of the outbreak. If you have any COVID-19 symptoms, please call 08001235111 or 08002200110 for assistance.”

Okundia noted that Edo State has so far recorded 962 confirmed cases, 5,838 suspected cases, 2,577 line-listed contacts, 347 persons of interest (POIs) and 35 COVID-19-related deaths, while 277 patients have been discharged.

Edo govt boosts post-COVID-19 agric economy with support for 112 farmers

The Edo State Government has commenced capacity training for 112 farmers, as part of measures to sustain investment in the state’s agriculture sector, ensure food sufficiency, drive job creation and improve livelihoods in a post-coronavirus (COVID-19) economy.

Special Adviser to the Governor on Agriculture, Forestry and Food Security Programme, Hon. Joe Okojie, said the training will provide the required skill-set for the farmers in anticipation of a successful farming season.

He said among the farmers being trained are catfish farmers from Uteh, Teboga, Eyokoyin and the Libya returnees fish clusters.

He noted that capacity training will enable the farmers complement the state government’s food security programme in the post-COVID-19 era, noting, “The state government is putting mechanism in place to boost food production by giving out loans with at a low interest rate of 5 percent so that farmers can be encouraged to increase production.”

According to him, the state government is also providing farmers with access to market, as the farmers are being aggregated into clusters and sensitized on good agronomical practices, noting, “We are aggregating 112 farmers who will plant maize at Obayantor. In addition, we are prepared to give them loans. We are also giving each of them 3 hectares of farmland in Obayantor. We are educating them on the rules to get the loans.”

The President of Eyokoyin Catfish Farmers Association, Mr. Courage Eguabor, expressed appreciation to the state government for the training, adding, “We are very happy to be beneficiaries of this laudable training. We know it will help us increase food production and also maximize profit.

The President of the United Returnee Foundation, Mr. Chukwuemeka Charles Asiegbu, said they are pleased that the state government is teaching youths how to be independent and manage resources.

Edo 2020: Groups lead ‘peace walk’ in Edo, call for end to godfatherism

A coalition of civil society groups in Edo under the aegis of Edo Civil Society Coalition for Peace and Development at the weekend led a ‘Peace Walk’ to promote peace and campaign for an end to godfatherism in the state.

The groups further expressed worry over the rising political tension in the state, noting their displeasure on the outcome of the All Progressives Congress (APC) Governorship Screening Committee which disqualified the incumbent governor, Mr. Godwin Obaseki.

Speaking on behalf of the coalition, Comrade Batholomew Okoudo, frowned at the political crisis and fisticuffs among the ruling party’s stakeholders, calling for peace and unity in Edo State.

Okoudo, who condemned the party’s decision for a direct primary and called for an end to godfatherism in the state, said the life of Edo people is more important that the selfish ambition of any politician.

He added, "Those in positions of authority must ensure that the interests of the people are considered. Those in charge of the primary should be peaceful rather than hijacking the situation and process, putting the lives of all Edo people in danger.”

The Federal High Court in Benin City has sustained the order restraining the All Progressives Congress (APC), its National Chairman, Comrade Adams Oshiomhole, the Independent National Electoral Commission (INEC) and others from conducting any mode of primary election in Edo State.

The presiding judge, Hon. Justice G. M. Umar, adjourned the matter till June 17, 2020 to rule on the suit filed by Kenneth O. Asekomhe and Hon. Matthew Aigbuhuenze Iduoriyekemwen.


The APC, Comrade Oshiomhole, the Independent National Electoral Commission (INEC) and the Inspector General of Police (IGP) are defendants in the suit, which is seeking to restrain them from proceeding with the direct mode of primary election to select a candidate to fly the APC's flag in the September gubernatorial election.

Meanwhile, an appeal had been filed against the restraining order, which is fixed for determination on Tuesday, June 16, 2020.

Justice Umar, in his earlier ruling on the matter, had ordered: “That all parties to this suit and their privies are hereby ordered not to do anything or proceed with any action relating to or concerning the procedure to be adopted or used by the 1st defendant to conduct or hold the 1st defendant primary election coming up next as scheduled pending the hearing and determination of this suit; that all applications in this suit and the response of parties shall be heard alongside the Originating Summons.

Deforestation: Edo govt begins planting of 30, 000 forest trees

As part of efforts to regenerate depleted forest covers in Edo, the state government has commenced planting of 30,000 forest trees on 27 hectares of land at the Ehor Forest Reserve, in Uhunmwonde Local Government Area (LGA) of the state.

Senior Special Assistant to the Governor on Forestry, Dr. Festus Onogholo, said the forest regeneration project is part of the Governor Godwin Obaseki-led administration’s initiative to roll back the effects of deforestation in the state.

He noted that the state government was engaging critical stakeholders to regenerate forest covers that were depleted, adding “The Edo State Government is carrying out pegging in preparation for planting of 30,000 forest trees, which will cover 27 hectares of deforested forest reserve in Area BC 16/1 Ehor Forest Reserve”

According to him, work has been completed on the forest demarcation, brushing, sliding, burning and packing, noting that the planting of the trees is expected to follow after the pegging.

He added that Governor Obaseki is committed to ensuring that the forest regeneration project is successful through a multi-stakeholder engagement to replenish the state’s rich forest reserve.

Onogholo noted that the state government has in place mechanisms for massive reforestation and protection of the forest as the state has high potentials for forest regeneration.

According to him, “The state government is committed to its forest regeneration efforts. The strategy is holistic and we are partnering with international experts on this project. This complements what the major plantation owners in the state are doing. Members of the community within the reserve are also a part of the project”

“Forest regeneration is among several initiatives by the Obaseki-led government to build sustainable means of livelihoods for Edo people”, he added.

The Edo State Governor, Mr. Godwin Obaseki, has implored environment activists, community leaders and local councils to continue to push for actions and behaviours that preserve the pristine features in Nigeria’s forest belt amid the coronavirus (COVID-19) epidemic.


The governor made the call on the occasion of the commemoration of the World Biological Diversity Day marked every May 22, by the United Nations and its various organs.


He noted that it was imperative to preserve the country’s biodiversity as some of the solutions to the pandemic plaguing the world could be found in nature.


According to him, “On this day, it is important to stress the need to conserve nature and preserve the defining features of our pristine flora and fauna, amid the coronavirus pandemic, which has caused everyone to be indoors and the forest assets at the risk of being unattended to. However, we need to ensure that these assets are protected for other organisms that benefit from our peculiar biological makeup in this period.”


He described the theme for the 2020 celebration, Our solution is in nature, as germane, noting that remedies for ailments such as the one the world is currently plagued with can be found in our peculiar biodiversity if only researchers look hard enough.


He noted that the state government was working with the Federal Government to preserve the Okomu Forest Reserve, as the Okomu National Park is a national asset that can boost tourism receipts.


According to the United Nations, “2018 marks the 25th anniversary of the entry into force of the Convention on Biological Diversity. Since entering into force, the Convention has been implemented through the vision and leadership displayed by countries, non-governmental and inter-governmental organisations, indigenous peoples and local communities, the scientific community and individuals alike.”

COVID-19: Edo govt tests 1,367 residents, extends case search in over 542 communities

With the rise in number of confirmed cases of coronavirus (COVID-19) in Edo State, the state government has revved up Active Case Search (ACS) activities in over 542 rural and urban communities across the state, testing 1,367 residents and contact tracing over 933 others.

Edo State Commissioner for Health, Dr. Patrick Okundia, who disclosed this to journalists in Benin City, reassured that the Governor Godwin Obaseki-led administration has ramped up measures to contain the COVID-19 pandemic in the state.

The commissioner noted that the state was making steady progress in the management of the pandemic, adding that Edo has recorded successes in surveillance activities, including contact tracing, Persons of Interest (POI) tracking and active case search in the state’s 18 local government councils

Okundia, however, reiterated the need for citizens to present or report themselves through the Edo State COVID-19 toll free response lines following any recent travel into the country, travel from high incident states or contact with confirmed cases.

He noted that since the outbreak, Edo State has recorded a total of 1,334 suspected cases of COVID-19 and 144 confirmed cases spread across 13 LGAs, including Oredo (85), Esan West (4), Egor (17), Ovia North East (10), Ikpoba-Okha (17), Uhunmwode (3), Etsako Central (1), Esan South East (1), Akoko-Edo (1), Esan Central (1),Ovia South West (1), Owan East (1) and Esan North East (1) LGAs.

Okundia said, “The Edo State Government has continued to step up measures to contain the coronavirus pandemic, as we are committed to protecting our people.

“We, however, urge all residents to make themselves available for the ongoing massive screening and testing exercise across the state, as it will complement government’s efforts at curtailing the spread of the virus”

“Also, we charge you to comply with all government directives. Stay at home and observe social distancing guidelines and other precautionary measures against the spread of the infectious disease, including regular hand washing with soap under running water and the use alcohol-based hand sanitisers.

The Edo State Governor, Mr. Godwin Obaseki, has approved the state’s Incident Action Plan (IAP) for Coronavirus (COVID-19), which outlines its planning, financing and implementation strategies in containing the pandemic.

The governor, who signed the document at the Government House, in Benin City, acknowledged the efforts of different stakeholders in containing the spread of the virus in the state.

He expressed his appreciation for their contribution to the state government’s response to the COVID-19 pandemic, noting that their input was instrumental in ensuring that the state deployed a data-driven approach to curtailing the spread of the virus.

Meanwhile, Commissioner for Health, Dr. Patrick Okundia, said the development of the IAP for COVID-19 is a major milestone in the fight against the pandemic, as it captures the efforts of the state to address the outbreak.

According to him, "the document speaks to everything that Edo State has been doing in regards to the outbreak of coronavirus in the state. All the budgetary allocations, expenditures, strategic planning along different pillars of intervention are captured in the document.”

The State Co-ordinator for World Health Organization (WHO), Faith Ireye, said the document gives credence to the fact that all actions executed by the State Response Team were well-guided.

The WHO scribe said, "If you are working and there is no document to support what you do; it means it is not the right thing you are doing. So, all what we have done and would continue to do are documented in the IAP. It shows that every activity we have carried out is planned for, documented, budgeted for."

Other stakeholders commended the Edo State government for demonstrating a high sense of commitment and support to flattening the curve of COVID-19.

Governor Godwin Obaseki published the audited financial statements of Edo State Government for the year ended 31st December, 2019 in some national papers. Good governance is a way of measuring how public institutions conduct public affairs and manage public resources efficiently and effectively. It has been said that good governance is the process whereby public institutions conduct public affairs, manage public resources and guarantee the realization of human rights in a manner essentially free of abuse and corruption, and with due regard for the rule of law.

The true test of “good” governance is the degree to which it delivers on the promise of human rights: civil, cultural, economic, political and social rights. Five key attributes of good governance are transparency, responsibility, accountability, participation and responsiveness (to the needs of the people).

The Obaseki-led administration has published her annual audited financial statements consecutively for the year 2017, 2018 and 2019. This action revealed that Governor Obaseki is a man of transparency, accountability and integrity. A man to be trusted and thus deserves a second term as Governor of Edo State. Its leadership style is commendable.

I am using this medium to affirm the support of Esan land on the governor’s second term bid. I would advise that the governor explore diverse channels of revenue generation that would free Edo State Government from dependence on Abuja for survival and sustainability amidst Covid-19 disaster on global economy. Focusing on agriculture processing and export, mineral resources development and attraction of SMEs to the state would help to drive economic prosperity of Edo State.

The Edo State Government has received cash donation from an 11-year-old girl, Miss Agbongiarhuoyi Eloghosa Favour, in support of government’s efforts to contain the coronavirus (COVID-19) pandemic in the state.

Making her donation in Government House Benin City, Favour said she is supporting the Edo State Government with the money in commemoration of her 11th birthday.

She said, "I am celebrating my birthday and have donated the money to support the Edo State Government. This will help to strengthen government’s fight against the spread of COVID-19.

"I brought N300 to assist the government to fight the scourge. I marked my 11th birthday two weeks ago and decided to do this,” she said.

The Focal Person of Edo State Sustainable Development Goals (SDGs) Office, Mrs. Ifueko Alufokhai, commended the little girl for her donation, which she said will encourage others to do likewise.

"I am overwhelmed that an 11-year-old girl is making a difference to her state through her donation.

“She is teaching the adults to know how to act, and how to support the government at this critical time. Instead of spending the money on herself, she decided to support the government to fight the pandemic. For me, it is really heartwarming. She has really done well as nothing is too small; it will go a long way to help the government win the fight against COVID 19.”

Agbongiarhuoyi’s father, Pastor Peter Agbongiarhuoyi, who accompanied her to make the donation, expressed delight for the support her daughter has given to the state government.

“I thank God for giving her the idea for the donation in support of the government. This is a lesson to others, reminding us of the need to support government with whatever we have. It will portray us as good ambassadors and role models to follow,” he said.

Yakubu, while commending the state government for its proactiveness in mobilising resources to respond to the outbreak of the virus, urged the state to strengthen its mechanism to manage the influx of persons from other states in the country.

According to him, “There is a need to address the fear factor, especially as people are coming from other states. We also need to explore traditional medicine, even as we look on the economic side of this pandemic. For instance, what is the residual long-term effect this pandemic is going to leave on Edo people?

“We ought to start looking at some critical areas in agriculture as well, such as food production and preservation so that we could be self-sufficient in these areas. There is no denying that government would need to continue to prioritise human capital development.”

He noted that there was need to step up advocacy about the fundraising committee so that more persons can be reached to ensure a greater spread of those to donate to the relief efforts.

On his part, Osime, said it was pertinent to ensure that the right structure is put in place to promote transparency and accountability in acquiring necessary equipment needed to save as many lives as possible.

“We need to work towards improving the structure we met in place and do this transparently. We would need to prioritise the sourcing of equipment and get them in place to support our people. COVID-19 presents us an opportunity to restructure the state in terms of education, health, agriculture, especially as we look towards a post-COVID-19 Edo State,” he added.

The Edo State Government has said that with the ramping up of screening and testing activities across various locations in the state, there is likelihood for increased confirmed cases of coronavirus (COVID-19) in the state.

The government said the screening and testing activities would provide the state with the correct picture of the trend of spread of the virus and impact of its strategy to contain the pandemic in the state.

Special Adviser to the Governor on Media and Communication Strategy, Mr. Crusoe Osagie, said the state government is bracing up to get a clearer sense of the COVID-19 outbreak in the state, which is why it has adopted a strategy that would ascertain the spread of the virus among the state’s population, so as to better calibrate its intervention programme.

According to him, “In furtherance of the state government’s commitment to achieve a better understanding of the outbreak of COVID-19 in our state, we have undertaken to grab the bull by the horns and conduct a blitz-styled screening and testing exercise. This would throw up the number of infected persons in the population so that we respond rapidly to ensure we do not record fatalities anymore in the state.

“At the moment, screening and testing is ongoing in the 18 Local Government Areas (LGA), while mobile post screening exercise has kicked off in Oredo LGA. With these, we are closing in with testing from different fronts. As these are happening, samples are being collected and sent to the testing centres in Irrua and Benin. We expect that more confirmed cases would be reported as a result of these,” he said.

He noted that designated Primary Healthcare Centres (PHCs) and private hospitals in local government areas have been certified to conduct screening.

The Edo State Governor, Mr. Godwin Obaseki, has said the state government is firming up strategies to evolve a vigilante outfit that would form part of the base of the state’s security architecture as part of moves to check farmer-herder clashes in the state.

Obaseki disclosed this while briefing journalists on the outcome of the state monthly Security Council Meeting held at the Government House in Benin City, on Wednesday.

The governor said the security meeting reviewed a wide range of security issues in the state particularly the farmers-herders’ clashes, noting that the state is doing all that was needed to strengthen the state security architecture with a view of reducing crimes to the barest minimum.

“We want to create a standard operating procedure for vigilantes to form a part of the base security system in the state. The Department of State Security (DSS) and Police are working with the state government to come up with a framework for the vigilantes so they can work in the community policing structure of the Nigerian Police Force,” he said.

The governor added that the condition of inmates in the state was also reviewed to ensure continuous decongestion of correctional centres in the state.


He said the state would convene a Special State Executive Council (EXCO) Meeting, to be held on Monday, March 23 to deliberate on ways to sustain the state’s economy amid the growing threat of the pandemic.

According to him, “During the meeting on Monday, our position on Covid-19 would be finalised and the state's decision would be made known to members of the public.”

The governor said that specific actions on the spread of coronavirus would be taken on Monday, March 23 after discussions with the federal government, noting, “At that point, we will be able to decide what policies and social distances that will apply in the state, how to improve contact tracing for suspected cases and also monitor those coming into the state.”

He said at the weekly EXCO meeting held on Wednesday, March 18, 2020, the council members decided that expenditure would have to be curtailed as the Coronavirus pandemic persists, adding “We looked at areas where we need to improve revenue and we also looked at how to communicate decisions taken to the public.”

In a statement, Commissioner for Physical Planning and Urban Development, Dr. Erimona Oye Edorodion, said the exercise will involve all types of developments, ranging from commercial through industrial to residential projects, which are either completed, in use, or under construction.

According to him, a team from the Ministry will move from house to house and from one construction site to another to authenticate developments in the various locations.

The statement reads: “It is hereby announced for the information of the general public that in continuation of the ongoing effort by Edo State Government to create a healthier, safer, more aesthetically pleasing and convenient physical environment for our urban and rural settlements, the Ministry of Physical Planning and Urban Development will commence the second phase of the exercise tagged, ‘Operation Show Your Building Plan’.

“This exercise shall involve all types of developments, ranging from commercial through industrial to residential development which are either completed and in use, or under construction. A team from the ministry shall move from house to house and from one construction site to another to authenticate developments in the various locations.”

It continued, “There shall be a ‘two-month grace period’ from the date of this announcement for all building owners and property developers without approved building plans to ensure they secure their plans. Justice M.G. Umar of the Federal High Court in Benin City has fixed March 26, 2020, for the ruling on applications filed by former Peoples Democratic party (PDP) governorship candidate in Edo state, Pastor Osagie Ize-Iyamu, and four others challenging the competency of the charges raised against them by the Economic and Financial Crimes Commission (EFCC).

The four other defendants in the suit include the state PDP Chairman, Chief Dan Orbih; former Deputy Governor, Mr. Lucky Imasuen; former member of the Federal House of Representatives, Tony Azegbemi and Efe Anthony.

Recall that the anti-graft agency in Suit No. FHC/BE21C/ 2016 had filed an eight count charge against the accused persons bordering on alleged illegal receipt of public funds to the tune of N700 million for the purpose of the 2015 general election, contrary to the provisions of the EFCC Act and the Money Laundering (Prohibition) Act.

The EFCC further accused the defendants of conspiring among themselves to commit the offence in March, 2015, alleging that they took possession and control of the funds without any contract award.

On resumption of hearing on Monday, March 2, 2020, counsels to the five defendants, Ferdinand Orbih SAN, Kingsley Obamogie Esq, Pascal Ugbome Esq, Prof. O.G Izevbuwa Esq and Ikhide Ehighalua Esq, after adopting their written addresses urged the court to strike out the charges against the defendants on the grounds that they were incompetent.

They argued further that the prosecutor's reply to their addresses was in gross violation of the Legal Practitioners Act, Rule 10 (1), (2) (3) of the Rules for Professional conduct of legal practitioners, and averred that the court lacks jurisdiction to entertain the case because the petitioner's reply was filed out of time.

Ferdinand Orbih contended that EFCC should have amended their charges against the defendants by removing Late Chief Tony Anenih's name from the charges rather than saying the late politician was irrelevant to the substance of the case.

But counsel to the petitioner, Larry Aso Esq, while adopting his written address, urged the court to uphold his argument, maintaining that Chief Anenih was never charged by the EFCC.

He urged the court to dismiss the defendants’ applications, saying that they cannot raise objection to the charges now as they have not taken their pleas, hence he described the defendants’ applications as grossly incompetent.

Aso averred that the court should not have listened to the argument of the defendants as the court can only have jurisdiction over the defendants after they have taken their pleas.

He argued that contrary to the submissions of the defendants, the petitioner's reply to the applications of the defendants was signed by Austin Ozigbo Esq., whose stamp and seal appeared on the reply.

The Edo Skills Development Agency (EdoJobs) is exploring areas of partnership with the Federal Government on skills acquisition, job creation and entrepreneurship development programmes for Edo residents, as part of efforts by the Governor Godwin Obaseki-led administration to tackle unemployment in Edo State through skills acquisition and empowerment programs.

The Managing Director, EdoJobs, Mrs. Ukinebo Dare, said this in a chat with journalists after she conducted a team of the Federal Government led by the Minister of State, Labour and Employment, Festus Keyamo on a facility tour to the state’s Innovation Hub and the Production Centre in Benin City.

According to Dare, the tour was to chart paths on how to align the programmes of the ministry with the Edo Skills Development Agency for partnerships and support.

She noted that the agency was looking to surpass Governor Godwin Obaseki’s promise to create 200,000 jobs at the end of his first term in office.

Dare said, “We are excited that the federal government has acknowledged our efforts at improving the lives of Edo people through skills development, entrepreneurship programmes and job creation. Today, we have a team of the Ministry of Labour and Employment, who visited our facilities at the Edo Production Centre and the Benin Innovation Hub.

They are impressed with the trainings, other business and production activities taking place at the centres.”

“Part of the reasons for the visit is to access the progress of these centres and identify how the programmes of the ministry will be aligned with the Edo Skills Development Agency for partnerships and support. There is tension and apprehension in the camp of a former governorship candidate of the Peoples Democratic Party (PDP), Pastor Osagie Ize-Iyamu and four others, who were rearraigned by the Economic and Financial Crimes Commission (EFCC) at the Federal High Court in Benin City, over a N700 million election-related fraud.

Investigations revealed that while Ize-Iyamu is exploring different options to get the anti-graft agency to terminate the suit against him, the EFCC has insisted on proceeding with the trial expected to come up on March 2, 2019 in Benin City before Justice M G Umar.

The judgement of Federal High Court in Abuja on Tuesday which found Chief Olisa Metuh, guilty in a seven-count N400m suit similar to the case involving Ize-Iyamu and the chieftains of the PDP, caused apprehension in their camp, with many ruing their chances in getting off the case unscathed.

Sources said Ize-Iyamu and his supporters are in panic mode, running helter-skelter in search of possible means to secure a soft landing in the trial as he risks a long jail term as a result of his involvement in the fraud case.

“The request for a six-month adjournment was strategic. It would have allowed Ize-Iyamu all the time to strategise as he is gunning for the APC governorship ticket later this year. He is also scheming to get off the noose of the EFCC, exploring different non-legal means.

“But it is heart-warming that the judge has been firm. The EFCC is also very keen on pressing on with the case, especially with the recent conviction of people with similar cases, such as the former National Publicity Secretary of the PDP,” a close watcher of the case, who craved anonymity, said.

The defendants had on February 13, 2020, pleaded for a six-month adjournment of the case but Justice M. G. Umar declined the prayer, threatening to revoke their bail condition if they attempted to delay the commencement of the trial further.

Justice Umar, who adjourned sitting to March 2nd for hearing, maintained that he would not tolerate any form of delay in the prosecution.

Pastor Ize-Iyamu and four other top-ranking members of the PDP were re-arraigned on an eight-count charge of conspiracy to commit money laundering to the tune of N700 million, an offence contrary to section 18 (a) of the Money Laundering (Prohibition) Act 2011 as amended which is punishable under section 15(3) of the same Act.

Other defendants in the case include former Deputy Governor of Edo State, Lucky Imasuen; PDP chairman in Edo State, Chief Dan Orbih; Tony Aziegbemi and Efe Erimuoghae Anthony.

The EFCC accused the defendants of conspiring among themselves to commit the offence in March, 2015, alleging that they took possession and control of the funds without any contract award from former Minister of Petroleum, Mrs. Diezani Alison-Madueke.

The anti-graft agency also said the defendants allegedly made huge cash payments of various amounts to several people without going through a financial institution.

As the All Progressives Congress (APC) continues to rue the loss of the Bayelsa governorship election to the Peoples Democratic Party (PDP), party chieftains and leaders in Edo State have called on the Presidency and the party’s National Executive Council (NEC) to rein in the embattled National Chairman of the APC, Comrade Adams Oshiomhole to avert a repeat of the sad development in the state.

The party chieftains, who spoke in separate interviews in Benin City, said the bulk of the blame should fall on the feet of Comrade Oshiomhole whose recklessness and choice of personal preference over established conventions and regulations continue to bring woes upon the party.

Calling for the sack of Comrade Oshiomhole by the APC leadership to forestall a reoccurrence of the avoidable loss, the worried party members specifically warned that the APC may lose Edo, like Zamfara, Rivers and Bayelsa if nothing is urgently done to check the excesses of the National Chairman.

According to Prince Austin Eweka, an APC Chieftain in Edo South, “The damage done by Comrade Oshiomhole is incalculable. As in Bayelsa, so it was in Taraba, in Zamfara and in Rivers because top officials of the party subverted established norms for personal interest.”

He said Comrade Oshiomhole is manipulating the party’s National Working Committee (NWC) to do the party grave disservice.

Another party leader in Edo Central, Theo Okoh noted, “It is quite saddening that our party, the APC lost Bayelsa State to the PDP. But if the truth must be told, Comrade Adams Oshiomhole as the National Chairman of the party is the architect of this present predicament and must be held accountable for this failure.”

Okoh continued, “His carelessness, highhandedness, greed and penchant for illegality has continued to earn the party more woes than glory. These made the party lose Zamfara, Rivers, and now Bayelsa and we are scared that Edo is next in line for these serial losses. We are certain that Oshiomhole, in his egoistic nature would never consider resignation, which is the most honourable thing to do, hence we are calling on President Muhammadu Buhari, APC Governors’ Forum and the party’s National Executive Council (NEC) to compel him to do so or ensure his sack to forestall the recurrence of these self-inflicted pains”

“Instead of crying foul, Comrade Oshiomhole should be sober and apologise to the APC for taking laws into his hands, neglecting all established conventions and regulations for screening and presentation of candidates. The APC must do away with the person of Adams Oshiomhole if it must win future elections, especially in Edo, which is currently the only APC South-South State.”
