Despite receiving full funding to study for your Ph.D. program, put in a single application. After your first semester or 3 months later, you can apply for them to join you. For now, use your family as a tie.

It makes no sense that a third party will sponsor 2 adults and their 3 children. Paying the full tuition in the case that your program is not partially funded, may not be enough to convince the VO that you don't have an immigration intent.
