There's the Korean government scholarship program kgsp.. But it's closed now.
If you're an Engineering student, check out GIST, KAIST, and UNIST they have some packages for international students

i have collected the loan and it was very easy. it actually took 4days. interest is quite high though...i took 41,000 and i am to repay about 52,000.

If you're sure that its "notarization" not "legalization"
The price differs in court, it depends on the court and state that you're in but most times around 500 per document or less.
Some places 1000 for 3 documents or less or more but around that price, you have to negotiate well
