The Imo State Governor, Rochas Okorocha, has directed that the salaries for the months of April, May and June,2016 be paid before Friday, July 8, 2016. He also directed the directors of Accounts in the Ministries and Local Governments to meet with the Accountant-General of the State to work out the salaries of council workers up to the month of June. These orders came after a meeting at the Government House, Owerri with the government functionaries, directors of Accounts, treasurers, permanent secretaries, leaders of Imo Council of Elders and Transition Council Chairmen and other relevant stakeholders. The governor also warned that June, 2016 should be the last time salaries would be owed in the state and assured workers that their salaries would be paid as and when due. He said, “To avoid confusion and delay in the payment of salaries for the mentioned months, I also direct that they could be paid within intervals of one or two days.” “A committee to monitor the prompt payment of salaries in the state was also set up and the committee would be meeting with the directors of Accounts and Accountant-General on the 10th of every month to work on salaries and ensure prompt payment.” The governor explained that the 70 and 30 per cent revenue sharing formula between labour and government in the state did not mean that workers would get only 70 per cent of salaries at the end of each month. A former Governor of the old Kaduna State, Alhaji Balarabe Musa, says Buhari’s military background in addressing ethnic agitations in the country was affecting his performance. Balarabe said the Buhari-led Federal Government had not shown seriousness in using dialogue to resolve agitations from different geopolitical zones of the country. Speaking in an interview with our correspondent on Thursday, Balarabe said Buhari should show that he is now a converted democrat by using dialogue to settle crises rocking the country. The former governor, who described Buhari’s first year in office as a waste, said he doubted whether the President would make the most of the remaining three years of his tenure. Balarabe said, “Buhari has not demonstrated that he is serious about using dialogue to resolve the various ethnic tension. This government does not care about dialogue. The President’s military background and approach are affecting his performance. Former President Musa Yar’Adua understood the importance of dialogue which enabled him to put a halt to militancy in the Niger Delta. But what do we have now? Tension and agitation in different parts of the country. “Dialogue is the only way to resolve the Biafra agitation in the South-East, the Niger Delta Avengers and the Boko Haram violence. The APC does not deserve a second term. The PDP is not also a better option. We need another credible alternative.” Balarabe, however, said if the President adopted a revolutionary approach, he could reverse the mistakes he made in his first year in power. He added, “ Buhari created enemies for his government when he excluded the South-East from his kitchen cabinet. The kitchen cabinet is the closest to the President. The cabinet is even more superior to the main cabinet which comprises the ministers. The exclusion of the South-East from his cabinet gave rise to the agitation for Biafra. “The solution is the return to a state-economy rather than a privatised economy which is not helping the country. There is unemployment, poor power supply, tension across the geopolitical zones and poverty. The country needs a better alternative that would restore peace, ensure the rule of law and revive the economy. Bauchi State Government has explained photos of large stacks of cash said to be about N20million seen in the office of a state Commissioner, that has been trending on social media. According to Shamsuddeen Lukman Abubakar, SA Communications to the Governor of Bauchi State, the money was earmarked for feeding during the Ramadan. The money was presented to the people by Commissioner Abdullah Mohammed Idris on behalf of the state governor Mohammed Abdullahi on Wednesday June 15. See the statement below: "Good evening to the good people of Bauchi state. It has come to my attention, the circulation of certain photographs online of money found on the table of a serving Commissioner of Bauchi state. I wish to assure you all that, the said picture is no implication of corruption or illegal money transactions. This period of Ramadan teaches us to extend love to the poor, less privileged and the non buoyant. In line with this, and as has always been done, the Bauchi State Government releases funds to mosques in Bauchi state for the provision of iftar to faithfuls. These funds are disbursed through the Office of the Commissioner for Religious Affairs, to assist faithfuls who are not buoyant enough to afford iftar. Once again, we understand the insensitivity of the image, surfacing at a time like this when we as a Government are working hard to achieve a corruption-free and transparent administration. We want to assure the good people of Bauchi state that all and sundry is being done to make the best use of resources, fight corruption within the State and ensure that all our promises to the people are fully delivered. A Nigerian man and his Vietnamese wife were on Thursday, March 24 found guilty at the Phnom Penh Municipal Court of smuggling 1.5 kg of heroin from Cambodia to Australia and sentenced to 25 years in prison. Samuel Amechi Okeke, 34, (pictured arriving at the Phnom Penh Municipal Court) and his 26-year-old wife Ho Thi Nhu Thuy, were arrested in July 2014 after customs officials in Australia intercepted 10 backpacks lined with heroin that they had mailed from the Dangkao district post office in May that year, according to police. They were subsequently charged with drug trafficking. During the trial on February 2016, Ms. Thuy admitted to mailing the backpacks but said she did so at the request of a friend and was unaware they contained heroin. Mr. Okeke claimed he knew nothing about the drugs. However, on Thursday, the court ruled that he did. "The court decides to sentence, firstly, Samuel Amechi Okeke, 34, Nigerian, to 25 years in prison and fine him 50 million riel [about $12,500]," Presiding Judge Than Leng announced in the courtroom, going on to read out an identical sentence for Ms. Thuy. While being escorted from the courtroom, Mr. Okeke expressed disappointment about the ruling. "How can I accept?" he said. Hun Rithy, a deputy bureau chief at the Interior Ministry’s internal security department who led the initial investigation into the case, said he was satisfied with the verdict. "It is appropriate because they are husband and wife, and they colluded," he said. Mr. Okeke, who has been in provisional detention at Phnom Penh’s maximum-security Prey Sar prison since his arrest in 2014, is also facing trafficking charges over 13 kg of methamphetamine seized from a Cambodian man in Phnom Penh late last month—the biggest drug seizure of the year. According to military police, the drugs were part of a distribution ring being operated by Mr. Okeke with four other inmates. All six suspects in the case were charged with trafficking on March 4.
