Soldiers drafted to enforce the lockdown order has shot and killed a young man simply identified as Joseph in Warri on Thursday morning. Joseph was reportedly chased by one Army officer around the Ugbuwangue area of the oil city while driving a Toyota with no plate number and refused to stop, forcing the soldier to open fire. Despite the heavy downpour, Chief Adode aka Coach Tete, the chairman of Ughelli North Local Government Area of Delta state in company of policemen led by the Area Commander of the Ughelli Police Command, defied the rain to enforce the state government’s directive of stay at home. The photos obtained from social media stirred up emotions as the downpour that lasted several hours drenched the officers in the course of making sure citizens comply fully to the order. Meanwhile, Chief Press Secretary to Governor Ifeanyi Okowa of Delta, Mr Olisa Ifeajika, has donated hand sanitizers and other items to the people of Illah community in Oshimili North Local Government Area of the state as support in the effort to check the spread of Coronavirus Presentating the items on Tuesday at the palace of the Ogbelani of Illah, Obi Sylvester Enecheziem, Ifeajika said that the items would help members of the community, especially the immediate environment of the palace, in protecting themselves against the pandemic. Describing the virus as deadly, the governor's spokesman said that the items were to compliment the efforts of the State Government in tackling the spread of the disease and urged the people to comply with government directives. He used the occasion to enlighten the people on the symptoms of the virus and urged them to practice personal hygiene by washing their hands regularly and also maintaining social distancing at all times. He said that the government had in a bid to prevent the virus from spreading into the state, ordered a two-week lockdown and urged the people to comply with the government directives by staying at home during the period. "I have come here today to present these items to our people to enable them stay safe in view of the Coronavirus ravaging most countries of the world which Nigeria isn't an exception. "Although we don't have a confirmed case of the virus yet in Delta, our beloved Governor, Senator Dr Ifeanyi Okowa, has put preventive and precautionary measures in place to ensure that the virus does not spread to the State. "One of the measures is the establishment of Holding and Isolation Centres across the state "Specifically, the state government has set up four Isolation Centres in Asaba, Oghara and Warri. "The governor did all these even when there is no confirmed case yet in the state, and to guard against it, he has ordered a two-week lockdown of the state. "This implies that residents must stay at home within this period to guard against the virus entering the state. "The measure was taken to confine people to their homes, because the virus is transmitted through person-to-person interaction or contact. "As good citizens of the state, it is my humble appeal that we obey these instructions which include ban on social gatherings, marriages, burials and religious worships," Ifeajika said. He advised that the people should maintain good personal hygiene by washing their hands regularly in running water, use sanitisers where available and keep social distance at all times. Receiving the items, the monarch thanked Ifeajika for the donation, describing him as a worthy son of the community. He assured that the people of the community would abide by the directives of the state government as regards preventing the Coronavirus pandemic in the State. The royal father commended Governor Okowa for his proactive measures to protect the state and its people against the pandemic.

Prisoners held at the Okere Prison of the Nigerian Correctional Service recorded a video of themselves as heavy downpour accompanied by strong winds blew off the roof of the jail. A video currently making rounds on the internet showed the prisoners begging to be released after the downpour soaked their mattresses and belongings and also flooded the jail. Two Corp Members, Four Others Perish In Bauchi 16-seater Accident A fatal accident in Bauchi state has claimed the life of two corp members and four other travelers as the vehicle they were traveling in veered off the road, resulting in the crash. The deceased Corp members from Delta state were on transit with the Gombe line when the accident snatched their lives. According to reports, the accident happened last night by 6pm. A Nurse with the Bauchi Specialist Hospital called our source, who rushed to the hospital only to see them try their best to save the victims who were serving Corp members in Gombe state. The driver, among the casualties died on the spot while the others couldn’t make it despite being rushed to the hospital. The joy of SS3 students and WAEC hopefuls of the Oteri Secondary School in Ughelli, Delta State knew no bounds after Chief Emareyo Lawrence cleared their enrollment fees. The philanthropist on Friday walked into the principal’s office who called a gathering of the three arms of the senior students before making the announcement of the free enrollment. Admonishing the students to take advantage of the good gesture and be serious in the upcoming first term examinations to be eligible, he pleaded with them that when God blesses them in the future, they should remember today and help others. Chief Emareyo also told the school authorities to refund enrollment fees already collected and speculations reveal that the school received a whopping N4m for her 102 registered students. Making the stance of government known in Asaba today (04/12/2019), the state Commissioner for Basic and Secondary Education, Chief Patrick Ukah, disclosed that the state government has zero tolerance for illegal levies stressing that any Principal or School Head caught in the act will be made to face the full wrath of the law. He advised parents not to be encouraging the collection of illegal levies by paying such money, but should resist it and report such erring Principal or School Head to the appropriate authority for necessary action. Chief Ukah warned Principals and School Heads involved in the ignoble act to retrace their steps and turn a new leaf as any of them that collects a kobo more than the approved levies will be sanctioned appropriately. The Commissioner listed the approved levies for public primary schools to include school badge for primary one to primary six N50:00 every 3 years, report cards for primary one and transfer pupils N250:00 every 6 years, consumables for primary one to primary six N100:00 per term. For students in public post primary schools, all students are to pay N150:00 every session for school badge, N200:00 every three years for students identity card, N200:00 termly for consumables, and SS 1 to SS 111, N300:00 termly for sports/NSSF levy. All the students, including transfer students, will pay N250:00 termly for customized on line result, while JS 1, SS 1 and transfer students are to pay N150:00 every three years for students file. Chief Ukah stated that even if the Parents' Teachers' Associations (PTAs) of schools are to do any intervention in any school, such decision must be taken during a general meeting of the body where the parents will agree on a particular amount to be paid. Going further, he said that the money collected should be paid into the account of the PTA whose executive officers are expected to disburse the funds to meet the objective for which it was agreed on. He said that any Principal or School Head that collects any amount more than the approved levies will be treated as a violator of the law. Litmus Test: Will Delta State House Of Assembly Lick Vomit And Swallow Okowa’s Illegal Appointment The Delta State House Of Assembly is caught in between the raging controversy over the illegal appointment of Samuel Azubuike Idah as Director General of DESTMA. According to reports, the illegal appointment which didn’t follow due process, where appointees are grilled at the house of assembly before confirmation and swearing in, is being challenged in Court. After the illegal appointment was uncovered by concerned deltans for good governance, Ifeanyi Okowa reportedly sent name to the house for confirmation. “Governor Ifeanyi Okowa’s nomination of Cdr. Samuel Azubuike Idah (Rtd.) for confirmation as Director General of Delta State Traffic Management Agency (DESTMA) despite the fact that the incumbent DG, Mr. Stephen Dieseruvwe’s four year tenure will expire on June 2020, has set tongues wagging as to why the Governor is bent on flouting the Laws setting up DESTMA and in in violation of originating court summons just to favour his Ika ethnic kinsman, Idah, who had boasted all along that he will be the next DG, Ibebe Rufus reports. The Governor’s curious nomination of Idah is also coming in spite of the fact that a human rights activist and legal practitioner, Omemiroro Ogedegbe, Esq has approached the Ughelli High Court 1 presided over by Hon. Justice Anthony Akpovi seeking a declaration that the purported appointment of Cdr. Azubuike Idah (Rtd) as DESTMA DG clearly violates section 12(1) and 12(3) of the DESTMA law 2013 which states respectively that “there shall be a Director General of the Authority (DESTMA) who shall be appointed by the Governor SUBJECT to the confirmation of the House “and” a person to be appointed DG of DESTMA must possess ten (10) years professional experience in traffic management (Idah lacks this). It is curious that after been served by the Ughelli High Court 1 bailiff as 1st Respondent in the originating summons with suit No. UHC/171/019, the Governor, on same day (28th November, 2019) the matter was first heard by Hon. Justice Anthony Akpovi, still went ahead to send a nomination letter to the State House of Assembly (2nd respondent, also duly served the court processes), to confirm Cdr. Azubuike Idah (Rtd) as DESTMA DG. The Governor in the letter read by the Speaker, Rt. Hon. Sheriff Oborevwori, said he was nominating Idah in exercise of the powers conferred on him by section 12(1) of the DESTMA Law 2013. Equally, in clear violation of the subjudice nature of the matter before the Ughelli High Court 1 in which Delta State House of Assembly has been served as 2nd respondent, the Speaker, Rt Hon. Oborevwori, directed the “nominee” (Idah), to submit thirty five (35) copies of his Curriculum Vitae (CV) to the office of the Clerk of the House on or before Monday December 2, 2019 and appear for screening on Tuesday December 3, 2019. The incontrovertible issue arising from this Imbroglio is that Mr. Stephen Dieseruvwe, who was appointed DG of the agency in June 2016 after being duly screened and confirmed by the Delta State House of Assembly, has not served his four year term of office, which ends in June 2020 and has not been officially relieved of his position. TRIBAL SENTIMENTS? Why is the Governor bent on violating the laws setting up the agency (DESTMA) and even disregard the Ughelli High Court 1 by nominating Idah, his Ika kinsman, when the tenure of Dieseruvwe, an Urhobo man, whose tenure is yet to expire?. Investigations reveal that Idah, since September 23rd 2019, has been functioning as the DG of DESTMA, in clear violation of the Agency’s Laws of 2013, which Governor Okowa hastily tries to legalise by sending Idah’s name for confirmation on November 28 2019, days after having been served as 1st Respondent in the originating summons instituted by Omemiroro Ogedegbe Esq. The human rights activist and legal practitioner is urging the Ughelli High Court 1 to “Quash” the appointment of Idah on grounds of noncompliance with the laws setting up DESTMA “as laws are made to be obeyed and not otherwise”. Meanwhile, Justice Anthony Akpovi has adjourned the matter to January 21st, 2020 for adoption of addresses. Meanwhile, in a related development, as published on his Facebook timeline, the human rights activist and legal practitioner, Omemiroro Ogedegbe Esq, said he has approach an Ughelli High Court with a motion on notice with Suit No. UHC/17/19 for an order directing all parties, particularly the 2nd Respondent (Delta State House of Assembly), to maintain STATUS QUO pending the hearing and determination of the substantive suit (UHC/171/019) already filed into court. Omemiroro Ogedegbe Esq, not done in his quest for justice, also wrote a letter to the Speaker of the State House of Assembly, Rt. Hon. Sheriff Oborevwori, dated 28th November 2019 and titled “IN THE MATTER OF APPOINTMENT OF DIRECTOR GENERAL OF THE DELTA STATE TRAFFIC MANAGEMENT AUTHORITY BY THE EXECUTIVE GOVERNOR OF DELTA STATE AND REQUEST FOR CONFIRMATION OF CDR. AZUBUIKE S. IDAH (Rtd) WHILE THE APPOINTMENT OF THE PIONEER DIRECTOR GENERAL AND A LAW SUIT IS SUBSISTING”. Excerpts of the letter reads as follows: “We urge you as the law making arm of the State to be cautious of deliberate attempts to comply with existing laws, as its breach will be in gross violation of the rules regulating proceedings before the State House of Assembly. The CSO to the Governor of Delta State CSP George Onyise Efiezomor who is the son of His Royal Majesty the Obi of Owa has allegedly battered a mechanic and his brother over parking space in Asaba. According to reports and a footage circulating on social media, the incident occurred when CSP George went to eat his native soup (Ofejuju) and powdered yam for lunch by the House on the Rock Church along DBS road. Instead of telling his driver to park at the parking space reserved for customers of the Restaurant, his driver parked in front of a mechanic workshop owned by one of the victims, Mr.Ola Coker who was out to test drive a car he just serviced. Trouble however started when Mr Ola Coker returned with the serviced car to find out that someone had already parked at the space he drove out from. He parked behind the CSO’s vehicle and when it was time to leave, the CSO got upset to the dismay of the mechanic who had been waiting for him to drive out so he can put finishing touches on the vehicle he test ran. His explanation of being the owner of the workshop didn’t go down well with George’s overblown ego who all the while was bragging of the influence he controls in the state capital and how he can sniff out life from the mechanic. An attempt to remove the car blocking the CSO’s vehicle so he can leave resulted to multiple slaps and battering from Mr George and his mopol escort. Younger brother to the mechanic who confronted the CSO also received a worst share of the assault before they were bundled to the GRA police station by red beret officers he drafted to the scene and were detained. Meanwhile, a call put across to the CSO was hurriedly answered and he said the victims were pretending to tarnish the good name of the governor. The battle against smuggling is getting more interesting as customs continues to uncover new tricks employed by smugglers to traffic rice into Nigeria despite the border closure. From the recovery of different quantities of rice hidden in different parts of the body to those hidden in sacks of beans and others, Customs has yet again intercepted a sack of rice hidden inside a bag of pepper and smuggled into Nigeria. The discovery which was filmed and published on social media however sparked up reactions from Nigerians questioning if Rice has become a hard drug to attract such attention from the authorities. A lady, Nwanneka Nkumah was left hospitalized after policemen attached to the Anti-Kidnapping squad of the Lagos state police command reportedly assaulted her at Lagos Island on sunday morning.
