With all due respect man of God, i think you got it wrong here, the offering and tithe were never for you or the church, it is in obedience to God's command. God never asked His people to bring offering and tithe only when economy is good. In my opinion, you are depriving the people of God the opportunity to prove their financial loyalty to their God.

Every true believer in Christ will understand that this is the right time to prove God. Genesis 26:1-5,12-17 is good example.
