Because by the time Jesus walked the earth another nation out of several nations that's been ruling over Israelites is in charge of their public affairs so it is inappropriate for any town crier (prophet) to enter the streets shouting in the name of any God as their rulers may take such as disturbing the peace in their domain that's the reason why God did not send John the baptist into their towns or streets when it's time for this prophet to declare the coming of Christ rather this prophet was shouting in the wilderness! So it was in the wilderness that faithful Jews were going to meet this prophet to know the message their God had for them! Matthew 3:5-6
