From me to you OP. You can't stop your brother who is 21 from having a girlfriend. But u can educate him on the meaning of self isolation and what it was all about during this world lock down. It is for health reason.. No one knows who is carrying what.... Coroner is just by the corner.

Let him know that It was not a holidays where people comes for courtesy visit. Just let him know that so that he can pass the info to the girl friend.

Yes, they can also make calls or sms to ur contact if u default.

Posting of account numbers is nothing.. U're safe.
Posting of BVN u are safe. The only condition to make ur Bvn not safe is when there's an insider in the bank who's helping the fraudster to get more details about ur account.. BVN is more of like an identity in the banking system just like your NIN, VIN ...

what you should avoid is giving our ur ATM card details..

Nothing you can do now in Nigeria without filling your BVN, and when you seek for a facility or want to apply for something that require to check your bureau record, then your BVN will be the main key search means. If you had taken facilities from different organization without paying back or paying in time, then it will be reporting on your credit score that you have bad debt, written off, not performing, performing and many more. In that case you have been blacklisted, which no reputable organisation will grant you facility.

Though nothing will happen to you, no body will arrest you or disturbed, they will only percified you to pay back. But if you are the type that want to grow in future and want to access facilities, i will advice you to pay and always pay at stipulated date... because, your record on credit bureau will be flag.. Meaning no bank can grant you facilities, no standard or reputable organization can do business partnership with you again, even it can affect you in traveling process.... it's will always show that you have bad credit...
