Lagos state has a population 21m- budget 2.7B dollars
Nairobi has a population of 3m- budget 321m dollars.
The budget estimates by Nigerian States are never met & reasons why the federal govt always comes to the rescue of them due to ballooning debt. The poor collection of revenue & misappropriation of monies is a factor that tarnishes Nigerian grossly ex age rated states budgets.

I have posted above the 2018 budget of Kenya(non resource country) & Nigerian(oil dependent) of both countries. Kenya presented a 29B dollar budget while Nigeria presented a 23B dollar budget. The giant of Africa indeed.
