Niger Delta Youth Warns Nigeria: Next Phase Of Militancy Will Be Tough

Niger Delta youth on Thursday warned Nigerian government and international oil and gas companies, IOCs, to expect a tough battle in the emerging phase of militancy in the region if they are not prepared to accommodate its former members who have acquired various skills under the Amnesty programme. "We are moving to a new phase of militancy in the Niger Delta," the Technical Assistant in the office of the Special Adviser to the President on Niger Delta, Lawrence Pepple, said.

"This is a phase where the fight would not be with arms and ammunitions, but with skills, intellectual capacity and ideas. We are not blackmailing anybody. But, let it be known that it will tough, if adequate preparations are not made to accommodate them," he added. Mr. Pepple said in Abuja at the closing session of the 2013 Nigeria Oil & Gas, NOG, conference and exhibition that the next phase of the campaign would not involve arms, but use of vocational skills and intellectual capacity acquired from the various trainings at home and abroad under the amnesty programme.

Mr. Pepple said the campaign by the former militant groups, which resulted in Nigeria losing more than half of its 2.3 million barrels per day crude oil production capacity and more than N3 trillion revenue, was as a result of the lack of positive engagement of the youth of the region. With the amnesty programme, he said about 30,000 ex-militants, who renounced militancy to embrace the government’s gesture, have enlisted in various training programmes, with over 9,000 of them graduating with skills in various fields related to the oil and gas industry.

At the moment, he said the list of qualified graduates under the Amnesty programme that has been submitted to the local content office include about 229 of those with fabrication and welding certificate; 299 with boat building certification, while 250 graduated with certification in pipe fitting. Mr. Pepple said with such abundant skills and qualified people in Port Harcourt, Yenagoa and other parts of the region, the government and its IOCs would be expected to consult the local content office first to cross check available skills and expertise before going abroad to source for such skills to execute their contracts and projects.

"Graduates from the Amnesty Programme are to strengthen the local content development policy of the government to make it succeed. This means that whenever there is a project, the Amnesty Office must be consulted to confirm there is no qualified person in that area before they go outside. The Niger Delta cannot afford to have about 30,000 qualified youths looking for jobs, while it still allow people to be brought from outside to do such jobs. All stakeholders must everything possible to see that this is reduced to the barest minimum," he said.

The Executive Secretary, Nigerian Content Development Monitoring Board, NCDMB, Ernest Nwapa, who reviewed the progress of the Board since its inception, said government would do everything to ensure that qualified beneficiaries under the amnesty programme are carried along in its efforts to find lasting peace in the region. Mr. Nwapa, however, expressed fears about the proposal that only qualified hands from a particular community must be used to execute contracts in the industry, pointing out that it would be difficult and counterproductive, as some communities may not allow persons from other communities engaged in projects, even when they do not have qualified persons for the job.

Governor Emmanuel Uduaghan of Delta has said that lives have been lost in recent clashes between Fulani herdsmen and farmers in the State.
Uduaghan made the confirmation when he received the Minister of Information, Labaran Maku, and members of the National Good Governance Team on a courtesy call on him in Asaba on Thursday.

He described the development as another challenge currently confronting the state.
He contended that the end of militancy in the Niger Delta engendered the challenges of kidnapping, illegal bunkering and other criminal activities in the region.

In spite of the problems, he said the Federal Government’s Amnesty Programme for former militants had yielded tremendous result.
According to him, most youths have been gainfully engaged just as much peace has returned to the area.

``For the identified vices, however, we are working out strategies to tackle them. The desired peace will begin to reign soon in the state.’’

Earlier, Maku said the future of youths in Niger Delta lay in peace and security of the zone and urged them to support the federal and state governments in this regard.
He commended Uduaghan’s security efforts in Delta and charged governors of Niger Delta states to work together to strengthen their security capacities.

In his attempt to defend former Education minister, Mrs Oby Ezekwesili and deride the Goodluck Jonathan’s administration made reference to Jesus Christ having sex with Mary Magdalene.
The ex minister who posted the tweet yesterday, January 27, 2013, tried to make a joke about Jesus Christ and Mary Magdalene in a sarcasm aimed at Information minister, Labaran Maku, Dr Doyin Okupe and Dr Ruben Abati.

One Dr Thomas Agande in a statement on Sunday titled “ El Rufai Defiles Jesus Christ on Twitter said He went overboard when, on his Twitter page, yesterday January 27, 2013, said our Lord Jesus Christ had sex with Mary Magdalene.
We see this as a very insensitive, irresponsible, and a offensive thing to say about Christ, and an attack on the sensibilities of Christians globally.

El-Rufai betrayed his lack of respect for our Lord Jesus Christ and obvious hatred for Christians. How else can one explain his effrontery and buffoonery when he seemingly jokingly twitted that Christ had sex with Mary Magdalene.

The federal government has dissociated itself from the conviction of Mr Henry Okah, the leader of the Movement for the Emancipation of the Niger Delta (MEND) by a South African court following threats by the group to resume hostilities.

Addressing a news conference in Abuja on Sunday, the Minister of Information, Mr Labaran Maku, said this not the time for any group to threaten the peace and unity of the nation.

He appealed to Nigerians to team up with the federal government in sustaining the peace being enjoyed in most parts of the country.

MEND had on Saturday in a statement signed by Comrade Azizi, threatened to unleash series of attack which would include nuclear attacks over the conviction of Henry Okah in South Africa.

The militant group stated that it will unleash a campaign of terror with plans to destabilize and break up Nigeria.

The group also declared the Minister of the Niger Delta, Mr. Godsday Orubebe, persona non grata, advising him to stay away from the region.

South Africans resident in Nigeria were also asked to advise their home government to steer clear of Nigeria’s affairs.

Mr. Okah, was last week found guilty on 13 counts and faces a minimum sentence of life in prison in South Africa, where he was found guilty of masterminding two car bombs that killed at least 10 people in Abuja at the Independence Day ceremony in 2010.

Spurious allegations

On the statement credited to a former Vice President of the World Bank, Dr Obiageli Ezekwesili, that the Yar’Adua and Goodluck Jonathan government had squandered the $67 billion (about N10.6trillion) in foreign reserves, saved by the Obasanjo administration, the Minister of information described the statements as spurious allegations and inaccurate.

Acknowledging that Nigeria still faces some challenges, most of which were built up over a long period, the Minister appealed to those who have been privileged to serve the nation to desist from making statements that are untrue.

The former Minister of Solid Minerals and of Education, had made the allegation while delivering the keynote paper at the 42nd convocation of the University of Nigeria.

The Information Minister who was flanked by the Senior Special Assistant on Public Affairs, Dr. Doyin Okupe; Economic Adviser, Prof. Nwanze Okedegbo and Special Adviser on Performance Monitoring, Prof. Sylvester Monye; said the allegations of Ezekwesili were curious in the light of the fact that she has been part of governance in the past.

“The statement by the former World Bank Vice President that the governments of Presidents Musa Yar’adua and Goodluck Jonathan have squandered $67 billion in reserves (including $45 billion in external reserves and $22 billion in the Excess Crude Account) left by the Obasanjo Administration at the end of May 2007 is factually incorrect.”

“At the end of May 2007, Nigeria’s gross reserves stood at $43.13 billion – comprising the CBN’s external reserves of $31.5 billion, $9.43 billion in the Excess Crude Account, and $2.18 billion in the Federal Government’s savings”, he explained, adding that “these figures can be independently verified from the CBN’s records.”

“The figure of $67 billion alleged in her statement is therefore clearly fictitious” stated Mr Maku.

He further adds that “however, since President Obasanjo left office, the reserves have experienced fluctuations, rising from $43.13 billion in May 2007, peaking at $62 billion in September 2008 during the Yar’adua/Jonathan Administration when oil prices peaked at $147 per barrel, and falling subsequently to a low of $31.7 in September 2011.”

“This fall in reserves was a result of the vicissitudes of the global financial crisis which caused CBN interventions in the currency market to defend the value of the Naira. The Excess Crude savings, a component of the reserves, was also used to stimulate the economy at the height of the global financial crisis to the tune of about $1 billion (or 0.5 percent of our 2009 GDP). As a result, Nigeria is one of the few countries in the world that did not seek assistance from international financial institutions.”

“It should be noted that the fiscal stimulus used to shore up the economy during that period was shared by all 3-tiers of government, including commitments of about $5.5 billion made under the Obasanjo Administration for power projects” the Minister stated.

As the Global craze for Smartphones devices increases, a new report has shown that 1 out of 3 owners, use the device while driving; a dangerous trend that has to be curbed. The Smartphone has brought out sleek, slim and superb features that can actually engage users the whole day.

However, in a poll on about two thousand drivers carried out by the reputable survey and research group, 35 percent of the respondents admitted to using their devices while on wheels.

The report by McKinsey tagged ‘Mobility for the Future’ zoomed in on the impact of the mobile industry on the driving behavior of phone users.

Out of the survey 89 percent of the drivers that admitted to using the device while driving, said they use their phones for calls, while 68 percent said they use it for navigation , 39 percent for instant messaging and 31 percent said they use their device for checking e-mails or surfing the internet.

Also in a closer analysis of the younger generation, 55 percent see the use of their mobile devices as an integral part of their lifestyle, listening to music, especially users of the sophisticated Apple iphones that has provisions for thousands of music from the i-tunes store.


Those from the Age bracket of 40-69 comprise 27 percent of the people actively engaged in the use of the device daily, as they use it for accessing their office mails, getting vital information e.g using GPS for navigation and direction.

Using phones while driving is a dangerous habit and it has caused several accidents across the globe. In Lagos, Nigeria it is an offence to drive and receive or make a phone call at the same time.

The Lagos State Traffic Management Agency (LASTMA) has been saddled with the responsibility of monitoring motorists, to bring to book those who commit the offence. How are you and how is your family? I hope everybody is fine. I picked my pen from the ocean of resentment and fury to write this letter to you.

We were all full of joy upon your arrival in this country last ten years, when Obasanjo told us that you came that we might make calls and make them more abundantly. We all left govt owned tele-companies and followed you even at the expense of the indigenous Econet wireless.

As days went into weeks and weeks into months then to years, you brought out your real colours to us, you even told us to leave GLO that is being owned by some of our corrupt govt officials of which some of us did.

At a time we couldn't differentiate between you and baba Ijebu because you kept telling us to recharge only 200naira and win recharge cards. From recharge cards you went to mobile phones, mobile phones to
electronics, electronics to 1million, 1million to cars, the one that annoyed us most is that you told us to recharge only 200naira and win AEROPLANE, hei!!!!.

Some of your kinsmen came to our aid; Etisalat, visafone, starcomms, rainbownet but out of your greed and jealousy you chased some of them to extinction with promises of free credits and free browsing.

Truly, you gave us credits and free browsing, but it was like giving us shoes and taking the feet from us because you couldn't upgrade your server to carry these.

NCC mandated you to stop all promos and upgrade your systems, you heeded to the instructions but not up to a reasonable time. You are back again with free credits and sms which we didn't ask you of.

I and my brethren are pleading with you to suspend every promo you have for us this yuletide and focus more on the upgrading of your systems.

And please help us extend this plea to your kinsmen; GLO, ETISALAT, AIRTEL.

Both Presidents Barack Obama and Goodluck Jonathan wanted to talk on phone, but twice calls from the White House to Aso Rock failed to make the connection.

Authoritative sources confirmed during the week that efforts by President Obama to personally speak with Jonathan to return his congratulatory message has been aborted at least twice by the failure of the telephone system in Aso Rock.

After Obama’ s second-term election victory three weeks ago, President Jonathan was among the first world leaders to congratulate him, offering him a hand of fellowship.

In response to the congratulatory messages, Obama on the Thursday of the same election week, started calling back some of the world leaders, who had congratulated him, to appreciate their letters and words of felicitation.

At least, three White House press statements by Press Secretary, Jay Carney, since the week of the election, have listed names of leaders Obama has been able to speak to in return for their congratulatory messages.

Based on those statements made available to The Guardian, the US President has not been able to reach out to the Nigerian president.

But US sources confirmed that President Jonathan is one of those Obama was personally keen on talking to, in acknowledgement of their early congratulatory messages.

Specifically, on Monday November 12, according to US sources, White House officials, having coordinated with the US Embassy in Nigeria, and the Nigerian Embassy in the US, got a number to call Aso Rock, but, on two occasions on that day, both calls were simply not picked up, causing a diplomatic embarrassment for Aso Rock.

The number had been given by Aso Rock officials to enable President Obama reach President Jonathan.

A source explained that what should have been done, as is normal in diplomatic etiquette, is for the Nigerian President to have a hotline to reach leaders of other countries that are strategic to the country, so that such important calls are easily facilitated.

Sources close to the Nigerian Foreign Affairs Ministry confirmed the practice and put the blame squarely on Aso Rock telephone system and some of its operators and officials.

Nigeria’s Ambassador to the US, Prof Adebowale Adefuye, confirmed that the US President wants to talk to Jonathan since after the election, but stated that it is yet to happen.

But he quickly added that the plans were still being worked out to make it a reality. He explained further that during this past week, President Obama was away in Asia and then returned for the Thanksgiving celebrations, a big holiday, which Americans mark every third Thursday in November.

In most cases in the US, the holiday starts on the preceding Wednesday (November 21) until the following week, which is Monday, November 26.
