Sierra Leone was a peacekeeping mission though without invitation of Kabbah whose govt controlled only the capital Freetown while the rest of the country was under rebel rule. Ecowas did not go there to quell the coup but to ensure stability so that the killing, raping, arson and looting going on will not spread to neighbouring Liberia that was having similar issues with ecomog also in ground there. Go and read the link you dropped. All of the examples listed were ecomog peacekeeping missions. The only one that's not a peacekeeping mission is that of the Sierra Leone in 1997 and that was because the country was already at war and the military that was fighting on the side of govt joined forces with the rebels to oust the civilian govt. Ecomog mindful of the instability that followed moreso with what they were dealing with in neighbouring Liberia quickly moved in to restore order. At the end of the fracas, the rebels were given the Vice Presidency while Kabbah was reinstalled as president. You can see that in all these cases, all the countries were at war and ecomog moved in to restore peace at the invitation of the sitting govts and not necessarily to quell coups. Ecowas existed before Tinubu and has witnessed multiple coups, most recently twice before Tinubu took office yet, Ecowas never threatened nor declared war on such members.

Writing to the senate to deploy troops to another country can't be seen as a bluff in diplomatic circles and is one of the reasons why Niger and co. exited Ecowas.

Even if it was a bluff which it was not, it was a stupid bluff and very shabby diplomacy. You don't use war to bluff against a sovereign country much less one that shares direct borders with you. War is not a joke.

I don’t think you understand what a declaration of war is. War is not joke, and for it to be declared it has to be said outrightly ie “Nigeria is at war with Niger” or by action ie Nigerian soldiers on ground inside Niger or violently trying to gain entry into Niger.

7. The decision for military intervention was just a bluff to scare Nigerien soldiers back to democracy, no soldier was ever deployed.
