The Romans had sacked the Jews from their ancestral land and many went to Europe. Some of them decided to come back and they had to comply with whatever administrative rules the Roman government required of them, including signing that document. Even if the document reads ''Government of the Devil'', the returnee Jews would still have no option than to sign it so that they could return to their ancestral land! The land still belong to their ancestry! So don't be deceived!
