I chatted this guy this morning to sell just $18 worth of paxful coins to him. He gave me his rate which I didn’t agree to earlier but after sometime I had to come around since it's a small amount of coins.

He even sent a blockchain wallet instead of paxful saying that is the wallet he uses and I had to send to him reducing the amount to $16 as I needed those coins out immediately. Over three hours after with proof of payment sent to him, this guy says he's not received the coins in his wallet. Please how possible is that?

I've done lots of transactions with people here and never had problems so I need more expert advice. Is it possible to send bitcoins to someone and three hours later it has still not shown even pending in his wallet?
