The main problem is when the refinery shuts down, the staff on payroll won't shut down with it. They'll continue to receive salaries, allowances and travel for so-called meaningless trainings.
This refineries didn't produce one litre of fuel for more than 10 years and their staff salary never stopped. They travel around the world and still get promotions FOR NOTHING.

What's the reason for shooting in a situation like this? At WORSE, the police should have shot at the vehicles tires. This is even unnecessary. What's the reason what vehicles have number plate and registration? That should have just been taken down and used to trace the car.

Most of them are just very reckless and lack discipline.
Why can't they learn how to stop vehicle by shooting at the tires?
This is completely avoidable!
They can simply just take down the number plate and use it to trace the offender.
Why just shoot recklessly?
