He's the complainant. He ratted himself out via cho cho cho and now he has to prove his innocence. They just want to talk to him not indict him. Running away only makes him more suspicious. They're inviting Speed to probably caution him about the dangers of such claims and may be fine him. Now he's running, making himself appear more guilty.
