I didn't say that's the reason, I used the word "MAY", but I do think if ICAN exams are in may, its something worth considering.

A reason for the delay MAY be because ICAN exams are in may too. I doubt they'll want to put interviews those days or on days around those days given that many of the people who applied for the job may be involved in the exams
