I will advice you take it to an engineer to do for you because it is a pretty long process. after reloading your OS , you will also need to drive it. Hence giving it to an engineer will be best.

I will give two suggestions here. First try the HP recovery option. immediately you turn on your laptop, tap the F10 key repeatedly until it takes you to the recovery menu. When the recovery menu appears, click next and then yes to perform a nondestructive recovery. wait until the recovery is done and you will be able run windows smooth again.
another option you have is to reload windows on your laptop. Take note to use the " keep my files and documents " option so that your files are moved to windows.old when you are done.

I tried the recovery options on several occasion but it keeps on doing the same, and how do I reload the windows

this is certainly a hardware error. Your screen or motherboard is the issue here.
Take it to an engineer close to you for troubleshooting. if you need an engineer and you are in Lagos, call 08164685979.
