All VAT generated from all the 774 local governments are always remitted through the headquarters of any company. Now most of the headquarters are located in Lagos alone. So in essence all taxes are from Lagos irrespective of transaction location.
Check your bank account tax remittance it is never from the branch you are operating it is always from The headquarters of your bank. So in essence the consumption/service is only Lagos.
If the government can break every company/ service sector into individual states the issue will not even arise. But realistically it is virtually impossible to do VAT remittance state by state as the resources the company will need will be very huge.
