What I would do is to create an housing project fund and use prosperous cities with serious housing like
Lagos
Ibadan
Port Harcourt
Kano
Abeokuta
Enugu
Kaduna


Use the returns from these prosperous cities to expand the size of the fund.
While making profit from these cities, you can then use some of the returns to take care of lesser cities and states.

How much is a plot of land in Abeokuta? Just take a look at your funny list. No Calabar but you have three states from Southwest. You are one of the problems of Nigeria. Is Abeokuta more prosperous than Onitsha?
