The Economic and Financial Crimes Commission said on Tuesday that a former Director of Finance and Account at the Abia State Government House, Umuahia, Jones Udeogu, once claimed that the state engaged the company of a former governor of the state, Orji Kalu, to import Okrika (second-hand clothes) from Cotonou, Benin Republic.

According to an investigator with the EFCC, John Egem, Udeogu made the claim when he was confronted with documents showing movement of funds from the coffers of the Abia State Government House into the Inland Bank account of Kalu’s private company, Slok Nigeria Limited.


Egem said when Udeogu was, however, asked to produce documents showing any agreement between the government house and Slok Nigeria Limited, he was unable to do so.

Egem appeared on Tuesday as a prosecution witness before the Federal High Court in Lagos where Kalu, Udeogu and Slok Nigeria Limited are being tried for an alleged fraud of N2.9bn.

The EFCC, in the charges, claimed that Kalu and Udeogu conspired to use Slok to divert public funds when the ex-governor held sway in Abia State.

The anti-graft agency claimed that the money was allegedly diverted in tranches of N200m, N50m, N200m, N300.8m, N545m, N429m, N288.4m, N190m, N157m, N152.8m, N100m, N84m and N50m between August 13, 2003 and January 12, 2005.

The offence is said to be contrary to Section 17 (c) of the Money Laundering (Prohibition) Act 2003 and punishable under Section 16 of the same Act.

But the defendants, who are being tried before Justice Mohammed Idris, pleaded not guilty.

The Abia State Government has formally sworn in a project management team of the Central Bank of Nigeria (CBN) Accelerated Agricultural scheme, as part of efforts to boost food production and provide 10,000 jobs for Abia youths.

The team has the commissioner of Agriculture as the chairman, with the Programme Director of the Agriculture Development Programme (ADP), Head of Development Finance officer of the CBN, representative of farmers, representative of Bank of Agriculture and State Director of National Directorate of Employment (NDE) as members.

At the inauguration of the committee at the Ministry of Agriculture Headquarters Umuahia, the Permanent Secretary of the Ministry, Uzoamaka Ikonne, said it was the governor’s directive and in line with the CBN requirement for the programme.

According to her, the state government is ready to implement the scheme in the state and expressed hope that the success of the scheme will help curb youth restiveness.

“As a state, we have shown readiness to buy into the CBN programme, because agriculture is one of the main pillars of development of the Governor Ikpeazu administration.

“I want you to know that this government has taken concrete steps to procure farming equipment and delve into novel areas of agriculture like mushroom farming aim to boost agriculture development”.

The chairman of the project management team, Uzor Azubuike, in his remarks, explained that the state is set to implement the scheme as it can boast of enough hectares of land to accommodate the scheme.

“I want to thank Governor Ikpeazu for his interest in the welfare of the people and the agricultural sector, as well as the CBN for its relentless effort in opening various windows of opportunities to assist Nigerians especially the youths”.

1. Emergency Medical and Services (EMS) launched in Jan 2017 across the state with an initial 2nos. state of the art Intensive Care Unit fitted motorized equipment with appropriately trained staff. Service is accessed via a dedicated Toll free number 112. This service in future would be tied to the State Health Insurance Scheme.

2. He implemented WHO/FMOH model of one primary health care (PHC) per political ward. Abia State now has 292 WHO recognized Primary Health Care centers (PHCs) across the state.

3. Primary Healthcare under one roof (PHCUOR) which is in keeping with international best practice now achieved on Governor Ikpeazu's watch.

4. He attracted the Basic Health Care Provision Fund (BHCPF) beneficiary pilot state status attracting N1.5bn (July 2017), from The World Bank following the successful hosting by Abia State in January 2017 of The 59th National Council on Health. These funds are to be applied at the 292 PHCs for qualitative services at that level of care.

5. He provided the N100 million counterpart funding for BHCPF, the first in the history of Abia state

6. He attracted the $1.5million grant for the Saving One Million Lives program for results now being implemented in Abia since June 2017

7. Abia State Tele-Health Initiative (ASTHI) now concluded the 6 months of pilot tests in 15 PHCs. Next phase is the roll out across the whole 292 PHCs in the state

8. He attracted funding from the Canadian Government for the Integrated Community Case Management(ICCM) of the 3 childhood killer diseases of malaria, diarrhoea and pneumonia being anchored by Society for family Health(on behalf of WHO/Canadian Govt). This project is now in its transition phase to full management by the state Government.

9. MTN Foundation funding 2 PHCs in their new program “what we can do together campaign” in Ikwuano and Arochukwu LGAs

10. 4nos. brand new and world class maternal and child wards built by MTN-Foundation at Okpuala Ngwa, Owaza, ABSUTH and Abia Specialist Hospital in Amachara commissioned in Decemcer 2016

11.New General Hospital in Obingwa now operational, complete with accommodation for medical personnel. Remaining 3nos New general hospitals in Arochukwu, Ikwuano & Okeikpe at 95% completion.

12. Collaboration with Nestle Plc in areas of infant nutrition and maternal care services. Already, an MOU with Nestle Nutrition Institute in Africa signed. First phase of capacity training/development for our medical personnel concluded and would be ongoing, and are aimed at improving our health indices further.

13. Newly re-furbished maternal and Children’s building at ABSUTH Aba.

14. New PPP arrangement in procuring cutting-edge medical equipment at ABSUTH.

15. Re-Accreditation of Undergraduate medical training for new doctors at ABSUTH.

16. Accreditation of post-graduate training schools in Obs & Gynae, surgery and paediatrics loading at full speed.

17. Abia state recorded improved Health Indicators compared with other states and national averages (charts available from WHO).

G. Our administration introduced the use of Rigid Pavement (Cement) Technology in road construction to guarantee minimum of 30 years life span for concerned roads. Most of the roads we constructed at Aba were done using this technology following our realization, through painstaking research, that to ensure longevity of new roads at Aba we need to ensure that all our roads are solid with double drains that empties into free flowing major drainage facilities that terminates at our already partially dredged storm water collection points.

H. We embarked on massive desilting of drainage-ways (gutters) at Aba and partially dredged waterside river to receive more storm water and prevent flooding of our roads after the usual heavy rainfall we experience for more than 8 months of the year.

I. It is on record that our administration commenced the construction of the first ever Abia interchange (flyover) since the creation of the state, at Osisioma Aba.

J. Recently, our administration awarded new contracts for the reconstruction of PH, Ngwa road, Osusu, Omuma and Uratta roads with preliminary works concluded. The new PH road is expected to be a 6 lane road with dedicated BRT lane and actual earth moving work is expected to commence this October at the roads.

K. Our administration is actively working on federal government owned Aba-Owerri road Aba with drainage and other works currently ongoing at portions of the road.

L. We have completed 2 massive erosion control works at Imenyi Bende and Abiriba roundabout. Another erosion control work is ongoing at Umuda Isingwu in Umuahia north local government.

As part of our efforts to reactivate moribund factories in the state, we resuscitated the Aba Glass industry. Currently, we are clearing up issues of ownership and gas supply to the facility.

To support our MSMEs with steady power supply, we are actively working with the federal government to provide steady power supply at Ariaria International market area of Aba. Our administration is also supporting Geometrics to commence operations and provide uninterrupted power supply to Aba.

The State Government has collaborated effectively with the Federal Government to ensure Abians are benefiting from all the available Social Investment Programmes. The numbers are very interesting.

a. The School feeding programme launched in Abia prior to that of the federal government is feeding 145,000 pupils in 859 public primary schools and employs about 1,180 cooks mostly rural women. The programme is building rural economy.
b. The N Power Programme a job creation efforts has in its employ about 3,300 Abia youths receiving 30,000 Naira monthly on a regular basis.
c. The GEEP Moni Market loan scheme has disbursed to over 8,000 Abia small scale business owners between 50,000 to 100,000.

Due to his sagacity in pushing the made in Aba campaign Governor Ikpeazu sits on almost all federal committees for the development of MSMEs.

The initial works for the emergence of Umukalika leather and garment cluster is ongoing and we hope to move into the location early next year.

One of the most important qualities of leadership is the assumption and acceptance of responsibility for the State and all the decisions taken within the State. The leader is responsible for making strategic decisions and he or she cannot shrink or abrogate that responsibility.

Put differently, the essence of leadership is to appropriately harness and galvanize the resources of a particular geographical entity for the greater good of the majority. Therefore a good leaders is that change agent, correcting the mistakes and deficits of the yesteryears, thus giving the lives of the people a meaning.

Since May, 2015 when the present leadership under the watch of Dr. Okezie Ikpeazu took the reins of power in Abia State, there has been gamut harvest of dividends of democratic leadership across the Abia's landscape. A breath of fresh air has been felt, with sundry attestation that the majority of Abia electorate made the right choice in Governor Ikpeazu.

Hitherto, there was virtually a discontent about the state of Abia roads and general infrastructure, most especially in the State's commercial headquarters, Aba. The city, Aba needs little or no introduction as it represents the city for meeting the hope and aspirations of the Igbo man. But the then negligence, decay and collapse of social amenities left much to be desired.

Howbeit, the Ikpeazu administration has risen to the challenges and today, Enyimba city is systematically and steadily being reinvented of which, in a short while without exaggeration, it will certainly join the league of modern cities in Africa.

Firstly, the iconic interchange under construction at Osisioma junction, apart from being a prototype of such projects in Abia, it is such a flyover that, when completed, will put an end, the traffic gridlock experienced in that areas due to the influx of traders and businessmen into the city from cities which Aba has proximities with, Owerri and Onitsha in the east, Umuhia and Enugu through the north, Porthacourt etc in the south as.

Another landscape achievement of the Ikpeazu's administration is the tackling of the perennial flooding of Aba, especially during the rainy seasons. This accounts for the then impassible state of Ukwu Mango and other Ariaria international market environs.

To mitigate this ugly situation, the Ifeobara basin has been built as collection center for water around the area. Then, drain pipes has been fixed from the basin to transfer water through the six other mini collection centers to Umungasi waterside.

This will definitely put an end to water spills to people's shops in Ariaria market as the flood is being channeled to its convenient point from Ariaria, through the Aba Owerri road cutters being built. This may also accounts for the delay in the building of these cutters to enable the contractors get things right once and for all.

Furthermore, there is no argument to the fact that constant power supply is chief to industrial and commercial enterprise as such erratic powers supply has negative toll on business development and expansion. Against this backdrop, for the Enyimba city to fully realize her potentials and truly become the pride of African continent, representing and fitting rightly into the name "the Japan of Africa", the power challenges of the city ought to be given serious attention.

It is in realization of this fact that this government has taken the bold steps to reverse the trend of the epileptic power supply, starting from the bustling Ariaria international market. Happily, a soundproof power generating machine is being installed at "free zone" area of Ariaria. This project (energy gas plant) with collaboration from the office of the Vice President of Nigeria which is being test run over one month now, giving 12hours uninterrupted power supply is aimed at boosting the MSMEs.

This is a strong footing for attaining a state of power sufficiency in Ariaria nay, Aba generally, a catalyst to attracting more investments as well, elongate the stay of the traders and business owners in the market. Recall that power generation in Ariaria has been by individual provisions which causes more noise and air pollution to the crowded Ariaria.

Moreover, it will open a new vista of opportunities as it will certainly spur other independent energy operators to storm Aba and provide solutions and way forward for our power issues.

The Governor Okezie Ikpeazu's administration should he appreciated for creating a clement climate for business to thrive as such, it will give a boost to our local content initiative and support of the present government. Without contradictions, the present government understands where it pinches the masses and very prepared to leave the developed and economically vibrant state.

Abia State Governor, Dr Okezie Ikpeazu, has complained to the management of the Niger Delta Development Commission (NDDC) over the abandonment of the Ohanku road project by the contractor and called on the commission to, as a matter of urgency, look into the plight of the residents of Ohanku Road with a view to alleviating their pains and sufferings caused by the commission’s inability to ensure the completion of the road which it awarded before the coming of his administration.

Governor Ikpeazu who made the call when he received in audience the management board of the Commission led by the Chairman of the Governing Council, Senator Victor Ndoma Egba, who were on a courtesy visit to the Governor at the Government House in Umuahia, expressed worry over poor quality of Road projects which the commission’s contractors are doing across state.

Governor Ikpeazu who described the current condition of Ohanku Road as ‘very very bad’ lamented that the popular road is in such a deplorable state because of the bad performance of the NDDC contractor who was awarded the road but has long abandoned the project and left the people in a difficult situation.

"Ohanku road is very important to our people and as we speak the road is in a totally deplorable condition from the Ngwa road end to the express road because of the bad contractor of the NDDC who has abandoned the road and subjected our people to an extremely difficult situation that will likely occasion health challenges.

"With that road tied up with your contract, our government cannot legally intervene to redress the situation as quickly as required, hence I have opted to use this opportunity to appeal to your commission to help us by ensuring that your contractor returns to site expeditiously and do good quality work to save our people from further pains and distress."

The Governor who decried other poor quality jobs being executed in the state by NDDC contractors enjoined the commission to ensure the engagement of stakeholders and youths of oil producing communities to ensure the sustainability and longevity of projects in their area.

Speaking, chairman of the commission, Senator Victor Ndoma Egba, said the visit was to renew confidence with stakeholders of member states of NDDC as well as share thoughts and ideas on the direction the Commision is going with their mandate.

"As part of the necessary confidence building measures, the NDDC is trying to open up its activities to greater scrutiny, not just for stakeholders but the masses of the member states as well", Ndoma said.

On their activities in Abia State, he stated that the commission has awarded 557 contracts valued at N82.2 billion. According to him, of the total contracts 166 are ongoing, 295 is completed while others were abandoned or stalled for various reasons.

Senator Ndoma informed the Governor that other new contracts have been awarded in Abia but the contractors are yet to be mobilized to work, while some projects have been terminated for different reasons.

The NDDC Chairman called on the Governor to identify projects where the government and NDDC can partner and deliver as joint ventures.

He agreed with the Governor on the need to quickly have a representative of the state in the NDDC board who will also help to communicate the commission's activities to the people of the state and enhance needed cooperation.

If you have ever had the opportunity of seeing the trunk of Govenror Okezie Ikpeazu’s staff car, or even his spare car, and see the books in there, you will naturally wonder what the Governor is doing with the books in his boot.

The books in the Governor’s boot belongs to pupils and students he meets on his way...anywhere he goes, he shares the books to pupils and students he sees on his way.

This practice didn’t start today, it actually started during the 2015 governorship election campaigns, after speaking to prospective voters then, anywhere we see students on the road, he will stop the vehicles and share books to them.

Some of us thought it will end after his swearing in as governor, but it never did.

To date, the Governor is still carrying books in his car trunk and he is apparently not tired of giving them to students he meets on his local travels.

Today, while on his way to Ntigha in Isialangwa North from Ikem Nvosi in Isialangwa South, somewhere around Okpuala Ngwa Hospital, he saw these students returning from school, he stopped the convoy, wound down the glass of his official car and invited the uniformed school children to come.

As the students approach his car, the Governor was ready with the books from his boot, and he gave them the best gift you can offer a pupil-exercise books.

And then his consistent message: “please read your books...obey your parents and teachers. I am sure that one of you will be Govenror in the future. If the child of an ordinary school teacher like me can be Governor, you too can be Governor or even President".

You can only imagine the joy of Abia school children as these receive their best gift from their Governor, even as they watch as his convoy moves along.

Uncommon touch is in Governor Ikpeazu's blood.

The Chief Reagan Ufomba faction of All Progressives Grand Alliance, (APGA) in Abia State has dumped the party for the ruling People’s Democratic Party (PDP).

Declaring for the PDP at the reception rally at Ntigha mini Stadium in Isialangwa North LGA of the state, Ufomba, who was a factional governorship candidate of the party in 2015 left the party with the 24 executives of the party, 184 ward executives, alongside others defected to the PDP, said that only PDP can better the lots of Abia State and Nigeria.

In his speech, Ufomba who said that he is defecting for a better Abia added; "It is not easy for someone to be with his brother, his friend, his colleague and there seems to be a divide most especially in your party".

Ufomba who came along with the party' s membership register said any other existing APGA in the state is fake "If there is any other APGA existing in Abia after today, that APGA is fake".

The guber candidate who noted that he was a foundation member of the PDP, noted that he left the party in 2010, but has returned back to the party he built.

He commended Governor Ikpeazu and described him as the choice of the people and a good man and must be given all the supports he needs.

He said his decision to join PDP is hinged on his desire to bring his ideas to the table in a bid to achieving the Abia of everyone's dream.

Speaking, Governor Okezie Ikpeazu while officially welcoming them said it's a step in the right direction, noting that every good idea is welcomed by his administration.

“I must commend my brother, Ochiagha Reagan Ufomba for this bold step. PDP is a large party and it will accommodate all of us. Nobody will discriminate against you in PDP. In PDP we love each and we see our party like a church. So I must urge you to be up and doing in the party.

Also speaking, the Chairman of Isiala Ngwa North LGA, Chief Ginger Onwusibe in his opening speech expressed delight that the former gubernatorial candidate was returning to a house he built, describing him as a very big fish.

South-east governors rose from an emergency meeting in Enugu on Friday and announced a ban on all the activities of the Indigenous People of Biafra (IPOB) in their geo-political zone.

The defence headquarters had declared IPOB “a militant terror group” earlier on Friday.

TheCable understands that the governors were acting on a presidential directive as a pre-condition to reduce military presence in the region.

There were hot arguments at the meeting over the appropriateness of the governors succumbing to a directive from Abuja, insiders informed TheCable.

The governors had been accused of tacitly supporting IPOB.

The launch of Operation Python Dance II has raised tension in the south-east, leading to reported deaths in Aba, Abia state, and disruption to economic activities.

In the communique, shared with TheCable, the governors asked the leadership of IPOB and all other aggrieved groups to make their positions on all national issues and submit to the committee of governors, Ohaneze Ndigbo, and the members of the national assembly from the zone through the chairman of the south-east governors forum.

Legal experts told TheCable that the proscription may just be an academic exercise.

“IPOB is not a registered organisation, has no legal basis for existence and cannot be logically proscribed. You can only proscribe what operates legally,” a senior advocate of Nigeria told TheCable.

In view of the prevailing security situation in the South East and its attendant consequences, the South East Governors hereby resolve as follows:

1. All activities of IPOB are hereby proscribed. IPOB and all other aggrieved groups are advised to articulate their position on all National issues and submit to the Committee of Governors, Ohaneze Ndigbo and National Assembly Members from the South East Zone, through the Chairman, South East Governors Forum.

2. All Governors of South East Zone are to ensure compliance in their respective State.

3. South East Governors Forum, Ohaneze Ndigbo and National Assembly Members do hereby reinforce their commitment to a united and indivisible Nigeria.

4. We also reinforce our desire for the restructuring of Nigeria where all National issues will be discussed and amicably settled to achieve justice and fairness to every Nigerian.

5. We reiterate our earlier position that the November 18, 2017 Governorship election in Anambra State must hold.

6. Accordingly, we appeal to Mr. President and Commander-in-Chief of the Armed Forces of the Federal Republic of Nigeria, His Excellency, President Muhammadu Buhari, GCFR to please, withdraw the Military in the South East Zone, while Police perform their traditional role of maintaining law and order.

7. South East Governors have taken concrete steps to protect lives and property of indigenes and non-indigenes in the South East.

8. We are in touch with the Northern Governors Forum, they have assured us of the safety of all our people living in the north and we have also planned for exchange of visits between the Governors and to re-enforce the confidence of Nigerians in this respect.

9. In keeping with our earlier position, we wish to assure Nigerians that full investigation is ongoing on all allegations of killings, maiming and other unlawful conduct in the South East Zone within this period. The Governors and the Security agencies are in agreement that appropriate action will be taken against anyone found culpable.

10. We advise all residents of the South East to go about their normal businesses as Government of each State is committed to protecting everyboby.

11. Finally, we advise our people in the South East to please be Law abiding.

Many questions has been coming seeking for Dr Uchechukwu Ogah to present the original documents which Mrs Adeoshun sold her company to him Mr Uche Ogah which he claimed she did.

Many fake saints like ogah has put on white garment and for us to know is innocent of all the fraud case, let him or his Boys upload the original copies for the world to see.

Days back they were doing all they can to cover the sin of their boss Uchechukwu Ogah who was involve in a fraud case.

Their is nothing hidden under the planet, is no longer that Uchechukwu Ogah is innocent but one of his die hard and media fighter Chima Obiwuru has accept that Uncle/Dee Uchechukwu Ogah was and still involve in a fraud case in Lagos.

One can now know why my brother uchechukwu Ogah planned coup in Abia state government and tried to bribe the woman with the sum of N200 million last two weeks Sunday with some men that called them self man of God, sorry pastors that went with him in Lagos to beg the woman to withdrew the case and he forget to know that their is still a living God.

Their is no need involving Dr Okezie Victor Ikpeazu or accusing innocent man that he has hand in what is happening to ogah.

Ikpeazu had always been a public servant,the decision of the trial judge to remove him from office based on tax papers remained unimaginable.

1. The questions that must be answered are whether the Federal Inland Revenue Service (FIRS) raised any objections as to the validity of the certificate.

2. Did the tax officers accuse Ikpeazu of forgery or evasion of tax payments,’’ he submitted?

More importantly the PDP guideline which the court supposedly derived it’s acclaimed to arrive at the judgment did not and was not an evidence before the court.
