A smart Nigerian leader should invest more building business empires in Nigeria first(State sponsored capitalism).

When the business start making so much profit,they will generate revenue for Nigeria.Whit their revenue you can increase salary.Any thing else will lead to the devaluation of the Naira and destruction of the Nigerian economy.

You cant continue increasing salaries from the already exhausted oil revenue.
