Although it has come and gone, the wedding of President Muhammadu Buhari’s daughter, Aisha, to Ahmed, son of a popular and wealthy businessman, Indimi, will be regarded as one of the most controversial in recent times in the country .

Reason: it all started as the wedding date was reportedly shifted twice. Besides, but for the First Lady, Hajia Aisha Buhari’ plea, coupled with the quick intervention of some powerful northern elite, the wedding would have been called off, particularly after an order by the President who was not pleased with the buzz it was generating on social media .

Nevertheless, the wedding came with some drama. Spyglass gathered that three of the Indimi girls were barred from attending the wedding. As disclosed by some sources, one of the ladies, Rahama, the estranged wife of Muhammed Babangida, was barred from attending, following her alleged involvement in the widely reported altercation at the wedding introduction held at the Villa in November.

It was also gathered that her other twin sisters, Zahra and Arena, were not allowed to witness the wedding.

Zahra had reportedly insisted on recording the event with her mobile phone, even when she was advised against doing such by protocols inside the presidential Villa.

Though her intention, according to reports, was to capture the delivery of the traditional gifts made up of boxes containing cash, jewellery, clothes, bags, shoes and other gifts for the bride and the First Family, her refusal to comply with protocol resulted in an open altercation with the security personnel on hand.

While the dust over the ugly development was yet to abate, the President and his wife were said to have been further infuriated by reports of the traditional gifts in the social media. The leak was believed to have come from the camp of the Indimis

Bayelsa State Commissioner for Finance, Mr Maxwell Ebibai, has said that it was not the fault of the state government that civil servants are having challenges collecting their salaries due to lack of cash in the banks, blaming the development on various banks in the state.

Ebibai, in a statement, in Yenagoa, yesterday, said that the attention of Bayelsa State Government had been drawn to the information that some civil servants and officials in the state were having challenges collecting their salaries due to lack of cash in the banks in the state.
He said: “It is indeed sad but also worthy of note that it is not the fault of the state government that civil servants are having challenges collecting their salaries, as it is on record that the governor did fulfil his promise of ensuring that civil servants in the state get their salaries before the yuletide.
The prevailing situation in the banks right now is not peculiar to Bayelsa State as it is also happening in other states. “As a proactive government, we have decided to inform our people that we are currently interfacing with the various banks to ensure that civil and public servants and Bayelsans in general would receive their entitlements to ease the pain and stress they may face.”

Kaduna State Governor, Mallam Nasir Ahmad El-eufai, has described the attack on his convoy on Tuesday by irate mob in Kafanchan as part of the burden of leadership.
In a statement yesterday by his spokesman, Samuel Aruwan, the governor described the incident as unfortunate.


Several vehicles in the governor’s convoy were destroyed by the protesters who pelted the convoy with stones during his visit to Kafanchan on Tuesday.
The governor has however urged that no one should respond to the treatment meted on him by demonstrators.
“The governor is of the view that there must be no reaction to the incident other than a continued commitment to restore peace and harmony” the statement said.
El-Rufai expressed sympathy with the chairman of Jema’a Local Government, Dr. Bege Katuka and his family whose home was burnt by the protesters.

Aruwan said: “The governor and his entourage were pelted with stones by irate mob who were protesting against the frequent killings by bandits in communities in the southern part of the state. Windscreen of some of the vehicles were destroyed during the incident.”
The statement quoted the governor as saying: “In the name of God, I am begging you. No one should take the law into his or her hand over what happened in Kafanchan.
“Although it is unfortunate, but we must rise above induced prejudice and hatred. We must defeat hate with patience, love and dedication to duty and not eye for an eye.
“It is also a burden of leadership and we will, by the special grace of God, overcome these forces of darkness who are dividing our citizens using religion, ethnicity and politics. I commend the high sense of professionalism exhibited by security personnel.
“I listened to three of the women who led the protesters as they asked me questions. I answered them and even invited them to a larger meeting, but they went on rampage and burnt the residence of the local government chairman.
“The government of Kaduna State and the Security Council sympathise with the chairman of Jema’a local government, Dr.Bege Katuka and his family over the unfortunate incident that led to the burning of their home. Our prayers and support go with them.”
The state added that the governor was expected to update the people of the state on the steps being taken to improve security in the state in a state-wide live radio interview from 8p.m. to 10p.m, yesterday.

Information security architect for Ericsson Mobile Financial Services

RESPONSIBILITIES
The Ericsson Wallet Platform (EWP) is a product which enables our customers to provide mobile financial services/mobile money. Customers are operators and banks, both of whom have very high expectations on the level of security which this financial solution provides and the manner in which the solution is operated, integrated and customized.

As part of the delivery for our customers we are looking for an information security architect in Nigeria.

Your primary responsibility is to ensure the information security of our Wallet Platform deliveries towards our customers within Ericsson MS (Managed Services), ADM (Application Development Management), CS (Customer Support) and CSI (Consulting and Solution Integration) and compliance against contractual obligations.

Your secondary responsibility is to act as a coach to all staff involved and manage the security relationship with the customer and third parties.

Your other responsibilities include ensuring adherence to security SLAs and mandatory compliance levels against customer and Ericsson security policies, security standards and benchmarks such as PCI DSS, ISO27001, ISO22301, Center for Internet Security benchmarks, OWASP, etc. You also ensure compliance obligations against regulation on financial services, information security, data protection and related areas are met.

QUALIFICATIONS
At least 5 years experience as an information security architect, information security consultant or in an information security line function

At least 5 years experience with working as a solution architect

Experience with implementing and auditing security certifications such as PCI DSS, ISO27001 and ISO22301 is preferred

Proven ability with taking risk based security decisions, and weighing the interest of multiple stakeholder and risk profiles against each other

Proven ability to take in a large volume of information, such as polices, and determine their impact in a particular situation, e.g. whether a change request is compliant

Proven consultancy skills

Experience with information security in mobile financial services and/or financial services is preferred

Multiple certifications and related work experience is preferred.

A SECRET deal to correct the anomalies associated with the N6.077 trillion 2016 budget may have been reached between the National Assembly and Federal Executive Council (FEC) members The Guardian has learnt .
Under the arrangement, ministers dissatisfied with the distribution of figures within their ministries are to send to the National Assembly the distributions as they prefer them without exceeding the amounts allocated to the various ministries, departments, and agencies under them.

It was learnt that based on that arrangement, the executive arm may no longer have to withdraw the budget and re-write it.
“Since the power of appropriation actually lies with the National Assembly after it receiving the Appropriation Bill from the president, what has been agreed on is that the ministers will bring the figures they proposed for their various sub-heads and the lawmakers will appropriate duly without shifting grounds too far from the zero budgeting thrust of the new administration,” a source said yesterday.
“The total figure for the budget will not change; the amount allocated to ministries and departments will not change, but the distribution within various sub-heads will change to satisfy the ministers who have complained that their figures were jumbled up and did not represent what they proposed,” the source added.
Last week, the Minister of Budget and National Planning, Senator Udoma Udo Udoma, had told The Guardian that the issues surrounding the budget confusion were being worked out, though he did not give details.
Allusions to the secret deal between the executive and legislature were made by Senate leader, Ali Ndume, at the weekend when he disclosed that the Senate had not postponed the passage of the Appropriation Bill indefinitely.
“We are saying that with the developments we are seeing, the February 25 deadline may not be realistic.
“That is why we now said that going by this, it is not possible to say we will come back on February 25 and say this is the budget; we are not saying that we have suspended it indefinitely.
“The reason we fixed February 25 was because we wanted to have a gap of five weeks,” he had said in an interview with the News Agency of Nigeria (NAN).
He added that the leadership of the National Assembly met with ministers to iron out grey areas and make corrections to the contentious areas.
Last Wednesday, Information and Culture Minister, Lai Mohammed joined the list of ministers who disputed the figures credited to their ministries.
He told the Senate Committee on information at a budget defence session that the N398 million proposed in the budget for the purchase of computers was strange to him.
In reaction to questions regarding the N230 million and N168 million voted for the purchase of computers for the NAN and the Film and Video Censors Board, the minister said:”No, that is not possible. That was definitely not what was proposed, this cannot be.”
When an official of the ministry noted that N5million was what was proposed for the item in the original budget of the NFVCB, the Chairman of the Committee, Senator Eyinnaya Abaribe said: “The difference between N5million and N168m is huge.”
Last week Monday, Health Minister, Prof. Isaac Adewole, had told senators that the provisions of the budget before the National Assembly were in contrast with the priorities of the health sector as contained in the original budget it prepared, adding that some of the votes earmarked by the ministry for some activities had been re-distributed while some important fields in the sector had been excluded.
He had said: “In the revised budget as re-submitted, N15.7 billion for capital allocation has been moved to other areas.
“Some allocations made are not in line with our priorities. There is nothing allocated to Public Health and Family Health. Over the last two years, nothing has been done on HIV…
“We have to look into the details of the budget and re-submit it to the committee. This was not what we submitted. We ‘ll submit another one. We don’t want anything foreign to creep into that budget. What we submitted is not there. We have not reached that stage and we find the money there.”
Many other ministers and heads of federal agencies were also said to have complained about how their budgets were messed up by those who sent the figures to the National Assembly.
Presidency sources had two weeks ago blamed the budget mess on civil servants, adding that some top civil servants might suffer for it.
A minister confirmed the same to The Guardian, but noted that the time was not ripe for action. He hinted that heads would roll only after the budget mess had been cleared .

THE Imo State government has recalled over 6,000 workers it sacked a few weeks ago.
This was part of the agreement reached with the organized labour yesterday after Nigeria Labour Congress (NLC) and Trade Union Congress (TUC) and their state chapters in the 36 states of the federation paralyzed economic activities in Owerri, the Imo state capital.
The agreement to recall the workers was sealed while both the President of NLC, Ayuba Wabba and his TUC counterpart, Bobboi Kaigama laid siege on the entrance to the Government House for four hours from 11am to 3pm.

This comes as the Senate has invited critical stakeholders in the power sector to a meeting this morning in Abuja to find a way out of the labour disagreement that arose as a result of 45 per cent increment in electricity tariff. Separate meetings are also scheduled for the office of the Secretary to the Government of the Federation as well as the ministry of labour and employment.
Also in Imo State, doctors under the aegis of the Nigerian Medical Association (NMA) have petitioned the Inspector General of Police (IG) over the violent disruption of a peaceful protest embarked upon by members of Imo State chapter of the association on Thursday February 4, 2016, by the Nigerian Police Force in Owerri, even as they called for probe and restitution.
The NMA in an open letter to the IG signed by the President, Dr. Kayode Obembe, and the Secretary General, Dr. Adewunmi Alayaki, said: “The attention of the Nigerian Medical Association has been drawn to the incidents leading to lethal violence meted out to medical doctors and resulting from the botched attempts of members in Imo State chapter to bring to the notice of the state governor, Owelle Rochas Okorocha and the entire citizens of the state the negative developments unfolding in the public healthcare delivery sector in Imo state on Thursday 4th February 2016.”
Speaking after labour signed its portion of the agreement, Wabba said labour would soon move against states that are owing workers’ salaries.
Wabba also hinted that though Governor Rochas Okorocha proposed to meet with labour on Tuesday night, but it was turned down.
He stated that labour decided to sign its portion of the agreement outside of the Government House because it wants the workers to be a part of the process.
While expressing the readiness of labour to resist unfair labour practices, the NLC chief stressed the need for employers of labour in the country to respect terms and conditions of employment.
His words: “What is very clear is the fact that once workers are determined and united, no force on earth can stop them. It also demonstrates the fact that workers are not slaves. ‘’
