IBB's last action as head of state was to appoint Interim National Government with Ernest Shonekan as President. Ernest Shonekan appointed Abiola as Vice President which he was happy to manage until Abacha ran his own coup and chased everybody out.

Why would tinubu not got to his boss who took a VP position after June 12 annulment, and instead go to Abacha to ask for post of commissioner.
Also note, Tinubu was arrested for treason by the Abacha government in June 94. Which was the same month Abiola was arrested by Abacha.
