He said the account is not making payment as he tried sending out the $1 in the account.
I chatted with the support on his behalf and was told it is paypal security measure that can't be disclosed.
I paid for the identity used too.
I told him to make use of the account but he said he can't risk hi money in there.
I tried explaining to him that if the account is not okay I wouldn't have sent out the money there.

He said he doesn't want the account again after some weeks that I should refund which I said I can't

The account status was disclosed during the negotiation and I told him I am not PayPal in charge.

There is no sort of limitation on the account and he even added his email that day as primary email.

All this one you are saying is trash... everyone can create PayPal account and add all the shit you said you added, koko is making the account work. Now I paid you cause you claimed you could make it work and now you come up with stories. You are a scam!
