State creation is a misplaced priority or vision DRIFT!!! Nigeria should be looking at restructuring into regional system of govt:

1. Arewa regional govt
2. Igbo regional govt
3. Oduduwa regional govt
4. Niger delta regional govt
5. Midddle Beltregional govt

Ideal, but regional governance is no longer possible because the states have gained too much autonomy such that no state will like to give up its autonomy to a regional government. For example, Owerri will not subject itself to control by Enugu as seat of regional government. That's why creating new states to attempt tp balance the political structure between the zones, is ideal solution.

Etiti state does not make sense. Cutting out different local government areas that do not share much in common, never belonged in one state except during the time of ECS. If created, demands for new states from Etiti will emerge immediately after.
In fact Adada makes more sense than Etiti as the second state to be created now in the southeast.
